Shri Vishwakarma Skill University (SVSU), Dudhola (Palwal), is India’s first Government Skill University established by the Government of Haryana Act 25, 2016, in Dudhola, Palwal, Haryana. 

Online applications are invited from eligible applicants for the posts of Skill Professors and Skill Associate Professors in various disciplines on regular basis as per the details mentioned below.

Eligibility Criteria 
(i) Essential: 1. A Basic degree in Pharmacy (B.Pharm.). 
2. Registration as a pharmacist under the Pharmacy Act, 1948, as amended from time to time, including any succeeding enactments. 
3. A Ph.D. Degree with First Class at Bachelor’s or Master’s Degree in the appropriate branch of specialization in Pharmacy, and experience of ten 10 years in teaching, research, industry and / or profession at the level of Lecturer or equivalent grade; 
4. A total research score of 120 as per the criteria given in Annexure- B OR 
(ii). In the event the candidate is from industry and the profession, the following shall constitute as essential: 
1. First Class Master’s Degree in the appropriate branch of specialization in Pharmacy; and 
2. Significant professional work which can be recognized as equivalent to a Ph.D. Degree in appropriate branch of specialization in Pharmacy and industrial / professional experience of five years at a senior level comparable to Assistant Professor / Reader, Provided that the recognition for significant professional shall be valid only if the same is recommended unanimously by a 3-Member Committee of Experts appointed by the Vice-Chancellor of the University.

Eligibility Criteria 
Essential : 1. A Basic degree in Pharmacy (B. Pharm.).
2. Registration as a pharmacist under the Pharmacy Act, 1948, as amended from time to time, including any succeeding enactments.
3. A Ph.D. Degree with First Class at Bachelor’s or Master’s Degree in the appropriate branch of specialization in Pharmacy, and experience of eight years in teaching, research, industry and / or profession at the level of Lecturer or equivalent grade; excluding period spent on obtaining the research degree. 
4. A total research score of 75 as per the criteria given in Annexure-B OR In the event the candidate is from industry and the profession, the following shall constitute as essential : 
1. First Class Master’s Degree in the appropriate branch of specialization in Pharmacy; 
2. Significant professional work which can be recognized as equivalent to a Ph.D. Degree in appropriate branch of specialization in Pharmacy and industrial / professional experience of eight years in a position equivalent to the level of Lecturer, Provided that the recognition for significant professional shall be valid only if the same is recommended unanimously by a 3-Member Committee of Experts appointed by the Vice-Chancellor of the University. 
iii. Desirable : 1. Teaching, research industrial and / or professional experience in a reputed organization; 
2. Published work, such as research papers, patents filed / obtained, books and/ or technical reports; and 3, Experience of guiding the project work, dissertation of post graduate or research students or supervising R&D projects in industry.

Important Instructions to the Candidates 
1. The Candidate must be citizen of India and must have knowledge of Hindi/Sanskrit as one of the subject at matric or higher level. 
2. Age limit: As per UGC guidelines. 
3. Good knowledge of computer applications will be preferred. 
4. All qualifications must be attained from recognized Board/Universities/Institutes. The Candidates who have obtained qualifications from any Board/University/Institution declared fake or not recognized by respective regulatory bodies shall not be eligible for consideration for any of the post advertised and no representation in this regard shall be entertained. Qualifications obtained through distance mode are not admissible for teaching posts in Science and Technology. 
5. If a Grade Point System is adopted the CGPA will be converted into equivalent marks. A copy of the relevant document for conversion of CGPA into equivalent marks along with application form need to be submitted. 
6. No document or fee will be accepted/ considered by the University after last date of submission of application form and no subsequent request for any change will be considered. However, the University may ask to submit any document, if so required for clarification etc. No correspondence/email/ phone will be entertained in this regard. 
7. An applicant needs to apply by filing up all the requisite fields and all the required documents will need to be uploaded/ sent along with the application form. Application not supported with required application fee, self-attested copies of certificates/ testimonials will be rejected. Incomplete applications or the applications received without the prescribed fee or received after the last date of receipt of applications will be rejected and no correspondence will be entertained in this regard. 
8. The applicant’s resident of outside Haryana belongs to any reserved category shall be considered for the post advertised under General category only. Hence, they have to apply only against the post advertised under unreserved (UR) category. 
9. The applicants should possess the prescribed essential qualifications and experience as on closing date of applications as prescribed by the University. The qualifications and experience is placed at Annexure-A for the post of Skill Professors and Skill Associate Professors are bare minimum and mere possession of the same will not entitle any candidate to be called for teaching skill/ interview. The selection to teaching posts will be made as per specified selection criteria. 
10. The vacancy shown in advertisement are tentative and may increase or decrease at the discretion of the University at the time of selection. The University reserves the right not to fill any post advertised without assigning any reason. 

11. All the supporting documents are required to be uploaded with the application form duly self- attested and page numbered. The checklist of enclosed documents should also be enclosed otherwise; the candidates will be solely responsible for misplace/loss of any enclosed document 
12. No TA/DA will be paid for attending any skill test/presentation/ interview. 
13. If the process of recruitment is not completed within six months after the last date, the advertised posts will be re- advertised. 
14. The time taken by candidates to acquire M.Phil or Ph.D. degree shall not be considered as teaching/ research experience to be claimed for appointment to the teaching positions. Further, the period of active service spent on pursuing research degree simultaneously with teaching assignment without taking any kind of leave, shall be counted as teaching experience for the purpose of direct recruitment.
15. The post-doctoral experience shall be counted only if the candidate has worked on a post-doctoral fellowship of some Govt. funded agency like UGC/ICSSR/ICAR etc. Such experience shall be counted only for the original term provided under relevant rules. 
16. As per Ministry of Human Resource Development Notification No. 44 dated 01-03-1995 published in Gazette of India edition dated 10-06-2015, the Degree obtained through open Universities/ Distance Education Mode needs to be recognized by Distance Education Council, (DEC). Accordingly, unless such Degrees had been recognized for the period when the candidates acquired the relevant qualification, they will not be accepted for the purpose of Educational Qualification. 
17. The scrutiny of application will be done on the basis of information filled and documents submitted along with the application and thus remain provisional till the same are got verified. If on verification, any information/ documents is found to be incorrect at any stage (even after selection) the applicant will be liable for prosecution as per the applicable rules and his candidature will be rejected. The University shall verify the antecedents or documents submitted by a candidate at any time at the time of appointment or during the tenure of the service. In case, it is detected that the documents submitted by the candidates are fake or the candidate has a clandestine antecedents/background and has suppressed the said information, then his services shall be terminated. 
18. No change/modification in the category of any candidate will be allowed after submission of application form. No correspondence/email/ phone will be entertained in this regard. 
19. Application not supported with required application fee, self-attested copies of certificates/ testimonials will be rejected. Incomplete applications or the applications received without the prescribed fee will be rejected and no correspondence will be entertained in this regard. 
20. It is the responsibility of the candidate to ascertain his/her own eligibility for the post which he/she is applying in accordance with the prescribed qualifications, experience, etc., and submit his application duly online filled-in, along with the desired information and documents as per the advertisement in time. Suppression of factual information, supply of fake documents, providing false or misleading information or canvassing in any manner on the part of the candidates shall lead to his/her disqualification in addition to legal action.


21. In case any applicant wishes to apply for more than one post, separate application with separate application fees and all supporting documents are required to be submitted otherwise application shall be rejected. 
22. Reserved category candidates shall be considered against General category also strictly as per Govt. letter No. EC/2018/20179-389 dated 26.04.2018 & 12/1-2017 Ad (3) dated 04.06.2018. 
23. To compute the merit points, no rounding shall be carried out. The number should be accurate to three decimal places. 
24. A relaxation of 5% shall be allowed at the Bachelor's as well as at the Master's level for the candidates belonging to Deprived SC /Other SC/Scheduled Tribe/Backward classes 'A' & 'B', (Non- creamy Layer) and PwBD category candidates of Haryana for the purpose of eligibility and assessing good academic record for direct recruitment. The eligibility marks of 55% marks (or an equivalent grade in a point scale wherever the grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible, based only on the qualifying marks without including any grace mark procedure. 
25. The applicants belonging to Scheduled Caste shall have to submit the Caste Certificate strictly as per the latest State Govt. notification no. 22/163/2024-5HR-III dated. 13.11.2024. failing which no benefit of reservation of DSC/OSC category shall be entertained and application shall stands rejected. 
26. A relaxation of 5% shall be provided (from 55% to 50% of the marks) to the Ph.D. Degree holders who have obtained their Master's Degree prior to l9 Sept, l99l. 
27. The following categories of persons shall not be eligible to apply for any position in the University :
i. Who has been convicted by any Court of Law or any criminal proceedings are pending against him/her. 
ii. Who is a person of unsound mind and questionable conduct or not medically fit to perform his/her duties. 
iii. Who has entered into or contracted a marriage with a person having a living spouse; provided that the Competent Authority of the University may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing so, exempt any person from the operation of these Rules; 
iv. Any other category of person disqualified for appointment by the Govt. of India/ State Govt./ UGC from time to time.
28. Information uploaded on the University website shall not be provided to any candidate under RTI Act, 2005. The uploaded information on the University website shall remain for a specific period only. Therefore, the candidates are advised to download the information and keep the same for future reference. During the recruitment process, neither any application under RTI Act, 2005 shall be entertained nor information shall be provided. Factual information under RTI Act may be provided only after declaration of final result and completion of the entire recruitment process of this advertisement(s) subject to provisions of RTI Act. Reply shall not be provided for any inferential or speculative question. 
29. Applicants must have a valid active personal mobile no./email ID (not to be changed till process gets over) as the relevant information may be emailed/SMS. The University will not be responsible for non- delivery of email/SMS. 
30. The candidates found eligible by the Screening Committee and short listed by the University will be called for interview. Those declared ineligible will not be informed about their status.

31. To avoid any doubt, it is hereby clarified that, If class or division is not declared at the Bachelor’s or Master’s Degree levels, an aggregate of >=60% or equivalent cumulative grade pint Average(CGPA) is to be considered as equivalent to first class. In case of CGPA awarded to the candidates on a 10 point scale, the candidate need to obtained and submit the table of equivalence from the concerned university along with the application form. If the candidate fails to provide the proof of conversion formula, then CGPA shall be multiplied by default value 9 on a scale of 10 to obtain the percentage of marks: and in case of any other scale, the factor to be multiplied will be taken proportionate to 9 e.g. if 4-point scale is there then the CGPA will be multiplied by (X10/4. In case of integrated Programme, then %-age of marks will be considered for both the degrees covered (UG and PG) under the programme. 
32. The candidates claiming benefit/ reservation under ESM (Ex Service Man) / PH (PwBD i.e. Person with Benchmark Disabilities) category of Haryana are directed to also fill their respective category i.e. General/DSC/OSC/ BC-‘A’ / BC-‘B’/ EWS to which they belong. 
• The benefit of reservation will be given only to those DSC/OSC/ BC-A/ BC-B, PwBD, EWS and ESM/ DESM applicants who are having domicile of State of Haryana. 
• In case of non-availability of suitable candidate(s) under horizontal reservation category of ESM under any vertical Category of Gen/DSC/OSC/BC/EWS for which post(s) are reserved but no ESM/DESM candidate of respective category is available, the candidate from the respective vertical category will be considered for that post. Benefit of reservation of ESM/DESM will be applicable as per State Govt. Instructions issued vide letter No.01/10/2021-2HR-III dated 25th May 2026. 
• The dependent sons/daughters of ESM will be considered against ESM category if post advertised and suitable ESM applicants are not available. ESM/DESM applicants of Haryana claiming benefit will have to produce the fresh eligibility certificate from the concerned Zila Sainik Board to the effect that his/her father has not availed the benefit of re-employment in any Government Service, Public Sector undertaking including Para- Military Forces, in view of State Government instructions. Mere dependent certificate will not be entertained. 
• The women applicants seeking reservation under a particular category e.g. DSC/OSC/BC-A & BC-B/ EWS etc. are required to submit the latest requisite Certificate issued by the Competent Authority from Parental Side only. The Certificate from in-laws (Husband’s side) will not be entertained.

Note
I. The applicants of reserved categories of Haryana for which no post is available/reserved, can apply for the posts in General Category, if he/she fulfils all the eligibility conditions i.e. age, qualification & experience etc. as meant for general category except fees and also attach latest scanned copy of his/her caste certificates for claiming fees concession. Any other relaxation will not be admissible to such applicants. 
II. The reserved category applicants of other States will be considered only for General Category Posts. Such applicants should fulfil all the eligibility conditions as meant for General Category applicants and application fees shall be paid accordingly. 
III. Backward Class (A & B) candidates claiming benefit of reservation have to submit a certificate issued by the competent authority of Haryana dated not before six months of the last date of receipt of applications mentioning therein that he/she is not covered under the criteria of creamy layer as per State Govt. instructions issued by vide letter No. 22/132/2013-1GS-III dated 22-03-2022, Govt. Notification No. 40/13/2024-1SW dated 16-07-2024, and as amended from time to time. 
IV. EWS certificate on prescribed proforma should be valid for the year in which the candidates have applied for the posts as per govt. instructions issued vide no. 22/12/2019-IGS-III, dated 14.01.2026. The EWS certificate should be issued after 31.03.2026 and valid for the year 2026-27. EWS certificate issued for jobs in Central Govt. will not be considered irrespective of income mentioned in certificate. Fresh EWS certificate will be required at the time of document verification and for further process. If a candidate fails to submit certificate as per above requirement, then he/she shall be considered under Un-reserved category, if they fulfil the eligibility condition/criteria of Unreserved category(UR). 
33. Concealment of facts or supply of wrong information will result in cancellation of candidature at any time in addition to legal action. 
34. The University reserves the right of deciding the disciplines as concerned/relevant/ allied/ while scrutinizing the applications. The decision of the university shall be final and binding on the candidates. 
35. The proof of peer reviewed/refereed/ UGC listed journal status, /SCI Journals / Thomson Reuters impact factor, authorship claim etc. should be provided with a valid document along with application form. Also the legible copy of claimed research papers should be enclosed with the application. University will not be responsible for any mistake in score due to not providing valid proof. 36. All original documents in support of the claims should be produced for verification before/at the time of interview, if called for. 37. The candidates, who are already in employment in Government service/ departments/Universities/Educational Institutions/Public Enterprises/Quasi Government in a permanent capacity must apply through proper channel. Such candidates shall submit an advance copy of their application form directly in online mode to the University on or before the last date of receipt of application as notified. If there is delay in forwarding of the application, the candidates should, if and when called for the interview bring along the written permission i.e. No Objection Certificate of the employer permitting him/her to appear before the interview. In absence of “No Objection Certificate” the candidate will not be allowed to appear for the interview 
38. Any of the posts advertised may be withdrawn from being filled up at any time without assigning any reason at any stage and application fee will be refunded by the University to the applicant. 
39. The Candidates are advised to keep on visiting the website of the University for related updates including any corrigendum/addendum, date of interview list of shortlisted candidates etc. Further, no information in respect of this advertisement shall be published in the newspapers. 
40. No correspondence what so ever will be entertained from any candidates regarding conduct/ result of Interview and the reason for not being called for Teaching skill test/Interview.

41. In case of any inadvertent mistake in the process of selection, which may be detected at any stage even after issuing the appointment letter, the University reserves the right to modify/withdraw/cancel any communication made to the applicant in this regard. In case of any dispute arising out of such a situation, the decision of the University shall be final and binding on the applicant. 39. Candidates applying for the post of Skill Professor(s) and Associate Professor(s) are required minimum API score of 120 (One hundred Twenty) and 75 (Seventy-Five) respectively (wherever required). The candidates should calculate and justify at their own, enclosed necessary documents in support of his/her claim and should refer to guidelines/ methodology for calculating Academic & Research score based on performance approval system appended at Annexure-B. The Criteria for selection/shortlisting of applicants to the post of Skill Professor(s) and Skill Associate Professor(s) is placed at Annexure-C. Candidates to be called for interview, especially even where specializations are mentioned, will be decided by the Screening Committee whose recommendations for one being called (or not being called) for interview shall be final. Thus, only those who possess the required specialization(s) and fulfilling the minimum eligibility conditions need to apply. 
42. One’s claim for a given specialization must be supported by credible evidence in terms of research publications in peer reviewed Research Journals, and /or teaching experience in the relevant field/ specialization for at least five years to be properly certified and authenticated by the appropriate authority/Head of the institutions. Applications found lacking in any such respect(s) are liable to be ignored/rejected. Those declared ineligible will not be informed of their status being as such. Candidates are thus advised to make sure before applying that they are indeed eligible for a given post both in terms of minimum eligibility conditions and the required specialization attached therewith, if any.
43. The decision of the University in all matters relating to acceptance or rejection of an application, eligibility/ suitability of the candidates, or the criteria for selection, etc. will be final and binding on the candidates. No query or correspondence will be entertained in this regard. 
44. The candidates, who were registered for Ph.D. Programme prior to July 11, 2009 and have been awarded degree, are required to produce a certificate for fulfilment of the conditions to be issued by the Dean (Academic Affairs) or Registrar of the concerned Universities as per Annexure-D. 
45. The candidates who were registered for Ph.D. Programme on or after July 11, 2009 are required to produce a certificate for fulfilment of the provisions of the UGC (minimum standards and procedure for award of Ph.D. degree) Regulations, 2009 to be issued by the Dean, (Academic Affairs) or Registrar of the concerned University as per Annexure-E. 
46. The candidates who obtained their degrees, which are essential for eligibility, from Singhania University (Rajasthan), EIILM University (Sikkim), Manav Bharti University (Himachal Pradesh), Vinayaka Mission University (Sikkim), Global Open University (Nagaland) and Vinayaka Mission University, Salem, Tamil Nadu vide notification. D.O No. F 5-4/2014 (CPP-I/PU) dated 05.08.2014 and D.O No. F 106/2011 (PS) Misc. dated 06.07.2015 have been declared ineligible for appointment in the University. However, their candidature will be considered for the appointment in the University if they upload the certificate as per Annexure titled “Certificate in respect to Ph.D. from main campus and supervisor eligibility as per UGC norms”, in addition to Annexure-D titled “For the candidates who registered for Ph.D. Program prior to July 11, 2009” or Annexure-E titled “For the candidates who registered for Ph.D. Program on or after July 11, 2009”, whichever is applicable from their universities. Such candidate(s) having degrees issued by the above Universities through Distance Education Mode will have to upload the certificate duly verified from the Distance Education Council/Distance Education Bureau, New Delhi. 
47. In case of applicants, who is otherwise eligible, the benefit of such degree(s) towards marks/weightage/score would also be subject to the submission of certificate(s) as annexure mentioned in above point no. 46. 
48. The period of experience wherever prescribed shall be counted only after obtaining the prescribed essential qualification. The experience certificate in support of the experience wherever prescribed should clearly reveal about the period of work, designation with pay scale/pay band with grade pay/ pay level. The certificate must be supported with PF statement/ Form 16/ Bank Statement/ITR or any other valid proof of salary paid as claimed. Furthermore, the Detailed Guidelines of the experience claimed (Extract of the State Government Instructions contained in DGHE, Haryana vide letter dated 11.11.2022) is attached at Annexure-F.

2. Application Fees will be paid in online mode only. The details of fee to be paid category wise is as under:-
[1] (i) For male candidates of Gen. Category including DESM of Haryana. 
(ii) For Male/Female candidates of General category and all reserved categories of other states  : 1000/- 
[2] For all Female candidates of Gen. category including Female DESM of Haryana Only  : 250/- 
[3] For Male and Female candidates of DSC/OSC/BCA/BCB/ESM/EWS categories of Haryana only  : 250/- 
[4] For all persons with disabilities category candidates (with at least 40% disability) of Haryana Only. : Nil
3. The relaxation in application fee is applicable to the candidates of reserved categories of Haryana State only. 
4. Fee once deposited is neither transferable nor refundable or adjustable. 
5. Candidates applying for multiple posts will be required to pay separate fee against each post. 
6. The fee will be accepted through online mode only. Link has been given in the online Application Form on the University website. 
7. The reservation has been given as per State Govt. Reservation Policy and subject to change as per the State Govt. reservation policy/norms come into force. Change, if any, will be notified on the University website. 
8. In case, no suitable candidate of EWS category found for post reserved for EWS, the post will be filled from UR category. Hence, the General category candidate may also apply. 
10. The University reserves the right to increase or decrease the number of posts and to withdraw or not to fill any post advertised without assigning any reason at any stage whenever required. 
11. Any type of corrigendum/addendum/amendment/notice/updating etc. related to this advertisement shall be updated on university website only.
