The Health & Family Welfare Department of the State Government has been vested with the responsibility of maintaining and developing the health care system in West Bengal. Public health, sanitation and hospitals are the exclusive responsibilities of the State. State provides financial and managerial support for the basic health care support and infrastructural facilities at the rural level, while the State level super specialty Medical Colleges & Hospitals predominantly provides the ambulatory care services.

All-India Institute of Medical Sciences was established as an institution of national importance by an Act of Parliament with the objects to develop patterns of teaching in Undergraduate and Post-graduate Medical Education in all its branches so as to demonstrate a high standard of Medical Education in India; to bring together in one place educational facilities of the highest order for the training of personnel in all important branches of health activity; and to attain self-sufficiency in Post-graduate Medical Education.

The Central University of Odisha has been established by the Parliament under the Central Universities Act, 2009 (No. 3C of 2009). It is one of the 15 new Central Universities established by the Government of India during the UGC XI Plan period to address the concerns of equity and access and as per the policy of the Government of India to increase the access to quality higher education by people in less educationally developed districts which have a Graduate Enrollment Ratio of less than the national average of 11%.
