Faculty Recruitment in All India Institute of Medical Science

All India Institute of Medical Science, Bathinda (Punjab), an autonomous Institute of National Importance is one of the new AIIMS being established by the Ministry of Health & Family Welfare, Government of India under the Pradhan Mantri Swastya Suraksha Yojna (PMSSY) with the aim of correcting regional imbalance in the quality tertiary level healthcare in the country and attaining Self- sufficiency in graduate and postgraduate medical education of training. The Ministry of Health and Family Welfare vide its letter No. Z-28016/45/2017-PMSSY-III dated 4th February 2019 has declared PGIMER, Chandigarh as the mentor Institute for operationalisation of various activities at AIIMS, Bathinda (Punjab).

ELIGIBILITY CRITERIA: -
ESSENTIAL QUALIFICATIONS/EXPERIENCE: -
a) A medical qualification included in the first or second schedule or Part II of the third schedule to the Indian Medical Council Act of 1956 (persons possessing qualifications included in Part II of the third schedule should also fulfill the conditions specified in sub section (3) of the Section 13 of the Act.).
b) The candidate must be registered with the State Medical Council/MCI.

Pharmacology

Professors - 01 post
For Medical:
ESSENTIAL A postgraduate qualification i.e. MD (Pharmacology) of an Indian University/Institute recognized by Medical Council of India or MCI recognized qualification equivalent thereto for a teaching post. EXPERIENCE 14 years teaching and research experience in a UGC recognized University/MCI recognized college/autonomous Institution in the subject of Pharmacology after obtaining the qualifying degree of MD. For Non-Medical: ESSENTIAL c. Master’s degree (regular course recognized by UGC or equivalent) viz. M.Sc. Pharmacology/ M.Sc. (Pharmacology) / M. Pharmacy (Pharmacology. d. Ph.D. in the concerned discipline/subject of an Indian University/Institute or its equivalent Ph.D. degree from a foreign University recognized by the University Grants Commission.
EXPERIENCE 14 years teaching and/or research experience in the specialty of Pharmacology from a UGC recognized University / MCI recognized College/ autonomous Institute after obtaining the Ph.D. Degree.
Pay Scale : Level 14 A in pay matrix as per 7th CPC

Additional Professors - 01 post
For Medical :

ESSENTIAL : A postgraduate qualification i.e. MD (Pharmacology) of an Indian University/Institute recognized by Medical Council of India or MCI recognized qualification equivalent thereto for a teaching post. EXPERIENCE 10 years teaching and research experience in a UGC recognized University/MCI recognized college/autonomous Institution in the subject of Pharmacology after obtaining the degree of MD. For Non-Medical: ESSENTIAL a. Master’s degree (regular course recognized by UGC or equivalent) viz. M.Sc. Pharmacology/ M.Sc. (Pharmacology) / M. Pharmacy (Pharmacology. b. Ph.D. in the concerned discipline/subject of an Indian University/Institute or its equivalent Ph.D. degree from a foreign University recognized by the University Grants Commission. EXPERIENCE : 10 years teaching and/or research experience in the specialty of Pharmacology from a UGC recognized University / MCI recognized College/ autonomous Institute after obtaining the Ph.D. Degree.
Pay Scale : Level-13A2 in pay matrix as per 7th CPC

Associate Professors - 01 post
For Medical :

For Medical : ESSENTIAL A postgraduate qualification i.e. MD (Pharmacology) of an Indian University/Institute recognized by Medical Council of India or MCI recognized qualification equivalent thereto for a teaching post. EXPERIENCE 6 years teaching and research experience in a UGC recognized University/MCI recognized college/autonomous Institution in the subject of Pharmacology after obtaining the degree of MD. For Non-Medical : ESSENTIAL a. Master’s degree (regular course recognized by UGC or equivalent) viz. M.Sc. Pharmacology/ M.Sc. (Pharmacology) / M. Pharmacy (Pharmacology. b. Ph.D. in the concerned discipline/subject of an Indian University/Institute or its equivalent Ph.D. degree from a foreign University recognized by the University Grants Commission. EXPERIENCE 6 years teaching and/or research experience in the specialty of Pharmacology from a UGC recognized University / MCI recognized College/ autonomous Institute after obtaining the Ph.D. Degree.
Pay Scale : Level-13A1 in pay matrix as per 7th CPC

Assistant Professors - 01 post
For Medical :

For Medical : ESSENTIAL A postgraduate qualification i.e. MD (Pharmacology) of an Indian University/Institute recognized by Medical Council of India or MCI recognized qualification equivalent thereto for a teaching post. EXPERIENCE 3 years teaching and research experience in a UGC recognized University/MCI recognized college/autonomous Institution in the subject of Pharmacology after obtaining the qualifying degree of MD. For Non-Medical :
ESSENTIAL a. Master’s degree (regular course recognized by UGC or equivalent) viz. M.Sc. Pharmacology/ M.Sc. (Pharmacology) / M. Pharmacy (Pharmacology. b. Ph.D. in the concerned discipline/subject of an Indian University/Institute or its equivalent Ph.D. degree from a foreign University recognized by the University Grants Commission. EXPERIENCE 3 years teaching and/or research experience in the specialty of Pharmacology from a UGC recognized University / MCI recognized College/ autonomous Institute after obtaining the Ph.D. Degree.
Pay Scale : Level-12 in pay matrix as per 7th CPC

NOTE :
1. Candidates seeking reservation/relaxation benefits under SC/ST/OBC/EWS/PWD must ensure that they are entitled to such reservation/relaxation as per eligibility prescribed in the rules/notice. They should also be in possession of all the requisite certificates in the prescribed format as on date in support of their claim as stipulated in the rules/notice for such benefits and these certificates should be dated earlier than the due date (i.e. closing date of receipt of application).

Upper age limit as on 04.10.2020 (i.e. last date of receipt of applications) shall be not exceeding 58 (Fifty eight) years in case of Professor/Additional Professor and 50 (Fifty) years in case of Associate Professor/Assistant Professor.

HOW TO APPLY: -
1. The candidates applying for the post(s) in response to this advertisement should satisfy themselves regarding their eligibility for the aforementioned posts(s) and must fulfill all the eligibility criteria on or before 04.10.2020 failing which their application will be rejected. The crucial date for age limit and experience will be the last date of receipt of application. (Dated 04.10.2020)
2. The aspiring applicants satisfying the eligibility criteria in all respect can visit the website at aiimsbathinda.edu.in / pgimer.edu.in for application form. The candidates have to download the application form, which is to be filled in by BLUE/BLACK BALL PEN in BLOCK LETTERS. He/She should fill all the fields of the form. No fields should be left blank. After filling application form the candidate should deposit the application fee through DEMAND DRAFT/BANKER CHEQUE favoring DIRECTOR AIIMS BATHINDA payable at Chandigarh.
3. The candidate should mention the Demand Draft number on the space provided in the application form and send the demand draft in original along with application form through Registered post or Speed post or personally to the Administrative Officer (Recruitment Cell), AIIMS, Bathinda-151001, Punjab so as to reach before 04.10.2020 till 05:00 PM.

4. The amount of fee to be paid is as under: -
SC/ST : Rs. 500/-
For all others : Rs.1000/-
For Persons with disabilities : NIL
5. Candidates must note that no other form of payment of application fees like Money Order, Postal order, etc. will be accepted under any circumstances. The AIIMS, Bathinda will not be responsible for any remittance made in any form other than the method prescribed above and such applications without requisite application fee submitted through any other mode except prescribed above are likely to be rejected.
6. The candidates should ensure that they submit the application (Hard copy) immediately after payment of fees, since the same is non-refundable. No representation/request/demand for refund of application fees will be entertained if the candidate fails to apply within the stipulated time after payment of application fee.
7. Candidates are required to have a valid personal e-mail ID/ Mobile Number which should be kept active during the recruitment process. The candidates should ensure that the E-mail ID is not shared or mentioned to any other person. It is requested not to use any other person’s e-mail ID. In case a candidate does not have a valid personal e-mail ID, he/she should create his/her new e-mail ID before applying OFFLINE.
8. The candidate is required to clearly mention his Email ID/Mobile Number in the specified column of application form.
9. Applicants already employed in central/state Govt. /Autonomous Institutions/ Statutory organization/ PSU’S under Central/State govt should submit a certificate of ‘No Objection Certificate’ from the concerned authority along with the application.
10. The application in the prescribed proforma available in the AIIMS Bathinda / PGIMER, Chandigarh website (aiimsbathinda.edu.in / www.pgimer.edu.in) along with copies of certificates duly attested by the Gazetted Officer in support of educational qualification(s), experience, age/date of birth certificate, No Objection Certificate from the present employer, if employed and demand draft/Banker cheque, in original should be sent through registered post or Speed Post or personally only to the Administrative Officer (Recruitment Cell), AIIMS, Bathinda-151001, Punjab so as to reach before 04.10.2020 till 05:00 PM. All the documents furnished with the application shall have to be produced in original by the eligible candidates at the time of interview.
11. The application received through Courier/Ordinary Postal Dak etc. are not acceptable. The applications received after the due date will not be accepted. The AIIMS, Bathinda will not be responsible for any postal delay.
12. All columns of the application are to be filled clearly. Incomplete applications in any respect or received after due date i.e. 04.10.2020 or without prescribed application fee will be summarily rejected and no correspondence in this regard will be entertained.
13. Decision of the Director AIIMS, Bathinda in all matters regarding eligibility/ selection would be final and binding on all candidates. No correspondence whatsoever would be entertained by the AIIMS, Bathinda in this regard.
14. In case any information given or declaration by the candidate is found to be false or the candidate has willfully suppressed any material information relevant to his/her appointment, he/she will be liable to be removed from services, and any action may be taken as deemed fit by the appointing authority.

SELECTION PROCEDURE: -
1. The application of the candidates which will be received within prescribed date and time and who submit the requisite fee will be scrutinized by the scrutiny committee of the Institute and only the eligible candidates will be called for personal interview before the Standing Selection Committee of the Institute. In case the numbers of applicant are large, the selection committee of the Institute may devise a criteria for short-listing the candidates, which may include holding of written examination.
2. Only the eligible candidates/ shortlisted candidates will be called for interview. However, the same would be provisional subject to fulfillment of all requirements failing which he/she will not be allowed to appear for interview.
3. Interview letters will be sent by post/ through email ID and the complete interview schedule will also be made available on website also.
4. The candidates applying for the above posts would also be required to make a presentation on his/her work/achievements before the selection committee for a duration not exceeding 05 minutes. The presentation should be prepared in the MICROSOFT POWER POINT only and should contain information as per proforma given along with the application form. The candidates are requested to submit the same in a CD along with the application form. No other option like PEN DRIVE or through e-mail etc. will be accepted.
5. The interview with the Selection Committee is mandatory for which the candidate has to appear personally and Physically. Request for online interview i.e. through electronic media viz. Skype/Viber etc. will be accepted only by the decision of the competent authority.
6. The decision of the competent authority regarding selection of candidates will be final and no representation will be entertained in this regard.
7. The information regarding eligibility/ shortlisting of candidates will be published in AIIMS, Bathinda & PGIMER website only. The date and time for interview will be intimated to the eligible/shortlisted candidates only and the same will also be published in the AIIMS, Bathinda & PGIMER website (aiimsbathinda.edu.in / pgimer.edu.in).
8. The selected candidates will be issued appointment letters. The appointment of selected candidates is subject to his/her being declared medically fit by the competent authority.

General Instructions: -
• Candidates are advised in their own interest to apply much before the closing date and should not wait till the last date.
• The post(s) is/are full time and private practice of any kind is prohibited.
• The selected candidates will be governed by the New Pension Scheme as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECB & PR Division) Notification No.5/7/2003-ECB&PR dated 22.12.2003.
• All the original certificates/documents will be verified at the time of interview. The short- listed candidate(s) based on their submissions, must bring one print out of application form and all original certificates viz. (i) 10th class, (ii) essential qualifications and experience(s) (iii) No Objection Certificate (if in regular employment in any Govt./Semi Govt./Government Enterprises/Government funded autonomous Institutions) along with a set of self-attested photocopy of the said document(s)/certificate(s).
• The period of experience wherever prescribed shall be counted after obtaining the prescribed qualification.
• The candidates who are working in Govt./Semi Govt./Autonomous Body etc. must obtain the “No Objection Certificate” from their present employers.
• The candidates must ensure that they fulfill eligibility criteria and that the particulars furnished by them in the application are correct in all respects. If at any stage it is found that the candidate has furnished any incorrect information or has suppressed material fact(s), his/her candidature will stand cancelled. If any of these shortcoming(s) is/are detected even after the appointment, his/her services will be summarily terminated.
• In case of a candidate applying for more than one post, separate application for each post is required to be submitted.
• Those candidates who have already applied, need not apply again for the same post. • In case the last date of receipt of application is declared a holiday, the last date for receipt of the application will be considered as the next working day.
• The candidates are advised to visit AIIMS Bathinda / PGI website regularly for further Instruction, if any.
• No age relaxation would be given to SC/ST/OBC candidates who apply under UR Category.
• Category once applied will not be allowed to be changed at the later stage and no communication in this regard will be entertained.
• The Director, AIIMS, Bathinda would be the final authority to take any decision regarding this recruitment.
• The Director, AIIMS, Bathinda reserves the right to withdraw any or all the posts without assigning any reason.
• The detail terms and conditions of service etc. will be decided by the AIIMS, Bathinda and the Ministry of Health and Family Welfare.
• The courts of Bathinda, Punjab only shall have the exclusive jurisdiction to try any dispute with regard to this recruitment.

The last date of deposit of application fee in the form of DEMAND DRAFT/BANKER CHEQUE favoring DIRECTOR AIIMS BATHINDA payable at Chandigarh is 04.10.2020.
