The PGIMER owes its inception to the vision of late Sardar Partap Singh Kairon, the then Chief Minister of Punjab and the distinguished medical educationists of the then combined state of Punjab, supported by the first Prime Minister of India Pt. National Institute of Pharmaceutical Education and Research (NIPER), Hyderabad is an "Institute of National Importance" with proclaimed objectives of becoming Centre of Excellence for advanced research in pharmaceutical sciences. NIPER-Mohali was the first institute established in the year 1998 under the aegis of Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, the Govt. of India.

The Indian Council of Medical Research (ICMR) has initiated its flagship program by establishing an “India TB Research Consortium” to advance technology and product development by harnessing interdisciplinary expertise and regional complementary strengths and focus on building and strengthening scientific capabilities and generating a better understanding to aid accelerating the development of new diagnostics, new & improved vaccines and immunotherapies, drugs for TB.

The Government of India has declared NIPER as an 'Institute of National Importance'. It is an autonomous body set up under the aegis of Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, Government of India.

Delhi Pharmaceutical Sciences and Research University (DPSRU), is the first Pharmacy University of India established by an Act7 of 2008 of State Legislature of Delhi as a State University vide Notification No.F. 2(412)/2008/SB/Vol. II/71 dated 21.01.2010 and is empowered to award degrees as specified by the UGC under section 22 of the UGC Act 1956 through its own departments and constituent colleges in regular mode vide notification No. F.9-19/2015/(CPP-I/PU) dated 22nd September 2015.
