Career for Pharmacy gradutes with MBA at CMSS

Central Medical Services Society has been established with the approval of Cabinet on 24.08.2011 as a Central Procurement Agency to streamline drug procurement and distribution system of Department of Health and Family Welfare, Ministry of Health and Family Welfare, Government of India and to eliminate existing deficiencies. The Mission of the Society is to procure high quality health sector goods in a transparent and cost-effective manner in line with the directives of the Government of India and ensure timely and un-interrupted supply of health sector goods & services for State Government and Union Territories.

General Manager (Logistics & Supply Chain)
Number of Posts  : One (01)
Emoluments : Rs. 1,50,000/- per month (Consolidated - all inclusive)
Tenure of Post : On yearly contract basis, initially for a period of 5 years (Renewable on yearly basis subject to satisfactory performance). For deserving candidates, period of engagement can be further extended, on yearly basis subject to satisfactory performance.
Age limit : Up to 55 years of age as on last date of submission of application.

Educational Qualification : An Engineering Degree/ B.Pharma / MBA
Experience : Candidate must have post qualification work experience of minimum 15 years [including minimum 5 years of work experience in Central Govt./State Govt./PSU/Autonomous Body] with at least 5 years domain experience in core functions related to procurement and supply chain management, preferably in health sector goods. Working knowledge and experience of MS Office applications.
Probation period : 6 months
Period of appointment : For retention /continuation, review of performance after every year by the DG & CEO and the Governing Body of the Society. However, services can be terminated by serving one month notice by either side Annual increase in salary 5% Subject to satisfactory performance.

Main Responsibilities of General Manager (Logistics & Supply Chain)
1) Putting in place a proper supply chain infrastructure with IT enabled systems.
2) Efficient management of warehouses of CMSS.
3) To ensure movement of goods to the user namely the State Governments and also assist them in further movement of goods to the end users.
4) Develop and implement pipeline strategies in line with Tnternational/National Best Practices’.
5) Collect and report on logistics data for MIS.
6) Use data to drive supply chain operations.
7) Identity and rectify weaknesses within the present system.
8) To establish modern warehouses, storage rooms, and cold storage facilities in various locations within India or elsewhere for safe and convenient storage of medicines, surgical products and other medical and Para-medical products of all description.
9) Design and implementation of a Logistics Management Information System and Inventory and Stock Management Systems.
10) Devise a cost effective transport and distribution system.
11) To improve cost effectiveness including methods to reduce losses, overstocking, waste, inefficient handling and distribution as well as to introduce expiry date tracking and efficient security measure.
12) Advice States to bring improvements in the inventory control, efficient running of warehouses with better MIS.
13) Training to CMSS staff as well as to the State Govt, on quantification methodologies.
14) Advice in the matters of quality assurance during storage and movement.
15) Monitor the performance of contractors and suppliers for goods and services.
16) Other duties as specified or assigned by the Director General /CEO.


General Manager (Procurement)
Emoluments :
Rs. 1,50,000/- per month (Consolidated - all inclusive)

Educational Qualification : An Engineering degree / B.Pharma / MBA
Experience : Candidate must have post qualification work experience of minimum 15 years [including minimum 5 years of work experience in Central Govt./State Govt./PSU/Autonomous Body] with at least 5 years domain experience in core procurement. Working Knowledge and experience of MS office applications, CPP portal, GFR essential.

Main Responsibilities of General Manager (Procurement)
1. To oversee that the procurement (Domestic & Externally Aided Projects) is done in a transparent, efficient and economic manner, in line with the law of the land.
2. To monitor storage in warehouses and order goods based on needs so as to avoid shortages and wastages.
3. Framing of generic specification for health sector goods and equipments after discussion with all stakeholders and its updating from time to time.
4. Codification of all the items to be procured by CMSS.
5. Provide and maintain a supplier database incorporating details of contact particulars product, licensing, performance and prior product quality problems.
6. Registration of suppliers based on credentials, manufacturing capability, quality assurance system, past performance, GMP, after sale service and financial background etc. and vendor rating.
7. Standardisation of bidding documents including conditions such as specification qualification requirement, delivery etc.
8. Standardisation of award of contract document and other related documents.
9. Responsible for bid evaluation, award of contract and post contract management.
10. To ensure prompt payment to suppliers and assist in resolving their genuine problems.
11. Preparation of a data-base of accredited testing laboratories for pharmaceuticals and other medical supplies.
12. Advise on setting up a QA system for drugs and pharmaceuticals covering the entire supply chain process in close collaboration with the Quality Assurance Division.
13.  Assist in training needs assessment for procurement, distribution and storage of pharmaceuticals items and in the preparation of training materials. To train CMSS and State Government Procurement personnel.
14. Provide assistance in the selection and quantification of drugs and other pharmaceuticals products.
15. To implement an e-procurement solution compliant with e-procurement system of the Government of India.
16. Conducting Market Research.
17. To provide technical and managerial advice to Ministry/ Department of Central Government, Statement Governments on procurement of health sector goods.
18. Assist State Governments or any other agency for procurement reforms in the health sector with the prior approval of the Ministry of Health & Family welfare.
19. Other duties as specified or assigned by the Director General/CEO.

Assistant General Manager (Logistics & Supply Chain)
Emoluments : Rs. 80,000/- per month (Consolidated all inclusive)
Tenure of Post : On yearly contract basis, initially for a period of 5 years (Renewable on yearly basis subject to satisfactory performance). For deserving candidates, period of engagement can be further extended, on yearly basis subject to satisfactory performance.
Age limit : Below 45 years of age as on the last date of submission of the application.
Educational Qualification : Engineering Degree/B.pharma/ MBA. Experience .Candidate must have post qualification work experience of minimum 6 years [including minimum 03 years of work experience in Central Govt./State Govt./PSU/Autonomous body] with at least 04 years domain experience in Material Management, Warehousing, Distribution and Logistics
Desirable : A. Experience in Supply Chain Management of Perishable commodity and modern ERP is desirable.

Probation period : 6- Months

Annual increase in salary : 5% Subject to satisfactoiy performance.

Main Responsibility
1) To lay down guidelines for efficient management of Logistics and Supply Chain Management of warehouses of CMSS as well as ensure timely supply of goods to Nodal Officer of Programs.
2) Implement national/international Best Practices for storage and distribution of health related goods.
3) Collect and report MIS pertaining to receipts, dispatches, expiry, near expiry fill rates vendor fill rates etc.
4) Use data to drive supply chain efficiencies.
5) To design replenishment process and monitor stock out positions.
6) Designs and implementation Logistics and Inventory Management System.
7) Devise a cost effective transport and distribution systems.
8) To improve cost effectiveness including methods to reduce losses, overstocking, waste, expiry date tracking, security measure, and inefficient handling and distribution methods.
9) Advice States to bring improvements in the inventory control, efficient running of warehouses with better MTS.
10) Training to CMSS and other government staff on Good Warehousing Practices.
11) Monitoring and evaluate vendors on the laid down parameters.
12) Any other duties as assigned by the DG & CEO or /and Reporting Officer.
