Career for Pharmacy graduates at Government Drug Control Laboratory

Under the Health Department, Bihar, Patna, for the vacant posts of Scientific Assistant under the Senior Scientific Assistant Sub-Cadre of the Technical Staff Cadre of the Bihar Drug Control Laboratory, regular appointments are to be made.  In view of the requisition received through the General Administration Department, Bihar, Patna, applications are invited online from eligible candidates who are citizens of India, in the prescribed format, through the Commission’s website.

Essential Educational Qualification : (i) B.Sc. (Chemistry) or B.Pharm. from a recognized university, along with one year of work experience in the testing and analysis of drugs. 
Note : The requirement of work experience in the testing and analysis of drugs applies to candidates holding either of the aforementioned educational qualifications.

Age Limit
(i) The minimum age as on 01.08.2026 is 21 years.

Maximum age limit :
• (a) Unreserved (General): 37 years 
• (b) Unreserved Female: 40 years 
• (c) Backward Class / Extremely Backward Class (Male/Female): 40 years 
• (d) Scheduled Caste / Scheduled Tribe (Male/Female): 42 years 
The date of birth recorded in the candidate's Matriculation or equivalent certificate will be accepted by the Commission for determining age.
(ii) In accordance with General Administration Department Resolution No. 962 dated 22.01.2021, persons with disabilities (PwD) will be allowed 10 years' relaxation in the maximum age limit.
(iii) In accordance with General Administration Department Resolution No. 2374 dated 16.07.2007 and Letter No. 13107 dated 20.09.2019, government employees of the Bihar Government who have completed three years of continuous service will be allowed 5 years' relaxation in the maximum age limit for appointment to a higher pay scale.
(iv) Candidates who have worked on the post of Scientific Assistant / equivalent in any non-private laboratory under the State of Bihar—such as a Bihar Government, Central Government, Municipal Corporation, Panchayat, State institution or other public institution, including employment in government laboratories—may be granted relaxation in the maximum age limit equivalent to the period of their employment, based on their actual period of employment. A fraction of a year will also be included for this purpose.
The cut-off date for calculating the age relaxation will be 01.08.2026.
(v) Candidates who have worked on a contract basis will receive age relaxation equivalent to their period of work and the contract period, up to the maximum age limit prescribed for the post, provided that the candidate would otherwise be eligible for the benefit of such relaxation if appointed regularly to the same post.
(vi) In accordance with Personnel & Administrative Reforms Department Letter No. 2447 dated 06.03.1990 and General Administration Department Letter No. 5374 dated 02.04.2013, ex-servicemen will be granted age relaxation of 3 years plus the period of service rendered in the armed forces, subject to the condition that their actual age at the time of application does not exceed 57 years.
For claiming age relaxation as an ex-serviceman, submission of the relevant certificate will be mandatory.
(vii) A candidate can avail only one of the age relaxations mentioned in clauses 2(ii), 2(iii), 2(iv), 2(v), and 2(vi).

Application Fee
As per General Administration Department, Bihar, Patna, Resolution Memo No. 15568 dated 21.08.2025, every candidate has to pay an examination fee of ₹100.
In addition to the examination fee, the candidate will also have to pay the applicable bank charges, which will be collected by the bank as a bank charge during the online payment process.
The application fee must be paid online only through:
• Debit Card
• Credit Card
• Internet Banking
• UPI
The candidate should keep the payment receipt safely.
Note : Payment of fee shall be accepted through online mode only.

Selection Process
Candidates will be selected on the basis of a Written Competitive Examination and Work Experience.
(i) Preparation of Merit List
The merit list for selection will be prepared as follows:
Component Maximum Marks
(a) Written Competitive Examination (Computer Based Test) 75 marks
(b) Work Experience 25 marks
Total 100 marks
(a) Written Competitive Examination — 75 Marks
The written examination will be conducted as a Computer Based Test (CBT).
The candidate's marks in this examination will contribute a maximum of 75 marks to the final merit.
(b) Work Experience — 25 Marks
Candidates who have previously worked as a Scientific Assistant/equivalent on a contractual basis in any non-private laboratory within the State of Bihar, including:
• Bihar Government
• Central Government
• Municipal Corporation
• Panchayati Raj institutions
• Other public institutions
• Government laboratories
will receive experience marks.
The experience marks are calculated at the rate of 5 marks for each completed year of work, subject to a maximum of 25 marks.
For experience of less than one complete year, the proportionate marks will be calculated by dividing the period by 365 days.
Important: Written Exam Marks Are Reduced to 75%
The notice says that the percentage obtained in the written examination will be multiplied by 0.75 to determine the marks out of 75.
For example:
If a candidate obtains 50% marks in the written examination:
50 × 0.75 = 37.5 marks
So, the final merit score is essentially:
Written Exam Marks (out of 75) + Experience Marks (out of 25) = 100 marks
(ii) Mode of Written Examination
The Commission will conduct the written competitive examination for all candidates through Computer Based Test (CBT).


Examination Syllabus / Pattern
(a) The competitive examination question paper will contain 100 questions. All questions will be multiple-choice/objective type. The question paper will be available in both Hindi and English.
(b) The duration of the examination will be 2 hours, and the examination will carry a total of 400 marks.
(c) Questions will be asked based on the syllabus prescribed by the concerned department. The said syllabus will be published separately on the Commission's website.
(d) The examination will be conducted as a Computer Based Test (CBT) in more than one shift. Since the examination is conducted in multiple shifts, the results will be prepared using the Normalization process.
(e) Negative Marking:
• +4 marks for every correct answer.
• −1 mark for every incorrect answer.
(f) The examination result will be declared after applying the Normalization process to all candidates based on the examination.
(g) Minimum qualifying marks:
As per Bihar Government resolutions:
Category and Minimum qualifying percentage
General/UR : 40%
Backward Class (BC) 36.5%
Extremely Backward Class (EBC) : 34%
SC/ST : 32%
Women : 32%
Persons with Disabilities (PwD) : 32%
Candidates residing outside Bihar (including women and PwD candidates) must obtain the General category minimum of 40%.

Important Note
Candidates who do not obtain the minimum qualifying marks according to their category in the competitive examination will not have their claim considered/accepted.

Candidates claiming work experience under Clause 5(iii) of the advertisement, who have worked on a contractual basis, must obtain the experience certificate in the prescribed format (attached as Annexure-I) from the competent/authorized officer of the concerned institution.
Keeping Copies of Documents
Candidates must download and safely keep a hard copy/printout of the final submitted online application and all certificates/documents mentioned in the advertisement.
If the Commission asks for them at any time, the candidate must produce the hard copy of the application and self-attested photocopies of all relevant certificates.

Documents Uploaded Online
Any certificate/mark sheet that has not been mentioned/uploaded in the Online Form will not be accepted by the Commission during Document Verification.
The candidate will be responsible for proving their eligibility regarding:
• Educational qualification
• Reservation category
• Work experience
During Document Verification, only the original certificate/mark sheet corresponding to the document uploaded by the candidate in the online application will be matched and verified.
No other certificate/mark sheet will be accepted by the Commission during document verification.

Important for Document Verification
All certificates/mark sheets uploaded in the online application must be downloaded from the Commission's website and presented for verification.
Candidates must upload clear documents properly scanned through a scanner.
If a document/certificate is:
• Blurred
• Unclear
• Black
• Incomplete/partially visible
the Commission will have the authority to cancel the candidature even at the time of Document Verification.
One-Year Experience
For candidates who qualify through the written competitive examination, the validity of the mandatory one-year experience certificate related to examination and analysis of medicines/drugs will be examined/verified according to the departmental consultation.

Original Documents
At the time of document verification, candidates must produce the original versions of all certificates/mark sheets/documents mentioned in the application form.
If a certificate is not produced or is found to be defective, the Commission will be free to take an appropriate decision regarding the candidate's eligibility.

Candidates should regularly check the Commission's website.
The Commission will not be responsible for informing candidates individually through newspapers, SMS, or e-mail.
• Applications That Will Not Be Accepted
Applications submitted other than through the prescribed online application system will not be accepted.
The following applications will also be rejected:
• Printed applications
• Applications sent by post
• Handwritten applications
• Incomplete applications
• Unclear applications
• Unsigned applications
• Applications received after the prescribed deadline
The application fee will not be refunded.

Accuracy of Online Application
Candidates must fill in all entries in the online application very carefully.
After submission, no changes/corrections will be permitted in the application in the future.
If any error occurs, the Commission will not be responsible, and the applicant will be responsible for any adverse consequences.
No request for correction in an online application will be considered, and such applications may be cancelled/rejected.

Document Verification
Candidates must appear for Document Verification on the date fixed by the Commission.
If a candidate does not appear for document verification, the Commission's decision regarding any request to allow them another opportunity for document verification will be final.
Other Instructions Regarding the Online Application
(i) Candidates making online payment should download and safely keep a copy of the payment receipt.
(ii) Candidates should carefully read all the instructions before filling out the online application. While filling the form, all information should be entered very carefully and correctly.
The Commission will not be responsible for any mistake made by the candidate while entering information in the online application. No request for correction/change will be considered.
The information entered in the online application will be matched with the original certificates/mark sheets. If any discrepancy is found, the candidate's candidature will be cancelled.
(iii) Candidates should submit the online application fee only after confirming their name, date of birth, reservation category, application fee, etc.
(iv) It is the candidate's responsibility to keep the e-mail ID and mobile number entered in the online application safe/active until the final publication of the selection list.
The candidate should enter their own working mobile number and e-mail ID. They should not enter another person's mobile number or e-mail ID under any circumstances.
(v) Merely completing registration and paying the online fee does not mean that the candidate has successfully completed the entire online application.
(vi) The Commission will not be responsible for internet or banking problems. Therefore, candidates should not wait until the last date and should complete the entire application process before the deadline.
(vii) Photograph Requirements
(a) The applicant/candidate's photograph should be recent — not more than 3 months old.
(b) The applicant/candidate's face should be clearly visible, and the eyes should be open.
(c) The photograph should have a white background and should not contain any shadow. If the candidate wears spectacles, they should remove the spectacles while taking the photograph.
(d) If the photograph does not comply with the instructions given in Clause 15(vii)(a), (b), and (c), the candidature may be cancelled.
(viii) At the time of submitting the application, candidates should keep at least five additional copies of the photograph that they uploaded on the application form. They should keep these safely so that they can submit them later if required by the Commission.
(ix) The Commission will not be responsible for problems such as internet failure, incorrect payment, unsuccessful payment, or transaction-status failure during online payment.
(x) Until the last date for receiving applications, amendments may be made in the advertisement if required, based on instructions received from the concerned departments/State Government or decisions of the Commission.

Important Notes
1. Candidates are instructed not to submit an application on the basis of any false/fake certificate. If a certificate is found to be fake at any stage of the selection process, the candidate's candidature will be cancelled and legal action will be taken against them.
2. If any certificate/mark sheet or other document is found to contain an irregularity or discrepancy at any stage of the selection process, the Commission will have the authority to cancel the candidature of the concerned candidate.
