    Realizing the loss of two decades of prime development in the growth of animal husbandry, dairy and fisheries under Agricultural Universities set up, the Government of Karnataka took bold steps in establishing the new University called Karnataka Veterinary, Animal and Fisheries Sciences University on the floor of the Legislative Assembly. The KVAFSU was formed as per the Karnataka Act No. 9 of 2004 called The Karnataka Veterinary, Animal and Fisheries University Act 2004 and published in the Karnataka Gazette Extra-Ordinary on the 23rd day of February, 2004. The University was established exclusively for the development of education and learning; conduct of research and extension education and transfer the rural oriented technologies in the areas of Veterinary, Animal, Dairy and Fisheries Sciences in Karnataka.

    The Kerala Public Service Commission is a body created by the Constitution of India. The Commission advise the Government on all matters relating to civil services referred to it under Article 320 (3) of the Constitution and publish notifications inviting applications for selection to various posts as per the requisitions of the appointing authorities, conduct written test and/or practical tests, physical efficiency test and interview, prepare ranked list based on the performance of the candidates and advise candidates for appointment strictly based on their merit and observing the rules of reservation as and when vacancies are reported.

New faculties should be created, including scientific socialism, and one thing that this university should ensure was to keep noble ideas in mind and provide accessibility to students from weaker sections of society. The JNU Bill was passed in Lok Sabha on 16th November 1966 and the JNU Act came into force on 22nd April, 1969.

These medicare schemes could provide some relief to the ESM, but it was not a comprehensive scheme as compared to and available for other Central Government Employees. Therefore, the requirement was felt of establishing a medicare system which could provide quality medicare to the retirees of the Armed Forces.
