Council of Scientific and Industrial Research (CSIR) established in 1942, is an autonomous R&D organization under the Department of Scientific and Industrial Research (DSIR), Ministry of Science and Technology. Being a premier R&D organization of the country, CSIR has been contributing to the techno-socio-economic development through its varied S&T and Innovation-based interventions since its inception. With 36 state-of-the-art constituent laboratories, today CSIR is amongst the largest publicly funded innovative scientific and research organizations in the world. CSIR expertise and experience is embodied in its nearly 3,500 Scientists and 4,000 scientific and technical support personnel apart from about 9,000 JRF/SRF/RA and project staff. CSIR publishes more than 5,000 papers annually in peer-reviewed International journals (SCI). Presently, CSIR has a patent portfolio of 1,234 unique patents in force in India, out of which 263 patents/patent applications have been licensed/assigned to industry. CSIR also has 1,365 in-force patents granted abroad in multiple countries.

CSIR is looking for Eminent Scientists / Technologists for the position of Distinguished Scientists.

CSIR is looking for scientists & technologists with scientific contributions of international eminence and excellent track record with proven leadership to lead (i) a vibrant Business Development Group at CSIR Hqrs.; (ii) Information Communication Technology Group at CSIR Hqrs.; and (iii) CSIR – Innovation Complex (CSIR-IC) Mumbai. The selected candidate shall be able to participate and contribute in conceived vision and mission of CSIR which includes providing S&T leadership for sustainable development of the country encompassing economic growth with environment and societal benefits. The scientists would be expected to mentor and lead activities in the identified areas, establish and implement mega research programmes, interact actively with the younger scientists, and involve in various academic activities including teaching and training programmes.

Business Development Group (CSIR-BDG), CSIR Hqrs., New Delhi
CSIR, over the period has developed numerous technologies and presently working on various cutting edge technological fronts to lead the nation for its dream of Atma Nirbhar Bharat. It is planned to establish a vibrant Business Development Group with a mandate of marketing the CSIR Knowledgebase and draw roadmap and take new initiatives/ evolve new policies for ease of doing business. The group is a part CSIR Headquarters and works very closely with DG, CSIR and other Laboratory/Institute Directors to achieve the targets.

No of Position : 01
Area of work : The incumbent will be responsible for: (i) developing a Strategic Business Development Plan for CSIR with well-defined targets to be achieved and help the laboratories in evolving and implementing lab specific business plans for successful commercialization; (ii) interacting with Business Development Groups at laboratories/Institutes and to provide necessary support/hand holding from time to time from industrial perspectives; (iii) interacting with industries and industry associations, as well as cluster of industries, understanding their problems / needs and connecting the relevant group in CSIR labs / themes, promotion of expertise available in a specific laboratory to arrive at a solution; (iv) assessing TRL & MRL of CSIR technologies and evolving strategy for commercialization and market penetration; (v) evolving strategies and hand-hold to raise TRL 5 to TRL 8 for maturing technologies; (vi) maintaining a database of potential technologies for commercialization and knowledgebase utilization data; and (vii) developing international business etc.


Information Communication Technology Group (ICTG) , CSIR Hqrs., New Delhi
CSIR labs, with their wide expertise and a pan Indian presence, require strong inter-lab communication for maximizing quality throughput from the best brains of the nation while minimizing duplication of efforts and strengthening intellectual property rights. It is also necessary to have tools for faster data retrieval and communication with stakeholders to live up to their expectations. Contemporary technical organizations across the globe increasingly visualize, monitor and manage their R&D and technical development activities by digitizing the entire process from idea generation to validation and commercialization of the technology. These tools cover all the key aspects of project development and monitoring including program/project deliverables, timetable and milestones, resource allocation, budget allocation, cost management and overall tracking of progress. In order to achieve these aspirations, CSIR in the process of its re-orientation/re- vitalization felt for establishing a strong ICTG at CSIR Hqrs. with a clear mandate to develop and implement end-to-end digitization of all operations to help CSIR in its engagement with Industries and line ministries where such disciplined processes, fast execution, and tight program & budget are norms. The group is a part of CSIR Headquarters and works very closely with DG, CSIR and other Laboratory/Institute Directors to achieve the targets.

Area of work : The incumbent will be responsible for : (i) end-to-end digitization of CSIR for its every functional parameter; (ii) development of digital project management platform to achieve the benefits of faster progress, cost-efficient execution and providing better management and tracking analytics; (iii) Data Management / Data Governance Strategies across Labs with appropriate MDM (Master Data Management) principles including maintenance of IP portfolio; (iv) development of Centralized Dashboard Reporting Systems across key functions and process at a project and lab level; (v) deployment of modern tools to aid Business Intelligence and knowledge management activities including development of an umbrella software for Human Resource Management System (HRMS) aiding the human resource development activities at CSIR for a fool-proof fellowship award and their effective management etc.

CSIR – Innovation Complex (CSIR-IC) Mumbai
A unit of CSIR has been established to (a) strengthen and catalyze the translational domain of the major CSIR theme areas and; (b) incubate and support the high-end innovations from start-ups, public-funded institutions and industries. This state-of-art innovation-cum-incubation complex will provide the core expertise, capital intensive infrastructure, services and ready-to-move incubation labs. The CSIR-IC will operate in a “hub-and-spoke” model being the hub for various incubation centers currently operating/would be operating across the CSIR labs. With the aim to position the world-class translational capabilities and incubation facilities at CSIR-IC, CSIR is looking for professional with successful translational research and industry track-record with demonstrated credentials and achievements. The incumbent will function to achieve the desired objectives and performance parameters fixed by CSIR leadership from time to time.

Area of work : The incumbent will lead the Incubation Centre. Duties and responsibilities of the incumbent shall include: (i) nurturing and promoting new innovative teams, start-ups; (ii) creating a self-sustaining business and incubation model for CSIR – IC, Mumbai; (iii) forging productive partnerships with Indian and global industries in the relevant areas ; (iv) creating a successful innovation and incubation ecosystem to bring together stakeholders (CSIR labs / government funding agencies/ industries etc.)


Eligibility Criteria for all the above positions :
Essential Qualifications and Experience :
i. The Applicant must be citizen of India or Scientist/Technologist of Indian origin (STIO).
ii. Proven track record in areas of cutting edge Science & Technology.
iii. International Eminence.
iv. Leadership qualities required for building/nurturing new groups of young Scientists in emerging areas of Science & Technology and of interest to the country.

Desirable Qualifications and Experience :
i. Ph.D. in any branch of Science/Social Science or Master's degree in Engineering or Health/ Medical Sciences.
ii. Professional qualifications in the area of specializations/work.
iii. National/International recognition like awards, Fellowship of Academies, Visiting Fellow/Professor.
iv. 20 years of experience in the relevant field in National/ International R&D Organizations/ Academic laboratories/Institution including corporate R&D.
v. The candidate should hold senior position in Govt./Statutory/Autonomous Institutions/Non-Govt./Private Institution/Organization with outstanding academic records.

General Conditions
Scale of Pay : Level 16 (Rs. 2,05,400- 2,24,400) of Pay Matrix as per the 7th CPC OR such consolidated pay as recommended by the committee.

Tenure of Appointment : (i) Appointment of Distinguished Scientist shall be on contract on full time basis for a period upto five years or on a part time basis for the same period where under he/she shall work on a time sharing basis between his/her parent organization and CSIR, the pattern of time sharing to be recommended by the Search-cum-Selection committee in consultation with the candidate. (ii) Persons appointed as Distinguished Scientists and who are below the age of superannuation will continue until the age of superannuation and thereafter will continue up to five years contract period or 65 years, whichever is earlier. (iii) Superannuated Scientists/Technologists can be appointed as Distinguished Scientists on contractual basis up to 5 years or till the age of 70 years, whichever is earlier. (iv) Only in exceptional cases, the appointment or renewal of contract can go beyond 70 years, if the Distinguished Scientist has been recognized by International honor like FRS, FNA (US), Field Medal, Noble Prize or equivalent awards. (v) Extension of tenure may be considered by an Evaluation Committee. (vi) The posting place as indicated above can be changed any time in public interest.
