National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking applications from qualified candidates for the above mentioned post purely on contractual basis.

Post : Consultant (National Urban Health Mission)

Background : The National Urban Health Mission (NUHM) is a key initiative of the Ministry of Health & Family Welfare aimed at strengthening urban health systems and ensuring equitable access to quality healthcare for urban populations, with particular emphasis on the urban poor and vulnerable groups. To support the effective implementation of NUHM at the central level, the Consultant will provide technical, managerial, and analytical support and work closely with states and urban local bodies.

Nature of Appointment : On contract 
Period of Contract : One Year (The appointment is subject to a probation period of three months, with possible extension based on performance and other relevant conditions.) 
Location : New Delhi (Job requires visits to all parts of the country) 
Remuneration Range : Rs.60,000/- to Rs.1,20,000/- Fee offered within the band will be commensurate with qualification and experience. 
Age Limit : Maximum 45 years as on the last date of submission of application.

Essential Qualification : 
A Bachelor's degree in any of the following : 
•  MBBS/BDS/BAMS/BHMS/BUMS 
•  BSc. Nursing/ B.Pharma 
•  BSc. (Statistics/ Biostatistics/ Economics/ Mathematics/ Data Science/ Computer Science or Life Science). WITH • Post-Graduation: A Post Graduate Degree in any one of the following : 
• MPH 
• MD (Community Medicine/ Preventive and Social Medicine
• MSc. (Health Informatics/ Biostatistics/ Applied Statistics, Epidemiology) 
• MBA (Healthcare Management) 


Skills and Experience
• Minimum 3 years of post-qualification experience in health systems strengthening, programme planning, or field-level implementation of public health programs. 
• Advanced proficiency in MS Excel (Pivot Tables, Lookups, Dashboarding) is mandatory. Working knowledge of statistical tools like SPSS, STATA, or R is preferred. 
• Expert-level capability in MS PowerPoint to create executive-level presentations for senior ministry officials 
• Strong verbal and written communication skills with an ability to synthesize complex data into concise reports. 
• Proven experience in analyzing health data (HMIS, NFHS, U-WIN, etc.) and tracking program indicators.

Desirable Qualifications and Skills 
• Prior experience working with central or state government health departments, particularly within the National Health Mission (NHM) framework. 
• Published research or reports in the field of public health or health systems.

Key Responsibilities
The Consultant will work under the guidance of senior officials to support the NUHM Program. 
The key responsibilities include :
Technical Assistance and Programme Support 
• Provide technical assistance to states/ULBs for strengthening urban health systems under NUHM. 
• Support analysis of existing strengths and gaps in NUHM implementation and collaborate with MoHFW and States/ULBs to refine or redesign implementation strategies. 
• Provide technical inputs on the Urban Health components of the State Programme Implementation Plans (PIPs).
 • Coordinate with relevant MoHFW/NHSRC divisions to integrate their inputs and comments on State PIPs. 

Monitoring, Review, and Field Support 
• Conduct periodic monitoring visits to states to review program progress, prepare visit reports, and follow up on recommendations. 
• Undertake supportive supervision and concurrent monitoring initiatives, including regular field visits. 


Capacity Building and Coordination
 • Support capacity-building activities for NUHM personnel at national, state, and city levels. 
• Develop a structured Capacity-Building Framework to strengthen the implementation of NUHM interventions. 
• Strengthen collaboration mechanisms to improve NUHM implementation at the state and city levels. 

Documentation, and Knowledge Management 
• Utilize MS Word, Excel, and PowerPoint to create official documents, manage data, and develop presentations for various stakeholders.
 • Maintain regular communication with state-level nodal officers to get updates on program implementation. • Collaborate with other divisions and departments within the National Health Systems Resource Centre and the Ministry of Health and Family Welfare.

Job Code : CNNM
Reporting : The consultant would report to the Director/Dy. Secretary/Dy. Commissioner concerned in NUHM. 
Termination of Contract : In case of resignation/removal, one month’s notice is to be served by the Consultant/MoHFW.
