OBJECTIVES OF THE PROGRAMME :
The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by:
1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;
2) coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency;
3) ensuring that critical gaps in the health response are rapidly identified and filled;
4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

Purpose of the Post:
To contribute to proper inventory and manage the drugs stock and to ensure a relentless flow of safe and effective drugs to all levels of the health care system in emergency response.

Organizational Context:
Under the direct supervision of the Technical officer - Essential Drugs & Other Medicines and the overall guidance of the Emergency coordinator, the incumbent will support WHO Yemen Country Office operations to respond to the needs of displaced populations (IDPs and Refugees) and affected host communities in Yemen, with a focus on monitoring the use of medicines, medical supplies and other pharmaceutical related products procured by WHO to support the Government of Yemen in responding to emergencies. S/he liaises internally with administrative staff in procurement and warehouse management to ensure an efficient workflow of all logistical arrangements for drugs and medical equipment. Externally, S/he liaises with Ministry of Health and Population (MOHP) and other partners mainly to react to their requests for medicines and medical supplies but also to alert them of any gaps or upcoming needs for proper inventory management. S/he receives technical guidance from various WHO Officers in the respective field of work. The incumbent coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

Description of duties:
The incumbent will perform the following duties:
1) Carry out basic analyses to evaluate the pharmaceutical needs in the designated area, achieving results such as:
-Creation of reports from various sources to alert the hierarchy of any gaps or upcoming needs for medicines, diagnostics and medical supplies and make recommendations on plans to meet these needs .
-Review of medicines and medical supplies requests from MoH and other partners and appropriate response to the requests.
-Collaboration with the emergency team in forecasting and quantification of contingency planning of essential medicines requirements.

2) Handle pharmaceutical information and data management activities, achieving results such as:
-Preparation of databases of drugs, kits, medical devices and other essential information, showing quantities, qualities and gaps.
-Preparation of patient files for evaluation by MOH, committees or other clients, and follow up on the recommendations of the reviewed files.
-Data entry, editing and cleaning up of data and information related to the patients and their drug prescriptions

3) Coordinate logistical arrangements on procurement, storage and delivery of drugs, medicines and medical equipment, achieving results such as:
-Collaboration with the administrative staff to implement procurement plans for medicines and medical supplies as well as monitoring the implementation, delivery and storage of the procured items.
-Technical quality checks of procured materials and supplies to ensure compliance with established standards and applicable policies, practices and procedures for clearance, transportation and storage.
-Preparation of regular reports on stock position, expiry dates of existing stock and the arrival of new stock (including pipe-line) and recommendation of action in order to ensure good storage and inventory control as per standard guidelines and ensure that no drug expires.
-Maintenance of buffer stock for emergencies, outbreaks, or natural disasters.
-Inventory management within the distribution centres to ensure good patient services through continuous availability of needed drug stocks.
-Collaboration with administrative staff members to facilitate the workflow and increase the efficiency in all services provided.
-Ensure an efficient workflow of all logistical arrangements for drugs and medical equipment.
-Liaises with MoH and other partners mainly to react to their requests for medicines and medical supplies but also to alert them of any gaps or upcoming needs for proper inventory management

REQUIRED QUALIFICATIONS:

Education:
Essential: First level university degree in medicine or Pharmacy. 
Desirable: Degree in public health or in clinical pharmacy. 

WHO only considers higher educational qualifications obtained from an accredited institution.

4) Good skills in the pharmaceutical sector management, drug regulatory and drug chain supply
5) Ability to work independently and under pressure.
6) Excellent ability to work and deliver quality results in pressing and conflicting priorities

Experience:
Essential: At least 1 year of experience required at the national and international levels in the area of national drug policy programmes and administration. 
Desirable: Experience in public health or in emergency management. Experience in UN Organizations, international institutions or NGOs is considered an asset

Languages:
Excellent knowledge of English and the local language. French is an asset

In view of the current security situation, Yemen has been declared a non-family duty station; i.e. dependents are not allowed to visit or reside with the staff member at the duty station. The entitlements will be determined as applicable at the time of recruitment.

WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.
