After independence, the Ministry of Defence was created under the charge of a Cabinet Minister and each Service was placed under its own Commander-in-Chief. In 1955, the Commanders-in-Chief were renamed as the Chief of the Army Staff, the Chief of the Naval Staff and the Chief of the Air Staff. The Directorate General of Health Services (Dte.GHS) is a repository of technical knowledge concerning Public Health, Medical Education and Health Care. It is an attached organisation of the Ministry of Health & Family Welfare. The Dte.GHS is headed by Director General of Health Services (DGHS), an officer of Central Health Services, who renders technical advice on all medical and public health matters to Ministry of Health and Family Welfare.

The Constitutional Provision under Article 315 to have a Public Service Commission for the State was fulfilled by constituting a State Public Service Commission in the year 1978. The Public Commission has actually started functioning from 1982 with the appointment of the Chairman and deputation of the staff from the State Government. Thereafter the Commission started to function in different rented buildings.

The Government of HP in exercise of the powers conferred under article 162 read with proviso of Article 309 of the Constitution of India constituted the HR Staff Selection Commission with its headquarters at Hamirpur vide notification No. Per (APB) B (1 >-1/98 dated 6th October 1998. The commission has been entrusted with the responsibility of making recommendations to all class-ill services/posts including such posts on contract basis under the HP Govt.
