The Institute of Advanced Study in Science and Technology, Guwahati is an autonomous RD Institute under the Department of Science and Technology, Govt. of India. The Advanced Centre for Treatment, Research and Education in Cancer is the state of art of R&D wing of the Tata Memorial Centre. The North-Eastern Hill University Act (24 of 1973) passed by both Houses of Parliament received the assent of the President of India on May 26th, 1973.

CSIR-IHBT is one of the 38 national laboratories of the Council of Scientific Industrial Research. The PGIMER owes its inception to the vision of late Sardar Partap Singh Kairon, the then Chief Minister of Punjab and the distinguished medical educationists of the then combined state of Punjab, supported by the first Prime Minister of India Pt. Jawahar Lal Nehru who considered the institutions of scientific knowledge as temples of learning and the places of pilgrimage.
