The State of Uttarakhand came into existence on 09th November, 2000 under the Reorganisation of Uttar Pradesh Act 2000. The Uttarakhand Public Service Commission was Constituted under the provisions of the Article 315 of the Constitution of India by the Governor of Uttarakhand vide Notification No. 247/1Karmik 2001 dated 14 th March, 2001. The Commission came into existence on 15 May, 2001. The sanctioned strength of the Commission is the Chairman & the Six Members.  The working of Uttarakhand Public Service Commission is regulated by the Uttarakhand Public Service Commission Procedure and Conduct of Business Rule 2013{ Framed by the Lok sewa Ayog Uttarakhand under section 11 of U.P. State Lok sewa Ayog (Prakriya ka viniyaman) Adhiniyam, 1985 Uttarakhand Anukulan awam Upantaran Adesh, 2002.

Nature of post and pension scheme :  Covered by Permanent, Gazetted (Group-C), Contributory Pension Scheme (New Pension Scheme).
Essential Educational Qualification :  A person who has a degree in Pharmacy or Pharmaceutical Sciences or Medicine with specialization in Clinical Pharmacology or Microbiology from a University established in India by law.
Preferential qualification :
1. Must have served in the Territorial Army for at least two years, or
2. Must have obtained 'B' or 'C' certificate of National Cadet Corps,
He will be given preference in case of direct recruitment, other things being equal.
Age : Minimum Age Limit 21 years ; Maximum Age Limit 42 years

Crucial date for age calculation:-
Crucial date for age calculation for total 19 vacant posts under Drug Inspector (Grade-2) Examination-2023 is July 01, 2023. That is, the candidate should not be born after July 01, 2002 and before July 02, 1981.
Relaxation in upper age limit:-
For the candidates of different categories/subcategories, as per the government orders issued from time to time by Uttarakhand Government and currently prevalent, relaxation in the upper age limit will be admissible according to the category and subcategory of their reservation.  For Uttarakhand Scheduled Caste/Scheduled Tribe/Uttarakhand Other Backward Class, relaxation of 05 years in the maximum age limit is permissible as per Government Order No. 1399/XXX(2)/2005, dated May 21, 2005.  Relaxation of 05 years in the maximum age limit is permissible for the candidates who are dependents of freedom fighters of Uttarakhand as per Government Order No. 1244/XXX (2)/2005, dated May 21, 2005.  Relaxation of 10 years in the maximum age limit is permissible for disabled candidates of Uttarakhand by Government Order No. 1244/XXX(2)/2005, dated May 21, 2005.

Essential / Desirable Qualification
(i) According to the Mandatory/Desirable Qualification Rules, 2010 (as amended from time to time) for recruitment to Group 'C' posts within the ambit of Uttarakhand Public Service Commission and outside the ambit of Public Service Commission, the following are - Government By Notification No. 164/XXX-2/19-01 (17)/2012, dated June 28, 2019, for direct recruitment posts of Group 'C' within the ambit of Uttarakhand Public Service Commission and outside the ambit of Public Service Commission. But only those candidates will be eligible to apply for recruitment, who have passed their high school and intermediate or their equivalent level education from recognized institutions located in the state of Uttarakhand. Provided that the personnel working in military/paramilitary forces and regularly appointed on regular posts in the State Government or any government/semi-government institution established under it and such personnel regularly working in Uttarakhand on regular posts in the Central Government or Central Government Public Undertakings, Employees, whose services cannot be transferred out of Uttarakhand, themselves or their spouse, as the case may be, and their son/daughter, will be eligible to apply for selection on direct recruitment posts of Group “C” in the State Services. ',

Note
1. Dependents of freedom fighters of Uttarakhand, ex-serviceman candidates and women candidates of Uttarakhand, whichever class or category they belong to, such as unreserved or economically weaker section or Scheduled Caste or Scheduled Tribe or Other Backward Class category, should apply for the same.  The prescribed fee for the class/category will have to be deposited.  
2. Fee exemption will be given to disabled candidates as per Government Order No. 232, dated September 26, 2018, point no. 17.  According to point no. 17 of the above mentioned government order, "Exemption will be given from payment of prescribed application fee/examination fee for competitive examinations conducted by Public Service Commission and Subordinate Services Selection Commission in state services. This exemption will be available only to those persons with disabilities,  Otherwise, they will attach with their application form a certificate issued by the competent authority on the basis of suitability criteria for selection on the post applied for.

Nationality
Candidates for direct recruitment to any post in the service
(a) is a citizen of India, or
(b) Must be a Tibetan refugee who came to India before 1 January 1962 with the intention of permanently settling in India. Or
(c) a person of Indian origin who has migrated to Pakistan, Burma, Ceylon and the East African countries of Kenya, Uganda and the United Republic of Tanzania (formerly Tanganyika and Dzibar) with the intention of permanently settling in India,
Provided that the candidate belonging to the above group (b) and (c) shall be a person in whose favor an eligibility certificate has been issued by the State Government,
Provided further that for candidates belonging to category (B) it will also be necessary to obtain a certificate of eligibility given by the Deputy Inspector General of Police, Intelligence Branch, Uttarakhand.
Provided also that if a candidate belongs to the said category (c) then the certificate of eligibility will not be issued for a period of more than one year and such candidate will not be issued a certificate of eligibility after a period of more than one year on his acquiring the citizenship of India. Can be kept in service.
Note:- A candidate in whose case the eligibility certificate is necessary but has not been rejected, can be admitted to the examination or interview and can also be appointed provisionally but the condition is that he certificate may be obtained or issued in favor of


Examination Scheme for Selection
1. Screening Test (Objective Type)
PHARMACEUTICAL SCIENCES
Number of questions : 200
Maximum marks : 200
Time period : 3 hours
Note:- Negative marking method will be adopted in the above objective nature examination. For each wrong answer given by a candidate to a question or for more than one answer given by a candidate to the same question (even if one of the answers given is correct), one fourth of the marks prescribed for that question will be deducted. (1/4) will be deducted as punishment

2. Interview Test

Very important instructions
1. Candidates must indicate all the categories/sub-categories held related to their vertical and horizontal reservation in the online application form. In case of reservation not being claimed, order dated 08.06.2010 passed by the Honorable High Court, Nainital in Writ Petition (Special Appeal) No. 79/2010 Radha Mittal vs. Uttarakhand Public Service Commission and Special Order Petition (Civil) No. (S) As per the order passed by the Hon'ble Supreme Court in 19632/2010, the benefit of reservation will never be allowed to the candidate. Reservation and educational qualification certificate must be held by the candidate till the last date of filling the online application form.
2. The candidate should ensure that he fulfills the mandatory educational qualifications and other qualifications mentioned in the advertisement by the last date of filling the online application form i.e. 06 October, 2023. You definitely hold it. Date of declaration of result of examination regarding educational qualification of the candidate (Result Declaration Date). That will be considered as the date of issue of marksheet (Marksheet Issuing Date). Therefore, candidates should ensure that in the Qualification Details column of the online application form, the Marksheet Issuing Date is mentioned in the Result Declaration Date column. If the desired qualifications are not confirmed as per the conditions of the marking, the candidature will be canceled, the responsibility of which will be entirely on the candidate. Before applying online, candidates should read all the instructions mentioned in the advertisement carefully.
3. Before applying online, candidates should study all the instructions mentioned in the advertisement thoroughly and fill the online application form correctly. Incomplete application forms will not be accepted under any circumstances.
4. Candidates applying on the basis of fake certificates (educational qualification/age/reservation related etc.) will be debarred (DEBAR) from all the upcoming examinations of the Commission for a maximum of 05 years and under the relevant law, such candidates will be debarred (DEBAR). A case can also be filed against him. Writing or writing on the admit card by the candidate will also be considered as unfair means.
5. Candidates should not wait for the last date to apply online, but make sure to apply online before that. Candidates should keep the print out of the application form safe with them for future correspondence with the Commission and other necessary uses/evidence.
6. After completion of the application process till the last date of online application, the link will be opened only once again for making amendments/changes in the entries made by the candidates in the online application.  Candidates should fill all the entries in the application form very carefully. Under the entries of online application, only one opportunity will be given to the candidates for amendment in name/date of birth/category/subcategory/gender etc. after the last date.  Amendments/changes (Edit/Correction) will be made by the candidates in the online application form as per the provisions mentioned in point no. 12 (Amendment/Change Process) of the advertisement. Candidates are cautioned that in order to avoid any inconvenience in future, after being given the opportunity to make the above amendment/change, in no case should the candidate request to modify/change any entry/claim made in his/her online application form.  But it will not be considered by the Commission in future.
7.  The process of interview examination will be adopted for the eligible candidates for selection on the posts in question, but in case of receiving more number of applications than the standard in relation to the vacant posts, a screening examination (objective type) will be conducted by the Commission before the interview for shortlisting.  The said examination will be conducted at the examination centers of Haridwar, Dehradun and Haldwani Nagar (only Haridwar Nagar if the number of candidates is less).  For the screening examination, the candidate will have to download the online admit card from the Commission's website psc.uk.gov.in on the basis of registration number and date of birth.  Admit cards for the said examination will not be sent separately to the candidates by post.  The syllabus for the screening test (objective type) is attached at Appendix-2.  For the information of the candidates, the date of screening test (objective type) and interview test.
8. For the information of the candidates, information about the date of screening examination (objective type) and interview examination will be published in due course of time through a separate release on the website of the Commission psc.uk.gov.in 2 and in major daily newspapers of the state. Apart from the above, important information will be communicated to the candidates through e-mail on the e-mail ID provided by them in the online application form or SMS on their mobile number. Therefore, candidates should fill only their own mobile number and e-mail ID in the application form.
9. At the initial stage of application, the printout copy of the online application form or any kind of certificate is not to be submitted/sent to the Commission office. The candidate should keep the print out of the application form safe with him for future correspondence with the Commission and other necessary uses/times. On demand by the Commission, the candidates should submit the self-signed printout of the online application form along with self-signed photocopies of all the certificates related to essential qualification, preferential qualification, reservation etc. to the Commission office on the scheduled date to confirm the claims made in the online application form. It will be mandatory to go, otherwise the candidature will be considered cancelled.
10. Before sending all the records/certificates claimed in the online application form and the self-signed copy of the online application form to the Commission office, the candidate should read the Uttarakhand Public Service Commission Inspection Guide-2022 which is available on the website of the Commission.  Please take a look.
11. Scrutiny of the application forms/records received from the candidates before the interview will be done as per the procedure/conditions mentioned in the advertisement.  If during scrutiny any discrepancy or deficiency is found in the candidate's claim and certificates in the online application form, then the candidate will be declared ineligible for the post in question.  Before the interview of provisionally qualified candidates in the screening examination (objective type), the documents related to the claims made in the online application form, such as educational, reservation etc., will be verified in the Commission office, part of Uttarakhand Public Service Commission Examination Result Preparation Process Regulations-2022. This will be done as per the provisions mentioned in section 9.  Candidates will be informed separately for interview through daily newspapers and website of the Commission.
12. The percentage of minimum qualifying marks for the screening test (objective type) and interview test for the posts in question is available on Appendix-03 of the advertisement.  Candidates will be considered for merit list only after obtaining the minimum qualifying marks as per their claimed reservation category/sub-category.
