The origin of the Public Service Commission in India is found in the First Dispatch of the Government of India on the Indian Constitutional Reforms on the 5th March, 1919 which referred to the need for setting up some permanent office charged with the regulation of service matters. This concept of a body intended to be charged primarily with the regulation of service matters, found a somewhat more practical shape in the Government of India Act, 1919. Section 96(C) of the Act provided for the establishment in India of a Public Service Commission which should “discharge, in regard to recruitment and control of the Public Services in India, such functions as may be assigned thereto by rules made by the Secretary of State in Council”.
Post : One vacancy for the post of Junior Scientific Officer (Toxicology) in Central Forensic Science Laboratory, Directorate of Forensic Science Services, Ministry of Home Affairs.
RESERVATION POSITION : (UR-01) (PwBD-01*).
*The vacancy is exclusively reserved for candidates belonging to category of persons with benchmark disability (PwBD).
Pay Scale : Level- 07 in the Pay Matrix as per 7th CPC. AGE: 30 years for UR. The age is further relaxable upto 10 years for PwBD.
Essential Qualifications : (A) EDUCATIONAL : Master's Degree in Chemistry or Associateship Diploma of the Institution of Chemists by Examination* or Biochemistry or Pharmacology or Pharmacy or Forensic Science, with Chemistry** as one of the subjects during all the three years of Bachelor of Science (B.Sc.) level from a recognized University.
Note 1: * Associateship Diploma of the Institution of Chemists by Examination qualification will be applicable only for departmental Scientists available on the date of notification of the Recruitment Rules (Amendment).
Note 2: ** It is clarified that Chemistry as one of the subjects at the B.Sc. level is required only for holders of M.Sc. (Forensic Science).
(B) EXPERIENCE : Three years’ experience in research and analytical work in the field of Toxicology in any central and state organisation or recognised institute or university or forensic science laboratories under Central or State Government.
Note : The Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
Desirable Qualifications : Experience of working in a forensic science laboratory.
DUTIES : Crime Case examination, giving evidences in Courts of Law, Crime Scene Examination, providing guidance to junior scientific staff for case analysis, R&D activities on Forensic activities and imparting training in the respective field of forensic specialization to the trainees from different investigating agencies / forensic science labs and other organizations. OTHER DETAILS: The post is permanent. General Central Service Group- “B” Gazetted, Non-Ministerial.
PROBATION : Two (02) Years.
HEADQUARTERS : New Delhi with laboratories at Chandigarh, Kolkata, Hyderabad, Pune, Kamrup (Assam) & Bhopal. In connection with performing duties, the officer may be required to serve in any part of India.
ANY OTHER CONDITIONS :
i. Clarification regarding PWBD suitability subcategories: SD / SI without any associated neurological / limb dysfunction, Leprosy Cured persons (subject to the condition that upper limbs are functioning normally), Dwarfism (subject to normal mental status), Acid Attack victims (provided their vision, mental status and hearing have not been impaired.)

INSTRUCTIONS AND INFORMATION TO CANDIDATES FOR RECRUITMENT BY SELECTION
A. CITIZENSHIP : A Candidate must be either :
(a) a citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania(formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. NOTE: The application of a candidate in whose case a certificate of eligibility is necessary, may be considered by the Commission and, if recommended for appointment, the candidate may also be provisionally appointed subject to the necessary certificate being issued in his favour by the Government of India. B. AGE LIMITS : The age limit for the post has been given in the advertisement. MINIMUM ESSENTIAL QUALIFICATIONS : All applicants must fulfill the essential requirements of the post and other conditions stipulated in the advertisement. They are advised to satisfy themselves before applying that they possess at least the essential qualifications laid down for various posts. (d) By counting experience before or after the acquisition of essential qualifications.
(e) By invoking experience even in cases where there is no experience mentioned either as Essential Qualification (EQ) or as Desirable Qualification (DQ).
(f) By holding a Recruitment Test.

(c) No fee for SC/ST/PwBD/Women candidates of any community. No "fee exemption" is available to OBC/EWS/Unreserved male candidates and they are required to pay the full prescribed fee.
(d) Applications without the prescribed fee would not be considered and summarily rejected. No representation against such rejection would be entertained.
(e) Fee once paid shall not be refunded under any circumstance nor can the fee be held in reserve for any other examination or selection.
