The Blood  Group Reference Centre (BGRC)  made its debut in 1957  as a result of active interest shown by Indian Council of Medical Research (ICMR)  in the field of blood banking. This centre which was started by ICMR basically  to solve problems in blood banking, slowly branched out  successfully to initiate research in various other related areas of immunohaematology viz.  biochemical genetics ,  red cell enzymopathies and hemoglobinopathies ,  population genetics, antenatal serology,  Immunology,  HLA etc.   In the  first  twenty five  years,  using limited space, limited  resources  and budget,  talented and highly enthusiastic young  scientists from the  center under the guidance of  dynamic  stalwarts Dr.  H M Bhatia and  Dr.  A J Baxi could produce as many as 271  publications  of which 71  were published in prestigious  international  journals.  The  centre had  many discoveries to it’s credit.

The National Institute of Virology is an apex National Lab. of the Indian Council of Medical Research for diagnosis of diseases of suspected viral etiology all across the country and carrying out high quality research on viral infections viz; arbovirus and Crimean congo, hemorrhagic fever, KFD, Chandipura, Nipah, dengue, Chikungunya, JE, West Nile, H5N1//swine flu H1N1, Hepatitis, Harpes simplex, measles, enteroviruses, Polio, and other emerging and re-emerging viral infections.

The Health & Family Welfare Department of the State Government has been vested with the responsibility of maintaining and developing the health care system in West Bengal. Public health, sanitation and hospitals are the exclusive responsibilities of the State. State provides financial and managerial support for the basic health care support and infrastructural facilities at the rural level, while the State level super specialty Medical Colleges & Hospitals predominantly provides the ambulatory care services.
