National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute to health policy / programme design and evaluation. NHSRC intends recruiting Consultants for its Community Processes / Comprehensive Primary HealthCare Division, purely on a contractual basis.
Post : Consultant – Community Processes / Comprehensive Primary Healthcare
The Position reports to Advisor - Community Processes-Comprehensive Primary Healthcare (CP-CPHC) and is on Contractual basis. To begin with Two years and extendable based on the Performance.
Roles & Responsibilities : Direct support to selected states as allocated, for implementation of Community Processes (CP) and Comprehensive Primary Health Care (CPHC) programme. Key functions include: Programme Implementation, Capacity Building & Partnerships
• Provide technical assistance to states for implementation of Community Processes (CP) and CPHC components in decentralized manner.
• Design and deliver skill-based capacity building, mentoring, and policy support for state, district, block, and frontline teams, including at AB-AAMs and community platforms.
• Work closely with community-based organizations, especially those working with Self Help Groups (SHGs), ASHAs, and other community platforms, to strengthen community ownership and participation.
• Enable and coordinate linkages with public health institutions, research organizations, academic bodies, and technical support agencies for state and district-level CP-CPHC support.
• Support implementation planning, roll-out, review, and course correction of CP-CPHC interventions in collaboration with state and national stakeholders.
Undertake additional assignments related to CP-CPHC as assigned by the Advisor - CP-CPHC, in line with programme priorities.
Qualification & Experience : (Regular Courses Only)
i) Essential:
• Medical Graduate (MBBS, BDS, AYUSH)/ Bachelor’s in Allied Sciences (BSc in Emergency and Trauma Care, BSc in Cardio Laboratory Technology (4 years = 3 years course + 1 year internship)/Nursing/ Pharmacy with
• Specialisation : MD Community Medicine/ MPH/ MBA (Health Management/ Health Administration)/ Post Graduate Diploma in Hospital and Health Management/ MBA (Developmental Studies) degrees with at least 3 (three) years of experience in Public Health/ Community Health and Health Systems, after post-graduation.
• Experience in undertaking research, capacity building, documentation especially technical journal writing skills and working with health systems in the public health system.
• Computer Skills: Proficiency in commonly used packages like MS Word, Excel, PowerPoint. Ability to use the internet for desk research, literature review and accessing other relevant documents.
• Excellent data analytical skills, documentation, communication and presentation skills
• Good interpersonal skills
• Excellent oral and written communication skills in English and or Hindi.
ii) Desirable :
Working knowledge of other major regional languages
• Clinical experience is considered desirable but not essential.
• Experience in undertaking research reports and writing training modules on
health for community platforms
• Demonstrated ability to work in a multi-disciplinary team environment.
• Demonstrated experience in working with NGO led Primary Health
Care/Community Health Worker programs/state-level public health programmes/Grassroot level
Written Test Condition : If the recruitment process includes a written test, a ratio of 1:5 will be adopted for 1 vacancy top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
Age Limit : 45 Years and below
Work Location : New Delhi; Opportunity to gain hands-on experience of the public health canvas of states and districts. Travel to states and districts will be involved.
Remuneration Range : Between Rs. 60,000/- to Rs. 1,20,000/- per month (*Fee offered within the band will be commensurate with qualification and experience.)
Other Benefits : In addition to the remuneration mentioned above, Consultants of NHSRC are entitled to Free Accidental insurance, Subsidized Medical insurance, Mobile bills reimbursement, Laptop reimbursement (As per NHSRC Policy), 30 days Consolidated leave, fully paid Maternity leave (For Female Consultants) as per Government of India policy, performance linked increments, TA/ DA and per diem for on-duty visits.
Duration of Contract : Contract till 31st March 2028 with further extensions of similar duration (subject to satisfactory performance) Candidates selected in this interview could be considered for other vacant positions at NHSRC requiring similar skill sets and at an appropriate level.
