Drugs Technical Advisory Board (DTAB) recommended that only Registered Pharmacist may eligible for getting approval of wholesale license of medicines in 70th meeting of DTAB held on 18th August, 2015 at central drugs standard control organization (CDSCO).

The DTAB members suggested the amendment in the Rule 64 of the Drugs and Cosmetics Rules, 1945 which prescribes conditions to be satisfied before a license for wholesale is granted or renewed.

As per current rule, wholesale licence is to be granted when (i) area of not less than ten square meters; and (ii) in the charge of a competent person, who — (a) is a Registered Pharmacist, or (b) has passed the matriculation examination or its equivalent examination  from a recognised Board with four years’ experience in dealing with sale  of drugs, or (c) holds a degree of a recognised University with one year’s experience in  dealing with drugs.

But now time has come when the drugs should be handled only by the trained pharmacist who are qualified to handle drugs and are aware of good storage and distribution practices, as per view of DTAB members. And DTAB recommended that the clause (b) and clause (c)  in the above sub - rule may be deleted. A protection clause may also be provided that the academic qualification shall not apply to the persons already registered prior to the date of final notification.

Prior, the Drugs Consultative Committee recommended that the provisions under clause (b) relating to the qualification of matriculation examination may be deleted in its 48th meeting held on 24.07.2015.
