Post: Health Officer

Purpose of the post:
Health Officer contributes to the UNICEF’s overall effort of Country Programme implementation at state level within the framework of National Rural Health Mission (NRHM). He/She will be responsible for providing technical assistance in planning, implementation and monitoring of high impact interventions for improved child survival, maternal health and system strengthening in focus districts with particular reference to the vulnerable and hard-to-reach.

In addition, the incumbent will provide support and technical assistance to DOHFW and DWCD in states in policy analysis, planning, implementation, monitoring and evaluation of the NRHM and Reproductive and Child Health Programme Phase 2 (RCH II).


Major Duties and Responsibilities:-
1. Influencing Policy
Contributes to policy analysis and recommendation for shifts in management, risk allocation and coordination of service delivery related to neonatal and young child survival and development (YCSD) and maternal care. Establishes and maintains regular contact with government officials, project/programme implementing institutions at state and district levels; staff of training and research institutions through joint visits, consultations, travel

2. Building Partnerships
Collaborates with the state government, NGO Sector and new partners to identify interventions and activities necessary for improved planning, implementation and monitoring of YCSD and maternal health activities in both rural and urban areas.  Provide technical assistance and evidence-based support to implementing partners.


3. Programme Implementation
Supports the establishment/adaptation/refinement of measures for system strengthening and quality improvement to ensure continuity, effectiveness and sustainability of YCSD and maternal health services.

Undertakes responsibility for developing sector-and-project-specific workplans and activities. In the focus districts, support monitoring and implementation of the main thrusts of health sector programme, immunization, IMNCI, maternal care, community based early child care models. In addition, supports and promotes healthy family and community behaviours, in coordination with BCC officers/experts. Review and compile progress reports and input-output statistics and data analysis with specific reference to YCSD  and maternal health.

4. Monitoring and Evaluation
Coordinates with government in conducting routine monitoring, coverage evaluation surveys, EPI reviews, and set up surveillance systems for vaccine preventable diseases. Undertakes field visits to monitor programmes (including cash and supply assistance)aiming at increased and more equitable coverage of maternal care and YCSD strategic interventions, as well as conducting periodic programme reviews with government counterparts and other partners. Contributes to the preparation of the Situation Analysis, led by SPME, by compiling data, analyzing and evaluating information, and writing both the Reproductive and Child Health, Child Development and Nutrition and HIV/AIDS chapters of the Analysis.

5. Capacity Building
Promotes intensive focus and innovative programming in select districts to bring about evidence for decision-making,  improvements in coverage and quality of  health and nutrition integrated service delivery for YCSD, maternal health, morbidity reduction and disease control; support community involvement in health care; promote operations research. Offers assessment of supply needs and management support to disease eradication and control, with specific reference to poliomyelitis, neonatal tetanus, measles, diarrhoea and pneumonia as well as other diseases of public health importance.

Assists government authorities, in partnership with training institutions, to plan and organize capacity building programmes in newborn and child survival, immunization and maternal care. Identifies training needs for the purpose of capacity building and sustainability of programme/projects. Provides technical expertise as required, facilitates learning exchanges as well as policy influencing.

Supports/undertakes research that provides tracking on social inclusion in YCSD interventions.

6. Coordination and convergence
Acts as a resource person on Health to colleagues and also coordinate monitoring the programme in the state; advocate for promotion of MNCH, nutrition and HIV/AIDS integrated interventions and engage for convergence between health, nutrition and HIV/AIDS strategies, activities, resources and policy. Pooling resources for more effective programming.

Assists in development of appropriate communication and information strategy to support and/or advocate development YCSD amd maternal care activities to enable more effective change in key care behaviours related to safe delivery, obstetric complications, newborn care, infant and young child feeding and family care practices, immunization.

Contributes in providing advice and assistance to government officials and other UN agencies and partners such as the World Bank, GAVI, bilateral governments, Micronutrient Initiative in the planning and management of programme/projects.

Minimum Qualifications, Experience and competencies required:
1. University degree in Medicine, Community Medicine, Nutrition or Public Health.
2. Post graduate education in Infectious Diseases, Hospital Management, District Health Management, Health Policy and Planning is an asset.
3. In-depth understanding and knowledge of the Maternal, Newborn and Child Health and Development and Nutrition sectors required.
4. At least two years’ experience at National/State level in programme development, monitoring and implementation of primary health care programmes including experience in field-based implementation.  
5. Fluency in written and spoken English. Knowledge of local working language of the duty station will be an asset.

Other skills required:
1. Current knowledge of development issues, policies, as well as social programming policies and procedures in international development cooperation in the area of health.
2. Managerial, analytical, negotiating, communication and advocacy skills
3. Good training ability
4. Knowledge and use of information technology, word processing, graphics presentations etc. as well as Management Information Systems and databases.  Knowledge and training on use of work planning tools an asset.
5. Ability to work harmoniously in an international and multicultural environment.
