The Central Drugs Standard Control Organization (CDSCO) has cancelled three registration certificates issued to M/s Skintl Enterprises Pvt. Ltd., citing multiple violations related to the import, labelling and handling of cosmetic products. The cancellation order was issued by the Central Licensing Authority on 24 August 2026.
The action follows an investigation conducted at the company's premises on 30 March 2026 after a complaint concerning the sale of cosmetic products through various online e-commerce platforms and the firm's own retail outlets. According to the order, the investigation found several regulatory deficiencies.
One of the major findings was that incorrect Registration Certificate numbers had been mentioned on product labels. The investigation also found multiple cosmetic products stocked without valid Registration Certificates. In addition, the company was found to have shifted its warehouse premises without prior intimation or approval from the licensing authority.
The CDSCO order referred to provisions of the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020. These include requirements concerning the registration of imported cosmetics, changes in the address of a registration holder or overseas manufacturer, and the proper manner of labelling cosmetic products.
The authority also cited Rules 34 and 35 of the Cosmetics Rules, 2020, which prohibit alteration, obliteration or defacement of inscriptions or marks made by the manufacturer on a cosmetic's container, label or wrapper. The order further noted that the Registration Certificate required the manufacturer, authorised agent, importer, distributor or Indian subsidiary to inform the Licensing Authority about specified changes relating to labelling, composition, testing, specifications or documentation.
Following the investigation, a Show Cause Notice (SCN) dated 27 April 2026 was issued to Skintl Enterprises for the alleged violations. The company subsequently submitted its response on 30 June 2026, in which, according to the CDSCO order, it acknowledged the violations observed in the matter.
Based on the findings and the company's response, the Central Licensing Authority decided to cancel the company's cosmetic import registrations. The cancelled registrations include RC/COS-005535, dated 25 October 2024; RC/COS-006751, dated 17 December 2025; and IRN/COS-4A/2025/000039, dated 17 November 2025.
The order states that the cancellation takes effect from the date of issuance of the order, meaning 24 August 2026. The action was signed by the Drugs Controller General (India) and Central Licensing Authority, Dr. Rajeev Singh Raghuvanshi.
The case highlights the importance of maintaining valid cosmetic registrations, ensuring accurate information on product labels and obtaining the required regulatory approval when there are changes to registered details or business premises.
