In the year 1923, the British Government established a Public Service Commission to examine the salary structure of the Indian Civil Service. The Commission was composed of four Englishmen and four Indian with Lord Lee of Fareham serving as its Chairman. This Institute was established in the year from 1963 in IMPCOPS, Chennai with a motive to study the phyto-chemical aspects of medicinal plants in an around the city. Later Central Council for Research in Indian Medicine and Homeopathy had taken over this Institute as grant in aid. National Institute of Pharmaceutical Education and Research (NIPER) is the first national level institute in pharmaceutical sciences with a proclaimed objective of becoming a centre of excellence for advanced studies and research in pharmaceutical sciences. The Government of India has declared NIPER as an 'Institute of National Importance'. It is an autonomous body set up under the aegis of Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, Government of India.

The Rajendra Memorial Research Institute of Medical Sciences, which is located at Agam Kuan, Patna, Bihar, India is a permanent research institute of the Indian Council of Medical Research, New Delhi and an autonomous body of Ministry of Health and Family Welfare, Government of India.
