The Science and Engineering Research Board (SERB) is a statutory body established through an Act of Parliament. Supporting basic research in emerging areas of Science & Engineering are the primary and distinctive mandate of the Board. The Board structure, with both financial and administrative powers vested in the Board, would enable quicker decisions on research issues, greatly improving thereby our responsiveness to the genuine needs of the research scientists and the S&T system.
The Anusandhan National Research Foundation (ANRF) invites applications for filling up of the following posts as per the details given below

Educational and Other Qualifications :
(1.) Educational and other qualifications required for direct recruits: -
(a) Essential: Doctorate degree from a recognized University or institute in any of the disciplines specified in Schedule I; or Master’s Degree from a recognized University or institute in any of the disciplines specified in Schedule II. (i) Twenty one years’ experience in Research and Development in Industry or Academic Institution or Science and Technology Organization.
(ii) two years of experience in evolving, managing and directing science and technology program; and
(iii) published research work of high standard.
(b) Desirable : Post Doctorate degree from a recognized University or institute in any of the disciplines specified in Schedule I; or Doctorate Degree from a recognized University or Institute in any of the disciplines specified in Schedule II
Note : The period spent on obtaining minimum essential educational qualification shall not count towards experience. Only in cases where Master’s degree is the minimum essential educational qualification - Period spent on obtaining doctorate degree (in the field of essential qualification) from a recognized University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. The period spent on pursuing doctorate degree shall not count towards experience for any purpose, if the doctorate degree has not been awarded. However, in cases of full-time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining doctorate degree (degree awarded), experience shall be counted only for the employment period and not for the doctorate degree.
B. Deputation (including short-term contract) : Grades from which deputation (including short term contract) to be made, shall be the Scientists or Technologists of the Central Government, State Government, Union territories, statutory or autonomous organizations, Universities or recognized research Institutions in India or abroad,- (a.) (i) holding analogous post on regular basis in the present cadre or department, or
(ii) with five years’ service rendered after appointment to the post on a regular basis in level- 13A (Rs.131100-216600/-) or equivalent in the present cadre or department; and
(b) possessing the educational qualification and experience prescribed for direct recruits under para 1(a) above.
Note 1 : The period of deputation (including short-term contract), including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in same or some other organization or Department of the Central Government shall not ordinarily exceed five years.
Note 2 : The departmental candidates in the feeder category, who are in the direct line of promotion or upgradation under the Scheme, shall not be eligible for consideration for appointment on deputation (including short term contract) except for the ex-cadre post for which they are not the feeder grade officers. Similarly, deputationist (including those appointed on short term contract) shall not be eligible for consideration for promotions or upgradations under the Scheme.
Note 3 : The maximum age-limit for appointment by deputation (including short term contract) shall not exceed fifty- eight years as on the closing date of receipt of application for the candidates in non-remote areas of India.

General Instructions
1. The number of posts to be filled may vary. The ANRF reserves the right to fill vacancies arising subsequent to this advertisement under this recruitment process till the validity date of the panel of recommended candidates in the main list or wait list. The ANRF also reserves the right to cancel the recruitment without assigning any reason.
2. (i) The prescribed essential qualifications are minimum and mere possession of the same does not entitle candidates to be called for interview.
(ii) The ANRF may restrict the number of candidates to be called for interview to a reasonable limit based on the information/particulars provided in their applications, through an internal shortlisting process i.e. by forming a Screening Committee to scrutinize the applications and restrict the number of candidates to be called for interview, as per the requirement of the ANRF. The suitability of the applicant shall be adjudged by the Committee keeping in view the quality and nature of experience rendered by the candidate and as per the specific job requirements of the ANRF, before being called for interview.
(iii) The CVs of the applicants would be examined by the competent committees for screening of candidates to be called for interview and selection shall be based on suitability and availability of better candidate, keeping in view of the requirement and objective of the ANRF.
3. A panel of candidates will be prepared from the candidates called for interview which will remain valid for 12 months (1 year) from the date of declaration of results. The panel can be used to fill up vacancies arising as notified (including vacancies arising due to resignation/repatriation of ANRF scientists/officers or selection of ANRF scientists/offiers for higher posts) till the date of validity of the panel. No correspondence will be entertained from candidates who are not called for interview / selected for appointment.
4. Outstation candidates called for interview will be paid Second AC railway fare for the shortest route for to & fro journey within the country from present place of stay/work, subject to production of railway tickets.
5. The selected candidates are liable to serve anywhere in India and outside.
6. CANVASSING IN ANY FORM WILL RESULT IN DISQUALIFICATION OF CANDIDATURE.
How to apply
(a) Applications should be neatly typed on thick plain paper (A-4 size 210 x 297 mm) in the prescribed format, as per Annexure, given below Viz. Annexure I - Scientist-G and Annexure II for Administrative posts viz. Director, Under Secretary and Accounts Officer)
(b) No column of the application should be left blank. In case of no information, indicate as Nil against such column. In any case, no column is to be left blank.
(c) Candidates working in Central Government or State Governments or Union Territories or Public Sector Undertaking or recognized Research Institutions or Universities or Semi Government or Statutory or Autonomous organizations in India should apply through proper channel along with NOC of the competent authority within the prescribed last date of receiving applications. Kindy note that applications not received through proper channel with NoC will not be considered.
(d) Applications received after the prescribed last date will not be considered, in any case. Kindly note that the applications not received through proper channel along with NoC will not be considered and will be summarily rejected. (e) Copies of self-attested certificates in support of educational qualifications, date of birth, experience and any other relevant information, if any, should be attached with the application. Applications without the supporting documents will be summarily rejected.
(f) Candidates will have to produce the original certificates at the time of interview for verification.
(g) Completed applications in the prescribed proforma only (as per Annexure) should be sent to the Director, Anusandhan National Research Foundation, 4th Floor, Block-II, Technology Bhawan, New Mehrauli Road, New Delhi-110016 by Speed Post in a cover superscribed “APPLICATION FOR THE POST OF SCIENTIST-G, DIRECTOR and UNDER SECRETARY (as the case may be)” within 30 days of the publication of the advertisement in Employment News/Rozgar Samachar by 5.30 PM. (45 days for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh, Lahaul and Spiti District and Pangi Sub Division of Chamba district of Himachal Pradesh, Andaman & Nicobar Islands and Lakshadweep) from the date of publication of this advertisement in Employment News (English Edition) i.e. the last date of the week in which it is published.
(h) applications received after the closing date or received incomplete in any respect are liable to be summarily rejected. ANRF shall not be responsible for any delay on the part of postal department for delivery of applications even if posted before the last date. No representation against such rejection will be entertained.
(i) The application in the prescribed proforma together with all necessary documents i.e. cadre clearance, vigilance clearance, copies of APARs for the last five years, etc and certificate from the employer shall be sent to ANRF at the address given in para
(g) above, through proper channel on or before the closing date of receipt of applications.
8. Age limit: Maximum Age limit for Deputation for all posts is 56 years, except for the post of Scientist-G for which the maximum age is 58 years. The crucial date for determining the age limit shall be closing date for receipt of application from candidates in India (and not the closing date prescribed for remote areas).
9. Any legal proceeding in respect of any matter of claim or dispute arising out of this advertisement and/or any application in response thereto can be instituted only in Delhi and courts/ tribunals/ forums at Delhi only shall have sole and exclusive jurisdiction to try any such case/dispute.
PLEASE NOTE :
(i) The officers of ANRF are not covered by the Central Government Health Scheme (CGHS). However, the officers of ANRF will be governed by the Rules of ANRF in so far as the Medical facilities are concerned.
(ii) The officers of ANRF are not eligible for allotment of residential accommodation, out of the General Pool of the Directorate of Estates, Ministry of Housing and Urban Affairs. However, the officers of ANRF will be entitled for House Rent Allowance as per the provisions of the Rules of ANRF/Government of India guidelines in this regard.
