Panchayat Raj is an innovative experiment in the formation of modern India. Balwantrai Mehta Committee has recommended the three-way Panchayat Raj method for participating in rural development in rural areas. Satara Zilla Parishad was established in May, 1962 under the guidance of Yashwantraoji Chavan. Swasaheb Parlekar was the first president of Satara Zilla Parishad. Today, 11 panchayat samiti and 1501 gram panchayats are working for rural areas. Women have been given power in the 73rd incident amendment, and Gram Sabha has been giving more rights to the Gram Panchayats. According to local interpretation the name Bhandara is a corruption of Bhanara. Reference to Bhanara is found in an inscription of 1100 A.D.traced at Ratanpur. The district was under regency administration from1818 to 1830.
