NBRI invites applications for Post of Technical Officer

The CSIR-National Botanical Research Institute is amongst one of the constituent research institutes of the Council of Scientific and Industrial Research (CSIR), New Delhi. Originally set up as the National Botanic Gardens (NBG) by the State Government of Uttar Pradesh  it was taken over by the CSIR in 1953. Though, initially engaged in research in the classical botanical disciplines, the NBG went on laying an increasing emphasis, in keeping with the national needs and priorities in the field of plant sciences, on its applied and developmental research activities.

CSIR-NBRI invites applications from Indian citizens in the prescribed application format for the posts of Technical Staff for technical assistance & support in research activities as per the details here under.

Sr. Technical Officer

Essential educational qualifications & experience : M.Sc. Botany/Chemistry/Microbiology with minimum of 55% marks or B.Pharma with minimum of 55% marks, and two years working experience in the area of Pharmacognosy/ Chemotaxonomy/ Herbal drug development.
Desirable experience : Handling experience of HPLC, HPTLC, UPLC, and GC-MS for bioprospection, Chemotaxonomy and herbal drug development as evident from SCI publications/ patents.
Job requirement : (i) Field collection of medicinal plants, phytochemical analysis using analytical instruments like HPLC, HPTLC, UPLC, and GC-MS and selection of elite germplasm, (ii) Preparation of extracts, quality control, herbal drug/ product development.

Technical Officer

Essential educational qualifications & experience : M.Sc. in Environmental Sciences/ Environmental Studies/ Microbiology/ Environmental Microbiology/ Applied Microbiology with 55% marks or B.Tech. in Environmental Science and Environmental Engineering/ Industrial Microbiology with 55% marks
Desirable experience : Two years research experience in handling and performing spectrometry / chromatography / spectroscopy for analytical / bioanalytical work and having SCI publications. Good knowledge of ISO/IEC: 17025 -2017 or GLP practices.
Job requirement : Expected to assist in day-to-day analytical works using high-end sophisticated equipments such as ICP-MS, GC, FTIR, IC, etc. To assist in method development, validation of methods, quality control and quality assurance, technical support in chemical and molecular analysis of samples. One position is for bioremediation related works and other is for EIA activities.

Benefits under Council service
a) These posts carry usual allowances i.e. Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA) etc. as admissible to the Central Government employees and as made applicable to CSIR. Council employees are also eligible for accommodation of their entitled type as per CSIR Residence allotment rules depending on availability in which case HRA will not be admissible.
b) In addition to the emoluments indicated against each category of posts, benefits such as applicability of New Pension Scheme 2004, reimbursements of Medical Expenses, Leave Travel Concession, Conveyance allowance and House Building Advance are available as per CSIR rules.
C) CSIR provides excellent opportunities to deserving candidates for career advancement under Assessment Promotion scheme.
d) Deserving candidates may be considered for advance increment(s) as per CSIR Rules.


Other conditions:-
a) The applicant must be a citizen of India.
b) All applicants must fulfill the essential requirements of the post and other conditions stipulated in the advertisement as on the last date of receipt of the applications i.e. 23.07.2021. They are advised to satisfy themselves before applying that they possess at least the essential qualifications laid down for the advertised post as on the last date of receipt of the application. No enquiry asking for advice as to eligibility will be entertained. The prescribed essential qualifications are the minimum and the mere possession of the same does not entitle candidates to be called for interview. The duly constituted Screening Committee will adopt its own criteria for short-listing the candidates. The candidate should therefore, mention in the application all the qualifications and experiences in the relevant area over and above the minimum prescribed qualification, supported with documents.
c) The application should be accompanied by self attested copies of the relevant educational qualification, experience. The prescribed qualifications should have been obtained through recognized Universities / Institutions etc.
d) In respect of equivalent clause in essential qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement, then the candidate is required to produce Order/Letter in this regard, indicating the Authority (with number and date) under which it has been so treated otherwise the application is liable to be rejected.
e) The period of experience rendered by a candidate on part time basis, daily wages, visiting / guest faculty will not be counted while calculating the valid experience for short listing the candidates for Interview/Trade Test.
f) If any document/ certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted Officer or notary is to be submitted.
g) The date for determining the upper age limit, qualifications and / or experience shall be the Closing date prescribed for receipt of applications i.e .23.07.2021
h) The period of experience in a discipline / area of work, wherever prescribed shall be counted after the date of acquiring the minimum prescribed educational qualifications prescribed for that grade.
i) Persons with disabilities (PWD) fulfilling the eligibility conditions prescribed under GOI instructions are encouraged to apply.

j) Only outstation candidates called and found eligible for interview will be paid to and fro single second class rail fare from the actual place of undertaking the journey or from the normal place of their residence whichever is nearer to Lucknow Railway Station on production of Rail Tickets/Rail Ticket Numbers or any other proof of journey. However, No Travelling allowance is payable for appearing in Trade Test/Written examination.
k) Any discrepancy found between the information given in application and as evident in original documents will make the candidate ineligible for appearing in interview. Such candidate will not be paid any fare.
l) The decision of the NBRI/CSIR in all matters relating to eligibility, acceptance or rejection of applications, mode of selection, conduct of examination/interview will be final and binding on the candidates. The Competent Authority has a right to amend, delete and add terms and conditions to this advertisement.
m) Canvassing in any form and / or bringing any influence political or otherwise will be treated as a disqualification for the post.
n) Certificates / documents in support of experience must specify duration of experience in terms of date / month / year.
o) The number of vacancies indicated against each category/post is provisional and may vary at the time of selection.
p) In the event of number of applications being large, CSIR-NBRI may adopt short listing criteria to restrict the number of candidates to be called for interview/Trade Test to a reasonable number by any or more of the following methods:
(i) On the basis of higher educational qualifications than the minimum prescribed in the advertisement.
(ii) On the basis of higher experience in the relevant field than the minimum prescribed in the Advertisement.
(iii) By holding a written Test
(iv) Any other methodology as deemed fit by Screening Committee.
q) For the post codes T-02, The candidates as recommended by the Screening Committee will be invited for a trade test. Those who qualify in the trade test will be invited for a competitive written examination. The final merit list will be prepared on the basis of the performance of the candidates in the Competitive written examination. The detailed plan/Syllabus for written examination will be available on the Institute's website:
r) NO INTERIM ENQUIRY OR CORRESPONDANCE WILL BE ENTERTAINED.

Relaxations
a) The upper age limit is relaxable upto 05 years for SC/ST and 03 years for OBC as per Government order in force only in those cases where the post are reserved for respective categories, on production of relevant certificate in the prescribed format signed by the specified authority at the time of interview.
b) Upper age limit is also relaxable upto five years for the regular employees working in CSIR laboratories/institutes, Government Departments, autonomous bodies and public sector undertakings.
c) As per GOI provisions, age relaxation for Widows, Divorced Women and Women Judicially separated from their Husbands, who are not remarried , the upper age limit is relaxable up to the age of 35 years (upto 40 years for members of Scheduled Castes/Scheduled Tribes and upto 38 years for members belonging to other Backward Classes in respect of the posts reserved for them) for widows, divorced Women and Women Judicially separated from their Husbands who are not remarried. Those claiming age relaxation under this sub-para would be required to produce following documentary evidence:
i. In case of Widow, Death Certificate of her husband together with the Affidavit that she has not remarried .
ii. In case of divorced Women and Women judicially separated from their husbands, a certified copy of the judgement/decree of the appropriate Court to prove the fact of divorce or the judicial separation, as the case may be, with an Affidavit in respect of divorced Women that they have not remarried .
d) Age relaxation to Persons with Disabilities (PWD) is permissible as per GOI orders issued from time to time. The persons claiming age relaxation under this sub-para would be required to produce a certificate in prescribed proforma in support of their claims clearly indicating that the degree of physical disability is 40% or more. In any case, the appointment of these candidates will be subject to their being found medically fit in accordance with the standards of medical fitness as prescribed by the Government for each individual posts to be filled by Direct Recruitment by Selection.
e) Relaxation in age, over and above the stipulated limit, educational qualification and / or experience may be considered in case of exceptionally meritorious candidates or if sufficient number of candidates possessing the requisite qualification and/ or experience are not available to fill up the posts.
f) Relaxation of five years will also be permissible to those who had ordinarily been domiciled in the State of Jammu and Kashmir during the period from the 1st day of January, 1980 to 31st day of December, 1989 subject to production of relevant certificate from concerned authority.
g) SC/ST/OBC/PWD/EWS Candidates are required to produce original certificate in the prescribed format signed by the specified authority at the time of Trade Test/interview. The OBC candidate should produce the certificate valid for appointment to post under the Central Government as per latest instructions issued by the DOPT (GOI) .

How to apply
a) The application has to be submitted only on prescribed proforma. This advertisement alongwith the application format is available on our website: nbri.res.in The application form may be downloaded from the website and used for applying for the above post(s).
b) Two copies of Synopsis Sheet are also attached alongwith the application form available on our said website. The applicant has to fill up both the copies of Synopsis Sheet in all respects and also may ensure that the information provided by them in synopsis sheet and application form should not vary in any circumstances. Therefore, applicants are advised to fill up both copies of Synopsis Sheet after filling up of the original application . One copy of Synopsis Sheet should be stapled on the top of the application form and other copy of synopsis should be enclosed at the last page of original application form.
c) Duly filled in application form, complete in all respect along with an application fee in the form of crossed Demand Draft (as per CTS Standard) for Rs.100/- (Non-Refundable) drawn in favour of “Director, CSIR-National Botanical Research Institute, Lucknow” payable at Lucknow and supported by attested copies of certificates of educational qualification, date of birth, experience certificates, community certificate, if any, addressed to the Controller of Administration, CSIR-NBRI, Rana Pratap Marg, Lucknow-226001 should reach this office by speed post on or before 23.07.2021 . The applications received after the last date of receipt of application will not be considered.
d) The envelope containing the application should be superscribed “Application for the post of………………., Post code .………, Area …………..…………, Advt. No........................". Candidates are advised to send their application by speed post.
e) In case of Universities/Institutes awarding CGPA/SGPA/OGPA Grades etc., candidates are requested to convert the same into percentage based on the formula as per their University/Institute.
g) Application once made will not be allowed to be withdrawn and fees once paid will not be refunded on any count nor can it be held in reserve for any other recruitment or selection process.
h) The candidates belonging to SC/ST/Women/PWD / abroad candidates and regular employees of CSIR are exempted from payment of application fee.
i) Applications from employees of Government Departments will be considered only if forwarded through proper channel, certified by the employer that the applicant, if selected will be relieved within one month of the receipt of the appointment orders and in which vigilance clearance should also be recorded. However, advance copy of the application may be submitted which should must be received in this Office on or before the closing date. Applications routed through proper channel duly completed in all respect, should reach CSIR-NBRI within 15 days after the last date of receipt of application.
j) Incomplete applications in any respect (i.e. unsigned, without requisite particulars, without the required documents/certificates without photograph, without application fee, if applicable etc. ) will not be entertained and is liable to be summarily rejected.

Following documents must be attached along with application form sent by post:
a) Demand Draft of Rs. 100/- as application fee (wherever applicable).
b) Coloured photograph from front size of the candidate pasted on the form and signed across in full.
c) Self attested photocopy of Date of Birth Certificate.
d) Self attested photocopies of educational qualifications/certificates.
e) Self attested photocopies of caste certificate/, PWD certificate (if applicable)/ EWS Certificate.
f) Self attested photocopies of experience certificates, (if any).
g) One copy of Synopsis Sheet stapled on the top of the application form and other copy of synopsis at the last page of original application form.
Note- In case of discrepancy found between English edition of this advertisement and its Hindi translation, the English edition of this Advertisement will be valid.
