The Rani Lakshmi Bai Central Agricultural University has been established in 2014 by an Act of Parliament under the Central Agricultural University Act 2014 (Act No. 10 of 2014). Like other Agricultural Universities, Central Agricultural University, Jhansi has the key objectives to impart education in different branches of agriculture and allied sciences, undertake research in agriculture, undertake programmes of extension education and promote linkages with national and international educational institutes.

AIIMS apex healthcare institutes being established by the Ministry of Health & Family Welfare, Government of India under the Pradhan Mantri Swasthya Suraksha Yojna(PMSSY). With the aim of correcting regional imbalances in quality tertiary level healthcare in the country, and attaining self sufficiency in graduate and postgraduate medical education and training the PMSSY planned to set up 6 new AIIMS like institutions in under served areas of the country.

Marathwada was initially under Nizam’s regime. Hingoli was the taluka of Parbhani district and part of Nizam’s regime. It was Nizam’s military base as it was border place with Vidarbha. In that era military troops, hospitals, veterinary hospital were in operation from Hingoli. Residents of Hingoli had experienced two big wars between Tipu Sultan and Maratha in 1803 and in 1857 between Nagpurkar and Bhosale. Being a military base the city was one of the important and famous place of the Hydrabad State.

Local Board was looking into the work for the work of rural areas before the introduction of Zilla Parishad, Panchayat Samiti and Gram Panchayat in Maharashtra. In Maharashtra  in 1960 or auspiciously the then prime minister Pandit Jawaharlal Nehru's Chief Chairperson and first Chief Minister of Maharashtra, Shri Zilla Parishads were established in the presence of Yashwantraoji Chavan.

Panchayat Raj is an innovative experiment in the formation of modern India. Balwantrai Mehta Committee has recommended the three-way Panchayat Raj method for participating in rural development in rural areas. Following this, the Government of Maharashtra agreed on 1 May 1962 the Maharashtra Zilla Parishad and Panchayat Samities Act of 1961, and at the district level, the Zilla Parishad, the Panchayat Samiti at the group level and the Gram Panchayat at the village level, thus formed the three-tier Panchayat Raj.
