Hooghly District Unit of National Informatics Centre, Ministry of Communication and Information Technology, Govt. of India, was established in the year 1990.  Since its inception NIC, Hooghly has been busy in playing a catalytic role to cultivate IT culture in the government departments of the district. As the office is situated in the Collectores premises, it has become integral part of the District Administration.  NIC, Hooghly plays a dual role in implementing State and Central Government IT projects and helping the local administration in exercising day to day IT activities in the district.

A memorable advance was made in the development of local self Govt. in Baroda State in the year 1892, when Sudharai Nibandh Municipal Act was passed by his highness Late Shri Maharaja Sayajirao Gaekwad. It recoginsed for the first time the elective principal in Baroda Municipal Govt. Under this Act, the city was devided into 22 wards, each to elect one member to the Municipal Baroda. Besides the large number of elected members, there were eight ex-officio members, The Sudharai Kamdar, The municipal commissioner being the ex-officio president of the municipality. The whole cost of municipal administration was borne by the Baroda State Govt.

The Great Indian Peninsular (GIP) Railway, came into existence o­n April 16, 1853, when the first train o­n the Indian Sub-continent steamed off from Mumbai to Thane, a modest stretch of o­nly 33 kms. Central Railway was carved out of erstwhile GIP Railway o­n November 5, 1951. Retired Armed Forces personnel till 2002 could avail medical facilities only for specific high cost surgery/treatment for a limited number of diseases covered under the Army Group Insurance(Medical Branch Scheme) (AGI(MBS)) and Armed Forces Group Insurance Scheme (Management Information System) (AFGIS (MIS)) schemes. These medicare schemes could provide some relief to the ESM, but it was not a comprehensive scheme as compared to and available for other Central Government Employees. Therefore, the requirement was felt of establishing a medicare system which could provide quality medicare to the retirees of the Armed Forces.
