ORGANIZATIONAL OBJECTIVE: Attainment by all peoples of the highest possible level of health

CORE FUNCTIONS OF WHO INDIA:
Building on WHO’s mandate and its comparative advantage, the following six core functions have been defined for the Organization and Country activities of WHO India:
(1) Providing leadership on matters critical to health and engaging in partnerships where joint action is needed
(2) Shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge
(3) Setting norms and standards, and promoting and monitoring their implementation
(4) Articulating ethical and evidence-based policy options
(5) Providing technical support, catalysing change, and building sustainable institutional capacity
(6) Monitoring the health situation and assessing health trends


DESCRIPTION OF DUTIES:
Under the overall guidance of the WHO Representative to India and in close coordination with Medical Officer (HIV/AIDS) and Temporary National Professional (Senior Epidemiologist HIV) the National Consultant - Strategic Information on HIV (NC-SIH) will:
(1) Provide technical support to National AIDS Control Organization (NACO) in strengthening HIV Sentinel surveillance systems by assisting in the development of technical and operational guidelines for surveillance, and development of training tools;
(2) Assist in programme planning, implementation and monitoring of surveillance and programme data and its use in policy;
(3) Provide support in capacity building at national, state and district level of institutions and epidemiologists, on analysis and use of surveillance data;

(4) Assist in recategorization of districts for prioritization of interventions using the available epidemiological data;
(5) Provide technical support in designing and implementing national Integrated Bio-Behavioural Surveillance;
(6) Assist NACO in estimation and projection of HIV burden at national and state levels by providing support in the development of methodology document and support WHO and UNAIDS in report writing on tracking HIV epidemic progress;
(7) Provide technical assistance to NACO in building capacity for use of the SIMS for monitoring and evaluation of different programme areas; and assist in development of quality assurance systems for programme data;
(8) Provide support in HIV drug resistance and monitoring;
(9) Assist in monitoring and evaluation activities of the programme, including ART programme;
(10) Liaise with specialized institutions or technical bodies dealing with surveillance, monitoring and research such as NIHFW, ICMR, TRC, NARI etc;
(11) Undertake any other tasks and responsibilities as may be assigned by WR from time to time;
(12) Provide end of assignment report to WHO Representative to India.

REQUIRED QUALIFICATIONS:
Education:
(1) Post-Graduate degree in public health, community medicine, medicine or equivalent;
(2) Knowledge and field experience of working with public health programmes.

Experience:
Minimum of five years experience in planning, implementation and monitoring of public health programmes of which at least 2 years should be in area of HIV/ AIDS, preferably at state level and above

Competencies:
(1) Communicating in a credible and effective way;
(2) Producing results;
(3) Ensuring the effective use of resources;
(4) Building and promoting partnerships across the organization and beyond.

REMUNERATION:
Approximate initial taxable remuneration for the vacancy shall range from INR 94,500/- to 131,400/- pm, to be decided by WHO.
