NEIGRIHMS was established by the Government of India in 1987. It has been designed as a Postgraduate Medical Institute in lineage of AIIMS, New Delhi and PGIMER, Chandigarh. It is the First Postgraduate Medical Institute in the North Eastern Region and the Third in the Country established by Ministry of Health and Family Welfare, Government of India.

The ECHS Central Organisation is located at Delhi and functions under the Chief of Staff Committee (COSC) through AG and DGDC&W in Army HQ. The Central organisation is headed by Managing Director, ECHS, a serving Major General. There are 28 Regional Centres ECHS and 426 ECHS Polyclinics. ECHS is also an attached office of Dept of Ex-Servivemen Welfare (DoESW), Ministry of Defence (MoD) as are Directorate General Resettlement(DGR) and Kendriya Sainik Board (KSB).

CSIR-National Botanical Research Institute (NBRI) – is amongst one of the constituent research institutes of the Council of Scientific and Industrial Research (CSIR), New Delhi. Originally set up as the National Botanic Gardens (NBG) by the State Government of Uttar Pradesh (U.P.), it was taken over by the CSIR in 1953. CSIR- National Botanical Research Institute (NBRI), Lucknow is a constituent laboratory of Council of Scientific & Industrial Research (CSIR).
