The U.S. Embassy in New Delhi is one of the largest U.S. diplomatic missions in the world, a reflection of the importance the United States places on its relationship with India. The Embassy represents 17 U.S. federal government agencies, from the U.S. Department of State to the Federal Aviation Administration.  The Embassy coordinates the activities of four consulates -- in Mumbai, Kolkata, Chennai and Hyderabad - ensuring that the U.S.-India relationship is strong throughout the country. The Embassy also maintains a Virtual Consulate through its web site serving residents of Bangalore.

Ordinarily Resident (OR) - Grade: FSN-11*

BASIC FUNCTIONS OF POSITION
The incumbent will serve as an Influenza Epidemiologist who will be responsible for providing technical expertise and assistance to the Ministry of Health and Welfare (MOHFW) and other participating partners in the design, implementation and strengthening of routine disease influenza and respiratory disease surveillance systems and the conduct of epidemiologic studies. Assist the Public Health Specialist (Influenza) related to design, timeline, funding, result of epidemiological studies and work with the CDC Influenza division to develop plans for new studies to meet the public health needs of the country and the U.S. Government. Work closely with partners, scheduling site visits and meetings with representatives of each collaborating partner organization on a regular basis to ensure program results are achieved and all surveillance programmatic and research activities pass through ethical review with the appropriate agency authority. Provide/arrange for informational briefings and practical training for various target audiences (e.g., Ministry public health officials, local public health personnel, doctors, nurses) on epidemiologic methods for surveillance and outbreak response; research methods including data collection, questionnaire, database development; analytic methods; monitoring and evaluation of public health programs; and data dissemination to key stakeholders. Assist the Public Health Specialist (Influenza) in monitoring the budgets allocated to implementing partners within the job holder's portfolio. Participate in making arrangements for visits and serves as spokesperson as required. Perform other duties as assigned.

QUALIFICATIONS REQUIRED
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
1. Completion of Degree in any of these disciplines is required: Master of Public Health (MPH) or Bachelor in Medicine, Bachelor in Surgery (M.B.B.S) or Higher Degrees such as Doctor of Medicine (MD) or Doctor of Public Health (DrPH) or host country equivalent degree in the field of Public Health or Epidemiology. (Indicate completion / non completion by checking Yes /No under the education requirement item no. 19 Did you graduate on the form DS-174? (This question is to know if you have completed class-X, XII or any other degree/vocational courses, also specify the name of course and subjects for each qualification you possess.)
2. Three years of public health experience in the management and development of epidemiological surveillance is required. (Elaborate job responsibilities under item no. 21 (a/b/c/d) on the form DS-174. You may also attach annexures in case you would like to provide any further information/details.)
3. Level IV (Fluency) in English (speaking/reading/writing) is required. (When applying for the position, please indicate your level of proficiency for these languages in item no. 20 on the form DS-174. This language ability will be tested.)
4. Demonstrated experience of MS Office applications such as Word, Excel, and Internet based applications. (Indicate your computer proficiency level (basic/intermediate/advanced) under item no. 22 on the form DS-174 for each computer application listed on the vacancy announcement.)
5. Familiarity with one or more of the commonly used epidemiologic data analysis software (e.g. EPINFO, STATA, SAS, or SPSS) is required. (Indicate your level of proficiency (basic/intermediate/advanced) on one or more of these software under item no. 22 on the form DS-174.)

2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
4. The candidate must be able to obtain and hold a local security certification and medical clearance.
