The Indian Council of Medical Research (ICMR), according to its website, is India's apex body for the formulation, coordination, and promotion of biomedical research. It is one of the oldest medical research bodies globally, established in 1911 as the Indian Research Fund Association (IRFA) and renamed ICMR in 1949. ICMR plays a crucial role in addressing both scientific advancements and practical health challenges in India.

Online applications are invited for project post to be filled up on purely temporary or contractual basis for a period of one year at ICMR Bioethics Unit, Bengaluru.

Post : Consultant (Scientific/Technical - Non-Medical)

Number of Vacancy : One (1) 

Consolidated salary : Rs.1,50,000.00 to 1,80,000.00 Per month (depending upon experience and knowledge) 

Age Limit : Minimum of 40 Years and Maximum upto 70 years. 

Place of duty : Dept. of Health Research, New Delhi


Essential Qualification : Professionals having proven competency and success in their area of specialization (any National and international registry handling), with at least 15 years of post-qualification experience which should include minimum 5 yrs registry experience and should possess minimum M.Sc / B.Tech / BE /MCA / MPH / B.Pharm/BAMS/ BSMS/ MD in AYUSH or equivalent qualifications in relevant subject with relevant experience (minimum 5 years) in managing any international/National registry, training in regulatory guidelines related to Biomedical and Health Research. 
Note : 
1) Ph.D will be considered as 4 years of experience (irrespective of the duration taken to complete the degree). 
2) MPH/M.Tech/M.Pharm will not be considered as any experience. 
OR 
Retired Government employee with essential requisite educational qualifications and who were in the regular Pay Level-10 and above, having at least 10 years of relevant experience in the required specialization

Desirable Qualification & Experience
 i) Qualifications or experience in Research Ethics or Bioethics. 
ii) Incumbents should be well trained in training in the areas of regulatory guidelines (New Drugs Clinical Trial Rules 2019 and National Ethical Guidelines 2017) and should be evident with supportive documents. 
iii) Strong writing, communication, and editorial skills. 
iv) Proficiency in computer applications. 
v) Working experience with an Ethics Committee. 
vi) Knowledge about National or International Ethical Guidelines. 
vii) Publication related to research ethics. 
viii) Experience in conducting or working in a clinical trial/Biomedical & Health Research/Public Health Research.


Nature of Duties
i) Training newly joined scientists in the National Ethics Registry for proposal review work. 
ii) Coordination with other stakeholders on various matters and holding regular meetings. 
iii) Work on reduction of regulatory compliance burden for EC registration and the Naitik portal improvement for user’s ease. 
iv) Quality data generation and data aggregation from portal for analysis and updates 
v) Manuscript writing related to National Registry 
vi) Organising training workshop with ICMR Bioethics Unit, Bengaluru. 
vii) Any other work related to National Ethics registry and ICMR Bioethics unit and working as bridge between the two centers

Duration : The initial term of engagement will be for one year. Any subsequent extensions, if applicable, will be considered on a case-by-case basis, subject to job requirements/performance

Terms and Conditions

2. Late submissions will not be considered. 
3. Incomplete applications, including those without photographs or relevant certificates, will not be considered. No further correspondence will be entertained. 
4. Qualifications and experience must be in the relevant field from a recognized institution. Only experience gained after the minimum qualification will be considered. 
5. Individuals currently employed in regular service under any Government Department/Organization are not eligible to apply. 
6. No TA/DA will be paid for appearing in interview/video conferencing. Any canvassing by or on behalf of the candidates or to bring political or other outside influence about selection/recruitment shall be disqualification. 
7. Submission of incorrect or false information during the process of interview/ personal discussion through video conferencing shall disqualify the candidature at any stage. 
8. Shortlisted candidates will be called for a personal discussion/video conferencing after verification of essential qualification and experience. Date of personal discussion/video conferencing will be intimated to eligible/shortlisted candidates separately in due course. 
9. Bad connection/ connection failure from any side during the interview / personal discussion will not be the responsibility of the ICMR Bioethics Unit, Bengaluru. 
10. Meeting the minimum qualifications and experience does not guarantee selection. The final decision will be based on the candidate’s performance in the interview or personal discussion through video conferencing.

12. The advertised position is purely temporary, with an initial appointment for one year, extendable based on job requirements. The selected candidate will not have any claim for a permanent position in the Council. 
13. Selected candidates are required to join immediately or within one week from the date of the engagement offer. 
14. The Director General, ICMR, or the Head of the ICMR Bioethics Unit reserves the right to modify the number of vacancies, cancel the recruitment process, or re-advertise the positions without prior notice. No further correspondence will be entertained in this regard.
