Headquartered in Lucknow, Uttar Pradesh Medical Supplies Corporation (UPMSC) is registered under the Companies Act 2013. It shall be headed by an IAS officer and will act as the nodal organization for centralized procurement and distribution of drugs and equipment to Government Health Facilities in Uttar Pradesh. It shall replace the existing decentralized procurement involving Chief Medical Store Depot (CMSD) and district level authorities.  UPMSC’s vision is to ensure availability of quality drugs, medical equipment at lowest cost at all public health facilities.

General Manager (Drugs Procurement) (GM-DP) - 01 Post
Essential Qualification:
MBA
Essential Experience:

B.Pharma/ M.Pharma
Essential Experience:  Minimum 10 years of overall experience out of which 5 years of procurement experience

Age Limit as on March 27, 2018 : 45 Years
Maximum Honoraria Per Month : Rs.1,40,000

JOB DESCRIPTION
Reporting to the Managing Director, the General Manager- Drugs Procurement shall be responsible for managing the rate contracting and monitoring the vendor performance for drugs in Uttar Pradesh.

Key Roles and Responsibilities:
1) Developing and maintaining the necessary procurement system to ensure that all products and services purchased by the organization meet all internal and external requirements and achieve superior quality and reliability levels;
2) Undertaking inventory analysis (ABC, VED, etc.) at all the facilities periodically;
3) Undertaking proper material budgeting for drugs in the state of Uttar Pradesh by doing continuous adequacy planning according to the demands;
4) Ensuring that proper Bidding and contracting process is followed to identify the most suitable drugs suppliers based on their quality parameters, historical performance, capacity assessment and manufacturing footprint;
5) Preparing RFP document for inviting bids to address the estimated requirement for drugs in the state of Uttar Pradesh;
6) Selecting vendors for supply of drugs based on the complete 3-stage tendering process- Prequalification, Technical and Commercial Bidding; Coordinating with relevant committees and authorities to ensure timely completion of the process;
7) Ensuring all the steps listed down for the drugs procurement are followed and all timelines are strictly adhered to;
8) Undertaking price negotiations with suppliers to finalize a competitive price for the drugs being procured;
9) Continuously evaluating performance of all the suppliers delivering drugs to UPMSC and ensuring fulfillment of pre-defined quality norms;
10) Overseeing adherence to all the defined norms in rate contracts by all the enrolled suppliers under UPMSC.

Skills and Attitude:
1) In-depth knowledge of drug procurement;
2) Ability to develop and institutionalize procurement processes and controls;
3) People Management skills.

CONTRACT TYPE AND PERIOD:

MD/ M.Pharma

Essential Experience:  Minimum 10 years of overall experience out of which 5 years Quality Control of medical supplies
Age Limit as on March 27, 2018 : 45 Years
Maximum Honoraria Per Month : Rs.1,40,000

JOB DESCRIPTION
Reporting to the Managing Director, the General Manager- Quality Control shall be responsible for developing, maintaining and implementing standards of quality for drugs and equipment being procured for the state of Uttar Pradesh.

Key Roles and Responsibilities:
1) Guiding creation of expected standards of quality for all types of drugs and equipment required by the state of Uttar Pradesh; Creating adequate awareness among the suppliers of these standards and encouraging them to meet these;
2) Coordinating with the relevant authorities to empanel government or private laboratories to help UPMSC conduct quality checks for large volumes of drugs in a timely and efficient manner;
3) Supervising participation in Vendor Pre-Qualification process to ascertain most suitable and high-quality suppliers for different drugs and equipment; Conducting checks on manufacturing facilities of interested suppliers;
4) Ensuring proper quality checks are done and pre-defined norms are followed for all drugs and equipment before finalizing on suppliers and/or distributing the requirements as per need;
5) Ensuring drugs reaching warehouses are adequately tested by third party laboratories and proper checks are maintained before distributing them to the various facilities;
6) Laying down proper blacklisting norms for suppliers not meeting with the QC requirements and ensuring strict punishment for repeat defaulters.

Skills and Attitude:
1) In-depth knowledge of Quality control of medical supplies;

3) People Management skills.

Consultant (Quality) (CON-QA )- 01 Post [UR 1]

Essential Experience:  At least 20 years of experience in Drug Control and at least one year experience as Drug Controlling Authority/ Drug Controller with State Govt./Central Govt.
Age Limit as on March 27, 2018 : No age limit

JOB DESCRIPTION
Reporting to the Managing Director, the Consultant- Quality shall be responsible for providing support in managing quality control of drugs.

Key Roles and Responsibilities:
1) Monitoring the implementation of the quality control protocols;
2) Reviewing and auditing the quality control protocols;
3) Providing support in empanelment of Laboratories;
4) Undertaking field visits and inspection of quality labs and manufacturing facilities of vendors;
5) Undertaking performance Audit of the system and organization.

Recruitment Process
1) Screening process
After receiving the online application form of the applicants, SAMS shall screen all the applications based on the Screening and Assessment Template (SAS) developed and approved by UPMSC outlining the technical eligibility (as per the ToRs) of applicants in terms of qualifications and experience and subsequently ranking applicants in the same bucket, or band of qualifications.

2) Attendance
The shortlisted (Applicants shall be called as per the merit list, aligned with the individual SAS, approved by UPMSC in the ratio of 1:10. Please note in case of tie of scores all applicants falling on the same score shall be called for the selection process) applicants shall report at the venue with their admit cards and other testimonials in support of qualifications and experience as per reporting time allocated to the applicant. There will be a Registration Desk where SAMS’ representatives will take attendance of the applicants and thereafter, candidate shall be called for Document Validation at the Validation desk.

3) Document Validation
To validate the information provided by the applicants regarding their age, qualification and experience (Self-attested), SAMS’ representatives will validate with their original documents.

Note: Applicants shall be rejected on account of document validation in case he/she fails to present supporting documents and will be liable for the disqualification/ cancellation of his/her candidature for the further processes. Applicants who shall be absent shall not be provided any other chance for attending the selection process.

Personal Interview
Round After successfully going through the document verification process, applicants will be called for a Personal Interview Round wherein they will be cross-questioned and assessed about their competences with respect to the positions by the panel members consists of Subject Matter Expert and/or a representative from UPMSC and SAMS. The responsibility of formation and approval of interview panel shall be with UPMSC. Candidates shall be assessed and awarded scores based on competencies and skills required for the positions.

Results Announcement/ Deployment
SAMS shall develop position wise merit lists on the basis of scores obtained by the candidates in the final interviews. The merit lists will collate the scores of final interviews. Applicants on top of the merit list shall be offered the position.

For reserved vacancy a separate merit list shall be prepared, comprising merit rank of that category. Based on the outcome top ranked candidate shall be offered the position.

SAMS shall draft the Offer Letter and share with UPMSC officials and as per their approval received; the selected applicants shall be deployed at the respective locations. SAMS shall be assisting UPMSC in sharing the Offer Letters with the selected candidates willing to join after the final round. SAMS shall also assist the selected candidates in completing the other joining formalities.

Note: Final Selection shall be based purely on the Personal Interview Round.

Basic Objective of UPMSC
1) Ensuring coverage of all the essential drugs under Rate Contract;
2) Facilitating supplier selection, contract negotiation and share of business allocation;
3) Establishment and execution of Centralized procurement systems for the procurement of drugs, consumables and medical equipment in Uttar Pradesh;
4) Ensuring quality control and availability of all the drugs & consumables and medical equipment at district drug warehouses, procured through UPMSC;
5) Ensuring timely payments to the suppliers against the procurement of drugs, consumables and medical equipment by UPMSC;
6) Maintaining records related to indents/ requirements, purchase orders, supply and consumption of drugs, consumables and medical equipment and support in preparation of annual forecasting and budgeting process;
7) Reconciliation of indents vs budgetary allocations and budget variance analysis for procurement of drugs, consumables and medical equipment;
