The Central organisation is headed by Managing Director, ECHS, a serving Major General. There are 28 Regional Centres ECHS and 426 ECHS Polyclinics. ECHS is also an attached office of Dept of Ex-Servivemen Welfare (DoESW), Ministry of Defence (MoD) as are Directorate General Resettlement(DGR) and Kendriya Sainik Board (KSB).

The CSIR-Institute of Himalayan Bioresource Technology, Palampur is one of the National Institutes under the Council of Scientific & Industrial Research which is an autonomous body working under the Department of Scientific and Industrial Research, Ministry of Science & Technology, Government of India. The PGIMER owes its inception to the vision of late Sardar Partap Singh Kairon, the then Chief Minister of Punjab and the distinguished medical educationists of the then combined state of Punjab, supported by the first Prime Minister of India Pt.
