Panchayat Raj is an innovative experiment in the formation of modern India. Balwantrai Mehta Committee has recommended the three-way Panchayat Raj method for participating in rural development in rural areas. Following this, the Government of Maharashtra agreed on 1 May 1962 the Maharashtra Zilla Parishad and Panchayat Samities Act of 1961, and at the district level, the Zilla Parishad, the Panchayat Samiti at the group level and the Gram Panchayat at the village level, thus formed the three-tier Panchayat Raj. On 1 May 1962, Nashik Zilla Parishad was formed.
