The Indian Council of Medical Research (ICMR), New Delhi, the apex body in India for the formulation, coordination and promotion of biomedical research, is one of the oldest medical research bodies in the world.
As early as in 1911, the Government of India set up the Indian Research Fund Association (IRFA) with the specific objective of sponsoring and coordinating medical research in the country. After independence, several important changes were made in the organisation and the activities of the IRFA. It was redesignated in 1949 as the Indian Council of Medical Research (ICMR) with considerably expanded scope of functions.

Applications are invited upto 21st January, 2013 for the following Scientific Posts at the National Institute of Cholera & Enteric Diseases (ICMR), Kolkata.

Post: Scientist-C (Non-Medical) (Bio-Informatics), Scientist ‘C’ (Medical/Non-Medical) (Microbiology)

1. Scientist-C (Non-Medical) (Bio-Informatics) – 1 Post
(Pay Band PB-3, Rs. 15600 – 39100/- + G.P. Rs. 6600/-)

Essential Qualification & Experience :-
i) 1st Class Master’s degree in Bio-informatics or equivalent degree in any area of Life Sciences/Biology with specialization in Bio-informatics from a recognized University.
Or
2nd Class M.Sc. + Ph.D. degree in Bio-informatics or related subject of Life Sciences/Biology with specialization in Bio-informatics from a recognized University.
ii) Four years R & D experience in the related subject after obtaining essential qualification (i) above

Desirable Qualification:
i) Experience in In silico comparative genomics; knowledge of protein structure modeling and docking. Familiarity with biological database development will be advantageous.
ii) Doctorate degree in related subject from a recognized University.
i) Additional Post Doctoral research/teaching experience in relevant subjects from recognized institute(s)
ii) Knowledge of computer application.

Job Requirement:
Candidate is expected to formulate independent research projects in the field of Bioinformatics with special emphasis on enteric disease and HIV/AIDS. The candidate should be able to make effective collaborations with wet laboratories of the Institute.

2. Scientist ‘C’ (Medical/Non-Medical) (Microbiology) – 1 Post
(Pay Band PB-3, Rs. 15600 – 39100/- + G.P. Rs. 6600/-)

Essential Qualification & Experience :-
i) M.B.B.S degree recognized by MCI
Or
1st Class Master’s degree in Life Sciences from a recognized University.
Or
2nd Class M.Sc. in Life Sciences and allied subjects with Ph.D degree in relevant subject from a recognized University.
ii) Four years R & D experience in the related subject after obtaining essential qualification (i) above

Desirable Qualification:
i) Doctorate degree or M.D. in Microbiology from a recognized University.
ii) Additional Post Doctoral research experience in relevant subjects in recognized institute(s)
iii) Knowledge of computer application.

Job Requirements:
NICED conduct research and develop strategies for treatment, prevention and control of enteric infections and HIV/AIDS. The detailed description of the various projects undertaken by NICED can be found on the website (niced.org.in). The person must have aptitude for carrying out independent research and should provide laboratory support for ongoing projects and conducting outbreak investigations. The candidate must have hands on experience in various microbiological techniques including molecular techniques.

Age limit: Not exceeding 40 years. Relaxable up to 5 years for Government servants and SC/ST and 3 years for OBC candidates in accordance with the instructions issued by the Department of Personnel and Training from time to time in this regards.

One time age relaxation is also allowed to Scientific and Technical staff working in long-term projects in ICMR Institutes/Centres for posts advertised under HRSC, 2007 provided they meet essential qualifications and experience for the post with a view to provide them opportunity to compete with other candidates as per Council’s letter No. 6/1/2007- admn.II dated 28.3.2011.

General Relaxation clause:
Age, Qualification and Experience will be relaxable in deserving cases as per the Recruitment Rules of Health Research Scientists cadre of ICMR, 2007 under Rules 14 and Notes: 1 & 2 of Schedule-III

Other Service Conditions:
(1) Allowances as per Central Government Rules are admissible on the above pay Scale.
(2) Benefits of new restructured defined contributory Pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECB & PR Division), Notification No. 5/7/2003-ECB & PR dated 22.12.2003 effective from 1.1.2004.
(3) Private practice is not allowed. However, non-practicing allowance is admissible to medical graduates only as per rules.
(4) Applications from employees working in Central/State Govt. Departments/Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel. Advance copies of application will be considered subject to the conditions that a “No Objection Certificate” from the employer is produced at the time of personal discussion. Application received after the closing date will not be considered. Candidates called for personal discussion / interview have the option to answer in Hindi also.

How to apply:
1. Application forms and other information can be obtained from ICMR’s website icmr.nic.in
2. Application forms duly completed in all respects and signed by the applicant should be sent to the Director, National Institute of Cholera and Enteric Diseases, P-33, C.I.T. Road, Scheme XM, Beliaghata, Kolkata – 700 010, on or before the closing date.
3. Documents to be enclosed with the application form (copies attested by Gazetted Officer)
a) Proof of Date of Birth
b) Education qualifications
c) Experience

d) List of publications with impact factor & citation; role in public health impact of contribution of candidate, list of extramural projects whether R&D sponsored/ contractual and whether as PI/Co-PI or Co-Investigator.

e) Crossed Indian Postal Order (IPO) for Rs.100=00 (Rupees One Hundred only) payable to the Director, NICED, Kolkata. SC/ST/Physically Handicapped (PH) and women candidates are exempted from the application fee. IPOs are payable by all other candidates including ICMR employees.

4. Unsigned/Incomplete application or application without supportive evidence asked for/without postal order application received late are liable to summarily rejected.

NOTE:
1) Ph.D/MD degree in subjects relevant to Indian Council of Medical Research shall be treated equivalent to three years experience. Candidates with Ph.D/MD degree will be preferred for direct recruitment.
2) Since it is not possible to call all the eligible candidates for the interview/personal discussion, the applicants will be short-listed for this purpose.
3) If no suitable candidate is found at Scientist “C” level, the post can be filled up at one level below i.e. Scientist “B” level. The decision of the Director General, ICMR will be final in this regard.
4) Candidates called for interview will be paid a IInd class rail fare by the shortest route on production of documents.
5) Any canvassing by or on behalf of the candidates or to bring political or other outside influence with regard to selection/recruitment shall be disqualification.
6) The post is with all India transfer liability under the Council.
