Biotechnology Industry Research Assistance Council (BIRAC) a Public Sector Undertaking of the Department of Biotechnology, Ministry of Science & Technology, and Government of India has been entrusted the responsibility of implementing this Program. It will house the Program Management Unit (PMU) that would work as an operational and functional arm to oversee and monitor program implementation.

Duration : This position is purely temporary (on contractual basis) and co-terminus with the project. The present
duration of the project is up to March, 2027.
Consolidated Remuneration : Between Rs.1,10,000/- to Rs.3,00,000/- Lump sum per month depending on
Qualification and Experience.
Essential Qualification : Ph.D./ equivalent in Life Sciences / Biological Sciences / Biotechnology / Biomedical Sciences or allied areas.
Experience : Post Qualification, 10-12 years of experience in academic, research, industry, government or similar positions, with relevant experience in infectious diseases, vaccines and host–pathogen interactions, biotechnology, translational research or scientific program management.
Desirable :
• Experience in infectious diseases, vaccine/biopharmaceutical development, project management, implementation, monitoring and evaluation.
• Strong publication record in peer-reviewed scientiϐic journals, with publications in high-impact journals being an advantage.
• Demonstrated international research experience and collaboration, including experience in working with international researchers, institutions, experts and/or organizations, preferably in areas relevant to vaccines, infectious diseases, biotechnology or translational biomedical research.
• Experience in scientiϐic and technical assessment of novel technologies, preferably in the ϐield of vaccines.
• Experience in designing, implementing and managing performance-based grants, contracts and/or collaborative agreements.

Job Description : The Senior Technical Manager (STM) will be part of the Program Management Unit (PMU) for Ind- CEPI at BIRAC and will support implementation of the Mission through close engagement with vaccine researchers, developers, academic institutions, industry, clinicians, government agencies and other key stakeholders. The STM will contribute to strengthening vaccine development and epidemic preparedness, including support for vaccine development infrastructure, academia–industry linkages, capacity building, scientific partnerships and coordination for the rapid development and testing of vaccines against known and emerging infectious disease threats. Reporting to the Mission Director (PMU), the STM will work with leading scientists and thought leaders in India and internationally; contribute to strategic planning, scientific assessment and forward-looking analysis; monitor and communicate progress against program objectives; and support the development and management of grants, contracts and multi-institutional projects supported under Ind-CEPI
Key Responsibilities
Responsibilities of the position include but are not limited to:
• Support implementation of Ind-CEPI programs for vaccine development and epidemic preparedness.
• Undertake scientific and technical evaluation of proposals, vaccine candidates, technologies and development programs.
• Coordinate scientific review, assessment and monitoring of projects with national and international experts.
• Manage and monitor multi-institutional grants/projects, including technical progress, milestones, deliverables, outcomes and implementation risks.
• Support preparation of RFPs, technical documents, project reviews and program recommendations.
• Identify emerging vaccine technologies, research gaps and opportunities for vaccine development and translation.
• Facilitate academia–industry partnerships, technology development and capacity building relevant to epidemic preparedness.
• Coordinate with government, academia, industry, clinicians and national/international organizations
to strengthen partnerships and ensure effective Mission implementation.
• Organize and coordinate expert meetings, scientific reviews, workshops, conferences and national/international consultations.
• Prepare technical reports, brieϐing notes, presentations and strategic recommendations for senior management and expert committees.
• Support strategic planning, program development and identification of new scientific and programmatic opportunities for strengthening vaccine development and epidemic preparedness.
• Coordinate grant, contractual, financial and administrative requirements related to project implementation.
• Support communication, outreach and dissemination of Mission outcomes.
• Demonstrate excellent oral and written communication, analytical, critical-thinking, problem-solving and interpersonal skills, with sound judgement and the ability to build effective collaborations, manage multiple priorities, work independently and deliver results in a dynamic, multidisciplinary environment.
• Proactive, adaptable and detail-oriented, with strong follow-through and ownership of assigned responsibilities.
• Willingness to travel domestically and internationally as required.
