The Constituent Assembly, after independence, saw the need for giving a secure and autonomous status to Public Service Commissions both at Federal and Provincial levels for ensuring unbiased recruitment to Civil Services as also for protection of service interests. With the promulgation of the new Constitution for independent India on 26th January, 1950, the Federal Public Service Commission was accorded a constitutional status as an autonomous entity and given the title – Union Public Service Commission.

QUALIFICATIONS:
ESSENTIAL:
A. EDUCATIONAL:
M.Sc. Degree in Chemistry or Biochemistry or Pharmaceutical Chemistry or Pharmacology or Bacteriology of a recognized University or equivalent.
B. EXPERIENCE: (i) About fifteen years’ research experience with publications, including ability to direct research. (ii) Adequate training or experience in the methods and organization of drugs testing and standardization. (iii) Adequate administrative experience preferably in a research or analytical laboratory with experience of setting up and running a laboratory and coordinating the activities of different branches and sections of it.

NOTE-I: Qualification of Associateship of Institute of Chemists, Kolkata shall be treated as equivalent to M.Sc. degree in Chemistry.
NOTE-II: About 15 years’ experience’ means a minimum experience of more than 14 years but may fall below 15 years i.e. in the range of 14+ years to 15 years. A minimum period of 3 years’ training or experience in the method & organisation of drug testing and standardization out of total 15 years’ experience shall be treated as adequate. The administrative experience should also over experience of heading or supervising any technical division in Laboratory or industry for 10 years. The training and administrative experience of 3/10 years as mentioned above should be inclusive of the total experience laid down in the Recruitment Rules.

DESIRABLE: Doctorate Degree in Chemistry or Biochemistry or Pharmaceutical Chemistry or Pharmacology or Bacteriology.

DUTIES: Overall incharge of the Laboratory. To test drugs samples received from Court of Law, Assistant Drugs Controller at Ports, Central Drugs Inspectors and State Drugs Inspectors and other sources. To train Drug Analysts working in Central/State Government laboratories and also WHO fellows on modern methods of analysis of drugs. To procure, standardize, maintain and distribute reference standards. To conduct research work for amending or replacing existing methods of analysis by more sophisticated and precise methods. To guide, supervise and coordinate the activities of different sections of the laboratory to achieve the above mentioned functions.
