The ICMR survey of 1955-58 showed that there were 4 sputum smear positive cases and 16 radiologically positive cases of pulmonary TB per 1000 population and this problem was equally distributed in rural and urban areas. Considering the magnitude of the problem, a need was felt for formulating a programme addressing these issues. Hence, the NATIONAL TUBERCULOSIS INSTITUTE was established in 1959 at Bangalore by the Government of India, in the AVALON building made available by erstwhile Maharaja of Mysore.

    Retired Armed Forces personnel till 2002 could avail medical facilities only for specific high cost surgery/treatment for a limited number of diseases covered under the Army Group Insurance(Medical Branch Scheme) (AGI(MBS)) and Armed Forces Group Insurance Scheme(Management Information System) (AFGIS (MIS)) schemes. These medicare schemes could provide some relief to the ESM, but it was not a comprehensive scheme as compared to and available for other Central Government Employees.     The Regional Medical Research Centre (ICMR), Bhubaneswar is a permanent research centre of Indian Council of Medical Research. The foundation stone of the centre was laid by the then prime minister of India Late Mrs. Indira Gandhi on 29th March 1981.Initially the Center started in a small rental accommodation in 1982 and shifted to the Centre’s own building in year 1990 after completion. The campus of RMRC is located in 20 acres of picturesque landscape in Chandrasekharpur and has its own laboratory –cum- administrative building, animal house, auditorium, guest house & research scholars’ hostel and staff quarters. The concept of Regional Medical Research Centre was evolved during 6th five year plan period in 1980. Under this scheme six RMRCs were set up in different parts of the country. The thrust areas of research and linkages for RMRC, Bhubaneswar have been outlined in the project committee report of ICMR in 1981 under the chairmanship of Prof V Ramalingaswamy and subsequently in the high powered committee report of 1995.

The institute was established as Regional Research Center (Ayurveda) on first July 1972, with Survey of Medicinal Plants Unit (SMPU) and Mobile Clinical Research Unit (MCRU). Afterwards this center has been upgraded as Regional Research Institute (Ayurveda) in the year 1999 and working with SMPU, THCRP and Clinical research at OPD and IPD level. Later this Institute is shifted to own building with the premises of approximately 7000 Sq.Mt.. Recently on 12th April 2016 this institute is renamed as ‘Regional Ayurveda Research Institute for Mother and Child Health’.
