National Institute of Pharmaceutical Education and Research (NIPER) is the first national level institute in pharmaceutical sciences with a proclaimed objective of becoming a centre of excellence for advanced studies and research in pharmaceutical sciences. The Government of India has declared NIPER as an 'Institute of National Importance'. It is an autonomous body set up under the aegis of Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, Government of India.

It is being set up as a centre of excellence for higher education, research & development in pharmaceutical sciences under the Act of Parliament (NIPER ACT 1998)

The National Institute of Pharmaceutical Education and Research (NIPER) at S.A.S. Nagar (Mohali) was created as a centre of excellence in imparting higher education, research and development in pharmaceutical sciences and is the first Institute of its kind in the country.

Government of India has set up six new National Institutes of Pharmaceutical Education and Research (NIPERs) under the aegis of Ministry of Chemicals and Fertilizers, Department of Pharmaceuticals, at Rae Bareli, Hajipur, Guwahati, Kolkata, Ahmedabad and Hyderabad. These are presently being run with the help of Mentor Institutes. The Institutes are required to be established on their own.
