The CSIR-Institute of Himalayan Bioresource Technology, Palampur is one of the National Institutes under the Council of Scientific & Industrial Research which is an autonomous body working under the Department of Scientific and Industrial Research, Ministry of Science & Technology, Government of India. It is spread over 226.1 acres of land with the backdrop of snow-covered peaks of Dhauladhar Range in salubrious climate.

Dagshai is one of the oldest cantonment towns in the Solan district of Himachal Pradesh. It is situated on top of a 5689 feet (1734 mtr) high hillock that stands sphinx-like astride the Kalka-Shimla Highway at a point about 11 km from Solan. It was founded in 1847 by the East India Company by securing free of cost five villages from Maharaja of Patiala aka Bhupinder Singh of Patiala. The name of these villages were Dabbi, Badhtiala, Chunawad, Jawag and Dagshai.

The Cantonment Boards are equivalent to municipal bodies, functioning under the overall control of the central government and under the provisions of the Cantonment Act ,2006. Half of the members of the Cantonment Boards are elected .The Station Commander is the President of the Cantonment Board and Chief Executive Officer-an officer appointed by Union Government.As per Cantonments Act, 2006, Subathu is of Category III Cantonment.

The Government of HP in exercise of the powers conferred under article 162 read with proviso of Article 309 of the Constitution of India constituted the HR Staff Selection Commission with its headquarters at Hamirpur vide notification No. Per (APB) B (1 >-1/98 dated 6th October 1998. The commission has been entrusted with the responsibility of making recommendations to all class-ill services/posts including such posts on contract basis under the HP Govt.
