The Govt. of India through Indian Council of Medical Research (ICMR) has initiated its flagship program by establishing an “Indian TB Research Consortium” to advance technology and product development by harnessing interdisciplinary expertise and regional complementary strengths and focus on building and strengthening scientific capabilities and generating a better understanding to aid in accelerating the development of new diagnostics, new & improved vaccines and Immunotherapies, drugs for TB.

Retired Armed Forces personnel till 2002 could avail medical facilities only for specific high cost surgery/treatment for a limited number of diseases covered under the Army Group Insurance(Medical Branch Scheme) (AGI(MBS)) and Armed Forces Group Insurance Scheme(Management Information System) (AFGIS (MIS)) schemes. These medicare schemes could provide some relief to the ESM, but it was not a comprehensive scheme as compared to and available for other Central Government Employees. Therefore, the requirement was felt of establishing a medicare system which could provide quality medicare to the retirees of the Armed Forces.

Under the Drug and Cosmetics Act, the regulation of manufacture, sale and distribution of Drugs is primarily the concern of the State authorities while the Central Authorities are responsible for approval of New Drugs, Clinical Trials in the country, laying down the standards for Drugs, control over the quality of imported Drugs, coordination of the activities of State Drug Control Organisations and providing expert advice with a view of bring about the uniformity in the enforcement of the Drugs and Cosmetics Act.   Drug Controller General of India is responsible for approval of licenses of specified categories of Drugs such as blood and blood products, I. V. Fluids, Vaccine and Sera.  Central Drugs Standard Control Organization Head quarter is located at FDA Bhawan, Kotla Road, New Delhi 110002 and functions under the Directorate General of Health Services.

KMSCL is a fully owned Government Company for providing services to the various health care institutions under the department of Family Welfare as per Section 617 of Companies Act; 1956. The company was incorporated on 28th December 2007. One of the key objectives of the KMSCL is to act as the central procurement agency for all essential drugs and equipments for all public healthcare institutions under the department.  The company is procuring drugs worth more than Rs 400 crores & above 250 different types of medical equipments and also provides services needed for health sector. The corporation has also been entrusted with the setting up and running of all kinds of modem Medical and Paramedical or medical based ancillary facilities such as hospitals, pathological labs, diagnostic centers, x-ray/scanning facilities. The government of Kerala formulated KMSCL to provide best in class healthcare infrastructure services to the over 1300 healthcare institutions under the department of Health & Family Welfare, Kerala State.
