Department of Biotechnology (DBT), Ministry of Science & Technology, Government of India launched CDSA on 28 September 2009 as an extramural unit of Translational Health Science & Technology Institute (THSTI). It was created to facilitate development of affordable healthcare products for public health diseases. The Central Government Health Scheme (CGHS) is a welfare scheme introduced by Govt.of India under Ministry of Health and Family welfare initially in Delhi on 1st July 1954. Over time, it has grown all over the country both in coverage and scope. Retired Armed Forces personnel till 2002 could avail medical facilities only for specific high cost surgery/treatment for a limited number of diseases covered under the Army Group Insurance(Medical Branch Scheme) (AGI(MBS)) and Armed Forces Group Insurance Scheme(Management Information System) (AFGIS (MIS)) schemes. These medicare schemes could provide some relief to the ESM, but it was not a comprehensive scheme as compared to and available for other Central Government Employees. Regional Centre for Biotechnology (RCB) is an institution of national importance established through an Act of Indian parliament by the Department of Biotechnology, Govt. of India under the auspices of UNESCO.
