Recruitment to the post of Joint Drugs Controller (India) in the Grade Pay Rs.8700 + PB-4 (Rs.37400-67000), Directorate General of Health Services by Deputation (Including Short Term Contract)-Reg.

Post: Joint Drug Controller

It is proposed to fill up two vacant posts of Drugs Controller (India) in the Grade Pay Rs.8700 + PB-4 (Rs.37400-67000), Directorate General of Health Services by Deputation (ISTC) from officers under the Central / State Governments / Recognized Research Institutions / Public Sector Undertakings / Semi Government / Autonomous Statutory organizations:

a) (i) holding analogous posts on regular basis in the parent cadre/department; or
(ii)with five years' service in the grade rendered after appointment thereto on a regular basis in posts in pay band-3 in the scale of Rs. 15600-39100 with Grade Pay Rs.7600/- or equivalent in the parent cadre/department; and

b)    possessing the following educational and other qualifications:
Essential:
(i) Graduate degree in Pharmacy or Pharmaceutical Chemistry or in Medicine with specialization in Clinical Pharmacology or Microbiology from a recognized University.
(ii) Post-graduate degree in Pharmacy or Pharmaceutical Chemistry or Biochemistry or Chemistry or Microbiology or Pharmacology from a
recognized University or equivalent; and
(iii) Twelve years' experience in dealing with problems connected with drugs standardisation and control of drugs standards out of which not less than five years experience should be in the manufacture or testing of drugs or enforcement of the provisions of the Drags and Cosmetics Act, 1940.

Desirable:
(i)    Experience in import and export of Drugs, and/or administration of the Drugs and Cosmetics Act and Rules.
(ii)    Ph.D in Pharmaceutical Sciences.

2. The departmental officers in the feeder category i.e. Deputy Drugs Controllers (India) who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(Period of deputation (ISTC) including period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Government shall ordinarily not to exceed four years. The maximum age limit for appointment on deputation (ISTC) shall be not exceeding 56 (fifty six) years as on the closing date of receipt of applications.

3.    The officer selected on deputation will have the option to draw,.his parent cadre pay plus deputation (duty) allowance or the pay scale/grade pay of the deputation post in accordance with the Department" of Personnel & Trg's O.M. No. 6/8/2009-Estt. (Pay.II) dated 17.06.2010 as amended from time to time.
Note: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 01.01.2006 shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay. into one grade with common grade pay or pay scale where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

4.    The eligible and interested persons may apply through proper channel on the pro forma given below (in duplicate). The applications should reach the- undersigned within 60 days of publication of this advertisement in the Employment News. While forwarding the applications it shall be ensured that the particulars of the candidate/s are duly verified from their service records, that they actually fulfill the eligibility requirements and no Vigilance case/disciplinary proceedings are pending /contemplated against the candidate concerned. The up to date ACR dossiers for the past five years from 2006-07 to 2010-11, Integrity certificate, Vigilance clearance, Statement of major/minor penalty imposed, if any, during the last ten years and cadre clearance must also be enclosed along with the applications.
Applications received after the last date for receipt of applications and/or without vigilance clearance, statement of major/minor penalty imposed, if any, during the last ten years and cadre clearance and ACR dossiers will be summarily rejected. Candidates will not; be allowed to withdraw their applications once forwarded.
