Dr. Homi Jehangir Bhabha conceived the Nuclear Program in India. Dr Bhabha established the Tata Institute of Fundamental Research (TIFR) for carrying out nuclear science research in 1945. To intensify the effort to exploit nuclear energy for the benefit of the nation, Dr Bhabha established the Atomic Energy Establishment, Trombay (AEET) in January 1954 for multidisciplinary research program essential for the ambitious nuclear program of India. After the sad demise of Bhabha in 1966, AEET was renamed Bhabha Atomic Research Centre (BARC).

Research Associates selected under the prestigious KSKRA programme are given an opportunity to work on R&D programmes of national importance relevant to the DAE mandate and offers prospects of regular absorption in DAE units.

This year, 10 KSKRAs will be selected in the following broad disciplines e.g. Physical Sciences, Chemical Sciences, Biosciences, and Engineering Sciences with the Areas of Specialization indicated in the table below. KSKRAs are paid a stipend of Rs.40,000/- + other benefits for a maximum period of 2 years. Anytime during the 2nd year of Associateship, subject to satisfactory performance, the KSKRAs will be absorbed in BARC, Mumbai and appointed in the grade of Scientific Officer/ Engineer-D/ E

ELIGIBILITY CRITERIA :
A) Minimum Educational Qualification and Experience:
i. For Engineers: Ph.D. degree in Engineering (Those who have submitted thesis for Ph.D. may also apply. However, Ph.D. degree certificate should be submitted within a period of six months of joining as Research Associate) or Master’s degree in Engineering (M.Tech./ M.E./M.S.) with a minimum of 2-year R&D experience after obtaining M.Tech./M.E./M.S. degree.
ii. For Scientists: Ph.D. degree in Science (Those who have submitted thesis for Ph.D. may also apply. However, Ph.D. degree certificate should be submitted within a period of six months of joining as Research Associate). All candidates with respect to point (i) & (ii) must have minimum 60% marks at both Bachelors and Masters levels.
iii. DGFS Ph D. candidates are eligible to apply for the above posts and will be called for interview, if found suitable.
B) Nationality/ Age: Indian nationals, not more than 32 years age as on 1st January, 2017. The age criterion is relaxable by 5 years for SC/ ST candidates and 3 years for OBC candidates. The SC/ ST/ OBC certificate should be as per the prescribed format. Physically challenged persons are eligible for age relaxation of 5 years.

 

OTHER DETAILS OF SELECTION AND APPOINTMENT : After the last date of submission of application, a discipline wise list of applicants will be prepared, and based on their inter se merit, shortlisted candidates will be called for interview at Mumbai. Selection will be done by an interview committee from among the short listed candidates based on their qualification, published R&D work and performance in the interview. The selected candidates would be appointed as KSKRA for an initial period of one year, which is extendable by one more year based on the performance during the first year. KSKRAs would be paid a monthly stipend of Rs.40,000/- + other benefits. Selected candidates who have submitted their Ph.D. thesis but are yet to receive their Ph.D. degree would be designated as Research Associate (RA) and paid Rs. 32,000/- per month. Only after submitting the provisional certificate, they would be designated as KSKRA and paid Rs.40,000/- per month. For all other benefits, their date of joining as RA will be treated as the date of joining KSKRA Scheme. In addition, an Educational Material Allowance of Rs.10,000/- per year will be paid. Associates will also be eligible for HRA, medical and leave benefits as per Govt. rules during the Associateship.

Name of shortlisted candidates will be displayed on BARC website i.e. http://barc.gov.in/careers/index.html. Only outstation candidates will be paid III AC train fare or actual fare, whichever is less. In case of candidates coming from abroad, only domestic (to and fro rail III AC) fare will be paid. This allowance is not admissible to those candidates who are already in Central/State Government services, Central/State Government Corporation, Public Sector Undertakings, Local Government institutions and/ or have availed concession from Railways, if any, for undertaking journey for attending interview. Candidates are advised to come prepared to stay in Mumbai for 2 days as a requirement of interview. Sharing accommodation will be provided in BARC’s guest house. Call letters will be sent to the successful candidates and will be absorbed as KSK Research Associate, if found medically fit. On their absorption, the KSKRAs have to undergo orientation course of 4 months duration.

NOTE: Eligible candidate from abroad if screened in may opt for Skype test interview on the scheduled date of interview

CAREER DEVELOPMENT : Anytime during second year of the Associateship, subject to satisfactory performance as evaluated by the concerned DAE unit, the KSKRAs will be absorbed as Scientific Officer/ Engineer-D with entry level pay of Rs 67,700/- (level 11 of the 7th CPC Pay Matrix) + allowances as per Govt. Orders. Up to 4 advance increments may be awarded depending upon qualification, experience and performance during the selection interview and Associateship. KSKRAs with exceptional performance during the fellowship period may be considered for absorption as Scientific Officer/ Engineer-E with entry level pay of Rs 78,800/- (level 12 of the 7th CPC Pay Matrix)+ allowances as per Govt. Orders. In addition, benefits under Performance Related Incentive Scheme (PRIS) as applicable to the scientists and engineers in DAE will also be provided. Total monthly starting emoluments including Incentives and Allowances at the time of absorption in a Class-A1 city as on 01.07.2017 is more than Rs.70,000/- for Scientific Officer/Engineer-D and more than Rs.80,000/- for Scientific Officer/Engineer-E.

HOW TO APPLY:
a) Candidates are requested to fill the soft copy of application pro-forma, in excel form, without changing its format, (other formats will be rejected), alongwith all documents as well as all Annexures in a single PDF/ Word file which should be e-mailed to brnskskra@barc.gov.in (Multiple applications received would be rejected). The soft copy of application and other documents/ annexures are available on website :barc.gov.in/careers/index.html
b) Insert one passport size photograph on the top right corner of the application.
c) A non-refundable application processing fee of Rs. 500/- (Rupees five hundred only) will be charged. For payment of this application fee, the candidate should fill the threefold challan and make the payment in any branch of the State Bank of India. The scanned copy of the challan (only institute copy) should be e-mailed along with the application to brnskskra@barc.gov.in. 4 Candidates belonging to SC/ST, dependents of defence service personnel killed in action, persons with physical disability and women candidates are exempted from payment of this fee. Persons with physical disability should produce necessary certificate from Govt. Hospital/Medical Board in support of their claim.

OTHER CONDITIONS :
a. Persons working under the Central/ State Government/ Public Sector Undertakings should submit their application through proper channel and if called for interview, need to submit a ‘NO OBJECTION CERTIFICATE” from the employer at the time of interview. If candidates fail to submit ‘NOC’ at the time of interview, they will not be allowed to appear for the interview.
b. The candidates are required to produce printout of application and submit the same with original certificates along with the self attested copies of all relevant documents in support of date of birth, educational qualification (certificates & mark sheets), caste, disability, experience certificate etc., only at the time of interview. Candidates who report for the interview without any of the supporting documents will not be allowed to appear before the interview committee.
c. Selected candidates, on their absorption after KSKRA, will be governed by the New Contributory Pension Scheme.
d. SC/ST candidates caste certificate should be issued by authorized authority in prescribed format and the caste/community should have been included in the Presidential orders in relation to the concerned state (Wherever applicable). [as per the format given in Annexure-1]
e. OBC candidate’s caste certificate should be issued by authorized authority in the prescribed format with non-creamy layer certificate and the caste/community should have been included in the Central lists of Other Backward Caste. The crucial date for determining the OBC non-creamy layer certificate will be the closing date of application (DD/MM/2017). The OBC candidates should also enclose self declaration of non-creamy layer status in the format as given in Annexure-2.f. OBC for the purpose of AGE RELAXATION AND RESERVATION will mean “persons of OBC categories not belonging to the Creamy Layer” as defined in Government of India, Department of Personnel & Training OM No.36012/22/93-Estt.(SCT) dated 08.09.93, modified vide Government of India, Department of Personnel & Training OM No.36033/3/2004-Estt.(Res) dated 09.03.2004 and 14.10.2008, and latest modification vide Government of India, Department of Personnel & Training OM No.360331/1/2013-Estt.(Res) dated 27.05.2013 (as per the format given in Annexure-3).
g. BRNS reserves the right to reject or accept the candidature of any applicant at any stage.
h. BRNS reserves the right to cancel/restrict/modify/alter the recruitment process, if need arises, without issuing any further notice or assigning any reason thereof.
i. The vacancies shown above are provisional and subject to variation. The filling up of vacancies indicated in the advertisement is also subject to the approval of Competent Authority and may not be filled up if decided otherwise in terms of the orders issued by Govt. of India from time to time.
j. The eligibility criteria including the period of experience (as applicable) as prescribed in the advertisement will be determined as on 01.01.2017.
