The U.S. Food and Drug Administration (FDA) has issued a warning letter to Dabur India Limited following an inspection of the company’s drug manufacturing facility in Saily, Silvassa, Dadra and Nagar Haveli and Daman and Diu, India. The inspection, conducted from January 12 to 16, 2026, identified significant violations of Current Good Manufacturing Practice (CGMP) requirements for finished pharmaceuticals.
The warning letter, dated July 24, 2026, was issued by the FDA’s Center for Drug Evaluation and Research (CDER) and addressed to Mohit Malhotra, Chief Executive Officer of Dabur India Limited. The agency said the warning letter was based on findings from the January 2026 inspection as well as its review of Dabur’s February 4, 2026 response to the FDA Form 483.

The agency also identified discrepancies between original analytical data and values subsequently reported in batch manufacturing records or certificates of analysis.

FDA investigators found that analytical notebooks documented microbiology plates as having been incubated, but the physical plates were not present in the incubators and there was no documented explanation for their absence or disposal.
The agency also said Dabur was unable to produce certain test procedures, analytical workbooks or test data sheets supporting reported certificate-of-analysis results for batches of U.S.-marketed drug products.
In addition, equipment logbooks did not contain required entries documenting the use of multiple instruments for particular batch-release testing.
Dabur told FDA that a microbiologist had inadvertently discarded missing microbiological plates because of inadequate training. The company said it retrained the employee, re-analyzed missing samples and introduced a controlled logbook to improve sample traceability.
FDA nevertheless concluded that the response did not adequately address the broader laboratory-system and data-integrity deficiencies.
The agency said reliable drug-quality decisions depend on complete, accurate and trustworthy laboratory data.

The agency requested a detailed validation program covering process performance qualification, equipment and facility qualification, intra-batch and inter-batch variation, and ongoing monitoring of manufacturing processes.
FDA also requested a timeline for process-performance qualification for each marketed drug product.
FDA Previously Recommended Removal of Certain Products From the U.S. Market
The warning letter also provides details about regulatory actions taken before the July 24 letter.
FDA said that on May 13, 2026, it held a teleconference with Dabur and recommended that the company consider removing certain batches from the U.S. market.
On June 2, 2026, Dabur issued a voluntary recall of certain products because of systemic quality failures at the facility.
However, FDA stated that another category of Dabur drug products had not been recalled as of the date of the warning letter.

FDA also requested information about interim measures to protect patients and ensure drug quality, including potential customer notification, recalls, additional testing, stability monitoring and enhanced complaint monitoring where appropriate.
Dabur Given 15 Working Days to Respond
FDA instructed Dabur to respond in writing within 15 working days of receiving the warning letter.
The company was asked to explain what it had done to correct the violations and prevent their recurrence.
