Applications are invited in the prescribed proforma from suitable persons for filling up the following posts in LNJN National Institute of Criminology and Forensic Science(MHA), Delhi on deputation (including short term contract) basis as per details given below:

Post: Senior Scientific Assistant

Senior Scientific Assistant (Chemistry)
No.of post: 01
Pay scale: Rs.5500-175-9000 (Pre-revised) (Revised) PB:2 + GP 4200
Method of recruitment: Deputation (including short term contract) or absorption
Eligibility conditions: Deputation (including short term contract) or absorption
Officers under the Central or State Governments or Union Territories or recognized Research Institutions or Universities or Public Sector Undertakings or Semi Government or Statutory or Autonomous Organisations:
(a)(i) holding analogous posts on regular basis in the parent cadre or department; or
(ii) with three years’ service in the grade rendered after appointment thereto on regular basis in posts in the pay scale of Rs. 5000-8000(Pre-revised) Rs. 9300-34800 + GP 4200/- (Revised) or equivalent in the parent cadre or department; or
(iii) with six years’ service in the grade rendered after appointment thereto on regular basis in posts in the scale of pay of Rs. 4500-7000(Pre-revised) Rs. 5200-20200 + GP: 2800/- or equivalent in the parent cadre or department; or
(iv) with ten years’ service in the grade rendered after appointment thereto on regular basis in posts in the scale of pay of Rs. 4000-6000 (Pre-revised) Rs. 5200- 20200 + GP: 2400/- or equivalent in the parent cadre or department; and
(b) Possessing the qualifications and experience prescribed for direct recruits as mentioned below:
Essential: (i)Master’s Degree in Chemistry or Biochemistry from a recognized University or equivalent.
(ii) One years’ experience of research or teaching in the subject concerned in a Forensic Science Laboratory of Central Government or State Government or a recognized research institution or recognized College or University.
Note: 1.Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified.
2. The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission in the case of candidates belonging to the Scheduled Castes and Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.
Desirable: One year’s experience in synthesis of chemical compounds and their analysis by instrumentation methods.
Note: Only officers belonging to Central or State Governments or Union Territories are eligible to be considered for appointment on absorption basis.
Deputation period: Period of deputation or contract including period of deputation or contract in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department or the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation (including short term contract) or absorption shall be not exceeding 56 years as on the closing date of receipt of applications.

Senior Scientific Assistant (Narcotics)

Eligibility conditions: Deputation (including short-term contract) or absorption
Officers under the Central Government or State Governments or Union Territories or Universities or Recognised Research Institutions or Public Sector Undertakings or Semi Governments or Statutory or autonomous organisations:-
(a)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with three years’ service in the grade rendered after appointment thereto on a regular basis in posts in the scale of pay of Rs. 5000-8000 (Pre-revised) (Revised) Rs. 9300-34800 _ GP 4200 or equivalent in the parent cadre or department; or (iii) with six year’s service in posts in the grade rendered after appointment thereto on a regular basis in posts in the scale of pay of Rs. 4500-7000 (Pre-Revised) (Revised) Rs. 5200-20200 + GP 2800 or equivalent in the parent cadre or department; and
(b) Possessing the educational qualifications and experience prescribed for direct recruits as mentioned below:
Essential: (i)Master’s Degree in Chemistry or Bio- Chemistry or Forensic Science from a recognized University or equivalent.
(ii) One year’s experience of research analysis or teaching in the subject concerned or analytical work in a Forensic Science Laboratory or a recognized scientific laboratory.
Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission in case of candidates otherwise well qualified.
Note 2: The qualification(s) regarding experience are relaxable at the discretion of Staff Selection Commission in case of candidates belonging to the Scheduled Castes and Scheduled Tribes, if at any stage of the selection, the Staff Selection Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.

Eligibility conditions: Deputation (including shot-term contract) or absorption: Officers under the Central Government or State Governments or Union Territories or Universities or Recognised Research Institutions or Public Service Undertakings or Semi – Governments or Statutory or autonomous organisations:-
(a)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with three years’ service in the grade rendered after appointment thereto on a regular basis in posts in the scale of pay of Rs. 5000 – 8000 (Pre-revised) (Revised) PB:2 + GP 4200 or equivalent in the parent cadre or department; or
(iii) with six years service in the grade rendered after appointment thereto on a regular basis in posts in the scale of pay of Rs. 4500 – 7000 (Pre-revised) (Revised) PB:1 + GP 2800 or equivalent in the parent cadre or department; and
(b) Possessing the educational qualifications and experience prescribed for direct recruits as mentioned below:-
Essential:- (i)Master’s Degree in Chemistry or Forensic Science from a recognized University or equivalent.
(ii) One year’s experience of research analysis or teaching in the subject concerned or analytical work in a Forensic Science Laboratory.

Essential: (i)Master’s Degree in Chemistry or Biochemistry from a recognized University or equivalent.
(ii) One year’s experience of research analysis or teaching in toxicological or analytical work in forensic or scientific laboratory.
Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission in case of candidates otherwise well qualified.
Note 2: The qualification(s) regarding experience is/are relaxable at the discretion of the Staff Selection Commission in the case of candidates belonging to the Scheduled Castes and Scheduled Tribes if, at any stage of selection, the Staff Selection Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.
Period of Deputation: Period of deputation/contract including period of deputation/contract in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.
Note Only officers belonging to Central/State Governments/Union territories are eligible to be considered for appointment on absorption basis.

The pay of the officer selected from S.No 1 to 10 will be regulated in accordance with the Ministry of Personnel, Public Grievances & Pension (Department of Personnel & Training) O.M. No 6/8/2009-Estt.(Pay.II) dated 17/06/2010. However, in lieu of Deputation Duty Allowance, Training Allowance @ 30% of basic pay as per parent department pay scales will be allowed as per DoP&T O.M. No 13024/2/90-Trg. dated 27/12/1993 and O.M. No 13024/1/2008-Trg.I dated 05/09/2008. He/She will not be allowed the option of drawing the pay of the post in lieu of training allowance. The pay of the Officer selected from S.No 11 to 21 will be regulated in accordance with the Ministry of Personnel, Public Grievances and Pension (Department of Personnel & Training) O.M. No.6/8/2009-Estt.(Pay.II) dated 17.06.2010 as amended from time to time. The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

Officials who volunteer for the above posts will not be permitted to withdraw their names after selection. Recommendations of names, which are not accompanied by the requisite bio-data and CR dossiers, will not be considered.

Applications of suitable officials, who are eligible and willing and who can be spared immediately on selection, may please be forwarded in Annexure-I, in duplicate, alongwith attested photo-copies of CR dossiers for the last five years, Vigilance Clearance alongwith Major/Minor penalties imposed during the last ten years to the Director, LNJN National Institute of Criminology and Forensic Science(MHA), Institutional Area, Outer Ring Road, Sector-3, Rohini, Delhi – 110 85 within 60 days from the publication of this advertisement in the ‘Employment News’.
