ANRF invites applications from Pharma, Life Sciences, Biotechnology candidates

The Science and Engineering Research Board (SERB) is a statutory body established through an Act of Parliament. Supporting basic research in emerging areas of Science & Engineering are the primary and distinctive mandate of the Board. The Board structure, with both financial and administrative powers vested in the Board, would enable quicker decisions on research issues, greatly improving thereby our responsiveness to the genuine needs of the research scientists and the S&T system.

The Anusandhan National Research Foundation (ANRF) invites applications for filling up of the following posts as per the details given below

Scientist-D 
Pay Scale : Level-12 in Pay Matrix (Rs.78800- 209200)
No. of Posts : 02 (UR-02)
Educational and Other Qualifications : (1.) Educational and other qualifications required for direct recruits,- (a) Essential: (i) Master’s Degree from a recognized University or institute in any of the disciplines specified in Schedule I; or Bachelor’s Degree (minimum four-year degree course) from a recognized University or institute in any of the disciplines specified in Schedule II. 
(ii) Eight years’ experience in Research and Development in Industry or Academic Institution or Science and Technology Organization. 
Desirable : Doctorate degree from a recognized University or institute in any of the disciplines specified in Schedule I; or Master’s Degree from a recognized University or institute in any of the disciplines specified in Schedule II.
Note : The period spent on obtaining minimum essential educational qualification shall not count towards experience. Period spent on obtaining doctorate degree (in the field of essential qualification) from a recognized University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. The period spent on pursuing doctorate degree shall not count towards experience for any purpose, if the doctorate degree has not been awarded. However, in cases of full-time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining doctorate degree (degree awarded), experience shall be counted only for the employment period and not for the doctorate degree. 

Age limit : Upper age limit for direct recruit shall not exceed 40 years. 
B. Deputation (including short-term contract) : Grades from which deputation (including short term contract) to be made, shall be the Scientists or Technologists of the Central Government, State Government, Union territories, statutory or autonomous organizations, Universities or recognized research institutions in India or abroad,- (a.) (i) holding analogous post on regular basis in the present cadre or department; or (ii) with four years’ service rendered after appointment to the post on a regular basis in level- 11 (Rs.67700- 208700/-) or equivalent in the present cadre or department; and (b) possessing the qualifications and experience prescribed for direct recruits under para 1(a) above. 
Note 1 : The period of deputation (including short-term contract), including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in same or some other organization or Department of the Central Government shall not ordinarily exceed four years. 
Note 2 : The departmental candidates in the feeder category, who are in the direct line of promotion or upgradation under the Scheme, shall not be eligible for consideration for appointment on deputation (including short term contract) except for the ex-cadre post for which they are not the feeder grade officers. Similarly, deputationist (including those appointed on short term contract) shall not be eligible for consideration for promotions or upgradations under the Scheme. 
Note 3 : The maximum age-limit for appointment by deputation (including short term contract) shall not exceed fifty-six years as on the closing date of receipt of application for the candidates in non-remote areas of India


Scientist-C 
Pay Scale : Level-11 in Pay Matrix (Rs.67700- 208700)
No. of Posts : 05 (UR-2, OBC-01, SC-01, ST-01)
Educational and Other Qualifications : 
(1.) Educational and other qualification required for direct recruits, - 
(a) Essential: (i) a) Essential: (i) Master’s Degree from a recognized University or institute in any of the disciplines specified in Schedule I ; Or Bachelor’s Degree (minimum four-year degree course) from a recognized University or institute in any of the disciplines specified in Schedule II. (ii) Four years’ experience in Research and Development in Industry or Academic Institution or Science and Technology Organization. 
(b) Desirable: Doctorate degree from a recognized University or institute in any of the disciplines specified in Schedule I; or Master’s Degree from a recognized University or institute in any of the disciplines specified in Schedule II. General Instructions
1. Applications are invited from enthusiastic Indian Nationals with excellent academic records and proven scientific achievements along with the requisite experience and a high degree of motivation to take up the position of Scientist in ANRF. 
2. The applicant must be a citizen of India. 
3. The number of posts to be filled may vary. The ANRF reserves the right to fill vacancies arising subsequent to tis advertisement under this recruitment process till the validity date of the panel of recommended candidates in the main list or wait list. The ANRF also reserves the right to cancel the recruitment without assigning any reason. 
4. (i) The prescribed essential qualifications are minimum and mere possession of the same does not entitle candidates to be called for interview. 
(ii) The ANRF may restrict the number of candidates to be called for interview to a reasonable limit based on the information/particulars provided in their applications, through an internal shortlisting process i.e. by forming a Screening Committee to scrutinize the applications and restrict the number of candidates to be called for interview, as per the requirement of the ANRF. The suitability of the applicant shall be adjudged by the Committee keeping in view the quality and nature of experience rendered by the candidate and as per the specific job requirements of the ANRF, before being called for interview. 
(iii) The CVs of the applicants would be examined by the competent committees for screening of candidates to be called for interview and selection shall be based on suitability and availability of better candidate, keeping in view of the requirement and objective of the ANRF. 
5. A panel of candidates will be prepared from the candidates called for interview which will remain valid for 12 months (1 year) from the date of declaration of results. The panel can be used to fill up vacancies arising as notified (including vacancies arising due to resignation/repatriation of ANRF scientists or selection of ANRF scientists for higher posts) till the date of validity of the panel. No correspondence will be entertained from candidates who are not called for interview / selected for appointment. 
6. Outstation candidates called for interview will be paid Second AC railway fare for the shortest route for to & fro journey within the country from present place of stay/work, subject to production of railway tickets. 
7. The selected candidates are liable to serve anywhere in India. 
8. CANVASSING IN ANY FORM WILL RESULT IN DISQUALIFICATION OF CANDIDATURE.

HOW TO APPLY
(a) Applications should be neatly typed on thick plain paper (A-4 size 210 x 297 mm) in the prescribed format, as per Annexure, given below Viz. Annexure I - Scientist-D and Annexure II - Scientist-C.
(b) No column of the application should be left blank. In case of no information, indicate as Nil against such column. In any case, no column is to be left blank. 
(c) Candidates working in Central Government or State Governments or Union Territories or Public Sector Undertaking or recognized Research Institutions or Universities or Semi Government or Statutory or Autonomous organizations in India should apply through proper channel along with NOC of the competent authority within the prescribed last date of receiving applications. Kindy note that applications not received through proper channel with NoC will not be considered. 
(d) Applications received after the prescribed last date will not be considered, in any case. Kindly note that the applications not received through proper channel along with NoC will not be considered and will be summarily rejected. (e) Copies of self-attested certificates in support of educational qualifications, date of birth, experience and any other relevant information, if any, should be attached with the application. Applications without the supporting documents will be summarily rejected. 
(f) Candidates will have to produce the original certificates at the time of interview for verification. 
(g) Completed applications in the prescribed proforma only (as per Annexure) should be sent to the Director, Anusandhan National Research Foundation, 4th Floor, Block-II, Technology Bhawan, New Mehrauli Road, New Delhi-110016 by Speed Post in a cover superscribed “APPLICATION FOR THE POST OF SCIENTIST-D/SCIENTIST-C, (as the case may be)” within 45 days of the publication of the advertisement in Employment News/Rozgar Samachar by 5.30 PM. (60 days for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh, Lahaul and Spiti District and Pangi Sub Division of Chamba district of Himachal Pradesh, Andaman & Nicobar Islands and Lakshadweep) from the date of publication of this advertisement in Employment News (English Edition) i.e. the last date of the week in which it is published. 
(h) applications received after the closing date or received incomplete in any respect are liable to be summarily rejected. ANRF shall not be responsible for any delay on the part of postal department for delivery of applications even if posted before the last date. No representation against such rejection will be entertained. 
(i) The application in the prescribed proforma together with all necessary documents i.e. cadre clearance, vigilance clearance, copies of APARs for the last five years, etc and certificate from the employer shall be sent to ANRF at the address given in para 
(g) above, through proper channel on or before the closing date of receipt of applications. 
(j) If a candidate is residing abroad, they may request to attend the interview online or have their candidature considered in-absentia by the Selection Committee. This request must be submitted in writing. However, the decision of the appointing authority in this regard shall be final and binding. 
(k) Any discrepancy found between the information given in the application and the original documents will render the candidate ineligible unless supported by valid documents/ affidavit. In such cases, the candidate will also not receive any reimbursement for travel fare. The decision of the Appointing Authority in all matters relating to eligibility, acceptance or rejection of applications, mode of selection, conduct of examination/interview will be final and binding on the candidates. No enquiry or correspondence will be entertained in this connection from any individual or agency on behalf of the candidate. 
(l) Date of Birth filled by the candidate in the online application form and the same recorded in the Matriculation/10th Standard or equivalent mark sheet/certificate indicating date of birth will be accepted for determining the age, and no subsequent request for change will be considered/granted. Where date of birth is not available in certificate/ mark sheets issued by concerned Educational Boards, a School leaving certificate indicating Date of Birth will be considered. 
(m) Persons with Benchmark Disabilities (PwBD) fulfilling the eligibility conditions prescribed by DoPT’s extant guidelines are encouraged to apply.
Note 1: The appointment of PwDB candidate will be subject to their being found medically fit in accordance with the standards of medical fitness as prescribed by the Government for Group ‘A’ posts to be filled by Direct Recruitment, verification of certificates, etc. as per DoPT’s extant guidelines. 
Note 2 : PwBD candidates should mention in applications, their caste/community like SC/ST/OBC(NCL)/GEN and also produce Certificate of the concerned Caste/Community, as this is a horizontal reservation. A candidate under the category PwBD will be considered to be eligible for appointment only if he/she (after such physical examination as the appointing authority may prescribe) is found to satisfy the requirements of physical and medical standards for the post.

Age limit : (i) Maximum Age limit for Scientist-D for Deputation basis is 56 years. 
(ii) Upper age limit for election on direct recruitment shall not exceed 40 years for Scientist-D and 35 years for Scientist-C. (Relaxation of age limit required to be provided for Government servants, Schedule Castes, Schedule Tribes, OBC, ex- servicemen and other special category of persons will be in accordance with the orders issued by the Central Government from time to time in this regard). 
(iii) The crucial date for determining the age limit shall be closing date for receipt of application from candidates in India (and not the closing date prescribed for remote areas).

Any legal proceeding in respect of any matter of claim or dispute arising out of this advertisement and/or any application in response thereto can be instituted only in Delhi and courts/ tribunals/ forums at Delhi only shall have sole and exclusive jurisdiction to try any such case/dispute.

PLEASE NOTE : 
(i) The officers of ANRF are not covered by the Central Government Health Scheme (CGHS). However, the officers of ANRF will be governed by the Rules of ANRF in so far as the Medical facilities are concerned. 
(ii) The officers of ANRF are not eligible for allotment of residential accommodation, out of the General Pool of the Directorate of Estates, Ministry of Housing and Urban Affairs. However, the officers of ANRF will be entitled for House Rent Allowance as per the provisions of the Rules of ANRF/Government of India guidelines in this regard.
