Applications are invited for the appointment of 5 Regional Coordinator (Basic Service Division and Care & Support Division, National AIDS Control Organization, New Delhi placed at respective following SACS on contract basis.

Post: Regional Coordinator

Duties and responsibilities
A. Monitoring & Supervision:
i. Pertaining to CST:
- Undertake regular assessment of facilities providing ART and HIV/AIDS care.
- Undertake field visits of minimum 15 days a month in the respective states especially to poorly performing centers.
- To ensure retention in HIV care & adherence to the highest standards of quality and excellence in patient care and follow good clinical practices.
- To assist NACO in monitoring of Supply chain Management of various commodities.
- Take measures to ensure high (>95%) ARV drug adherence levels.
- Assist SACS in monitoring the quality of training/capacity building being imparted in institutions of excellence identified by NACO for training of facility level staff.
ii. Pertaining to BSD:
- Undertake need base assessment of facilities with standalone ICTCs.
- Participate and mentor SACS / DAPCU / Facilities during review meetings of District Supervisors and all Counsellors of ICTCs.
- To undertake the assess and take measures to strengthen inter linkages of ICTC, PPTCT,RNTCP, ART center and CSC.

B. Coordination:
- Coordinate with Principals/Deans of Medical Colleges and Medical Superintendents/Director of District Hospitals /Other Hospitals for coordination of Basic (ICTC/PPTCT/HIV-TB) and ART services with active participation of NGOs and PLHA networks.
- Facilitate coordination with senior officials of the National Health Mission (NHM) and SACS for implementation of Basic services (ICTC/PPTCT/HIV-TB) & ART Services.
- Coordinate all the training activities for the ICTC and ART centers in the assigned area and ensure good practices for HIV testing and Anti-Retroviral Therapy.
- Facilitate coordination with the State TB officer and SACS for meetings of the State HIV-TB coordination committee.
- Assist NACO and SACS in training, supervision and establishment of follow-up systems

C. Reporting:
- Provide up-to-date information on programme implementation and feedback on policy implementation to NACO and ensure that all centers send monthly ICTC & ART report to NACO by 15th & 4th of every month respectively.
- Provide regular update to NACO on the Basic Services (ICTC/PPTCT/HIV-TB) and ART program in the assigned area and assist the SACS and NACO in analysis of data and publications.
- Attend periodic review meeting at NACO.
- Any other work as assigned by Controlling Officer from time to time.

D. Operations Management:
i. Pertaining to CST:
- To provide technical Support to JD CST in implementation of ART programme in the States/UTs assigned as per prescribed operational guidelines.
- To provide technical support to SACS in preparation of State’s Annual Action Plan (physical and financial) Care, Support & Treatment programme.
- Carry out assessment of requirement of new ART centers based on prevalence of HIV/AIDS and case-load of PLHAs requiring ART.
- Facilitate SACS in annual forecasting of ARV drugs for ART centers.
- To provide technical support to SACS for supply chain management of various commodities supplied for ART centers.

ii. Pertaining to BSD:
- To provide technical Support to JD BSD in implementation of Basic services in the States/UTs assigned as per prescribed operational guidelines.
- To provide technical support to SACS in preparation of State’s Annual Action Plan (physical and financial) Basic Service programme.
- Carry out assessment of requirement of new ICTC based on prevalence of HIV/AIDS.
- Facilitate SACS in annual forecasting of Kits and consumables for ICTCs.
- To provide technical support to SACS for supply chain management of various commodities supplied for ICTC centers.

Qualification criteria
Essential: MBBS with Post Graduate degree in Medicine / any other clinical discipline/ preventive and social medicine /Community Medicine Or
Masters in Public health or Diploma in Public Health/Health management
Or
Fellowship in HIV Medicine/PG diploma in HIV Medicine. With 3-5 years of experience of working in the field of HIV/AIDS. The incumbent should have working knowledge of computers including MS office package.

Preference will also be given to persons having experience of working in the field of HIV /AIDS. The incumbent should have working knowledge of computers including MS office package.

Remuneration: Rs. 76000 /- per month Consolidated.

Duration: Initially the contract shall be till 31st March 2016. Subsequent re-contracting will be based on performance.
