ICMR invites online applications for Posts of Director

Indian Council of Medical Research (ICMR) is an Autonomous Organization under the Department of Health Research, Ministry of Health & Family Welfare, Govt, of India. ICMR is dealing with biomedical / health research in various areas, in collaboration with national / international agencies, through its Headquarters at New Delhi and 27 Institutes / Centres and a large number of field stations, situated across the country.

ICMR invites online applications, from Indian Citizens, up to 18th January,2021 till 5:30 PM to fill up the posts of Directors in the following Institutes, in Level 14 of Pay Matrix (Rs.1,44,200-2,18,200) (7th CPC Scale) and usual allowances as admissible to ICMR employees for appointment on regular basis under Direct Recruitment with all India transfer liability under the Council :-

Director ICMR-National Institute for Research in Reproductive Health (NIRRH), Mumbai
Essential Qualification & Experience
i) MD/MS/DNB or equivalent degree* recognized by MCI/NMC
OR
First Class Master’s degree with Ph.D from a recognized University in the following subjects:
(i) Biochemistry
(ii) Biology/ Bioscience
(iii) Genetics/ Medical Genetics
(iv) Immunology
(v) Microbiology
(vi) Molecular Biology
(vii) Pharmacology
(viii) Biotechnology
ii) 16 years R&D experience in the areas mentioned above from a recognized institute, (preferably 5 years in a managerial position to handle R&D projects independently) including 2 years regular service in the Pay matrix level-13-A or equivalence as per DoPT guidelines as amended from time to time**.
Out of above experience, five years should be in Managerial Research position viz., PI or Co-PI of Scientific studies.

Director ICMR- National Institute of Pathology (NIP), New Delhi
Essential Qualification & Experience
i) MD/MS/DNB or equivalent degree* recognized by MCI/NMC
OR
First Class Master’s degree with Ph.D from a recognized University in the following subjects:
(i) Biochemistry
(ii) Genetics/ Medical Genetics
(iii) Immunology
(iv) Molecular Biology
(v) Biotechnology
ii) 16 years R&D experience in the areas mentioned above from a recognized institute, (preferably 5 years in a managerial position to handle R&D projects independently) including 2 years regular^ service in the Pay matrix level-13-A or equivalence as per DoPT guidelines as amended from time to time**.

Director ICMR-National Animals Resource Facility for Biomedical Research(NARFBR), Hyderabad
Essential Qualification & Experience
i) First Class Master’s degree with Ph.D in Veterinary Science from a recognized University
ii) 16 years R&D experience in the area of Veterinary Science from a recognized institute, (preferably 5 years in a managerial position to handle R&D projects independently) including 2 years regular service in the Pay matrix level-13-A or equivalence as per DoPT guidelines as amended from time to time**.
Out of above experience, five years should be in Managerial Research position viz., PI or Co-PI of Scientific studies.

Director National Jalma Institute for Leprosy & other Mycobacterial Diseases(NJILOMD), Agra
Essential Qualification & Experience
i) MD/MS/DNB or equivalent degree* recognized by MCI/NMC
OR
First Class Master’s degree with Ph.D from a recognized University in
the following subjects:
(i) Biochemistry
(ii) Immunology
(iii) Microbiology
(iv) Molecular Biology
(v) Pharmacology
(vi) Biotechnology
ii) 16 years R&D experience in the areas mentioned above from a recognized institute, (preferably 5 years in a managerial position to handle R&D projects independently) including 2 years regular service in the Pay matrix level-13-A or equivalence as per DoPT guidelines as amended from time to time**.

Director National Institute for Implementation Research on Non-Communicable Diseases, Jodhpur (formerly known as Desert Medicine Research Centre (DMRC), Jodhpur)
Essential Qualification & Experience
i) MD/MS/DNB or equivalent degree* recognized by MCI/NMC
OR
First Class Master’s degree with Ph.D from a recognized University in
the following subjects:
(i) Biochemistry
(ii) Economics with specialization in Health Economics
(iii) Biology/ Bioscience
(iv) Genetics/ Medical Genetics
(v) Immunology
(vi) Molecular Biology
(vii) Pharmacology
(viii) Biotechnology
(ix) Bioinformatics
(x) Biostatistics/ Statistics
ii) 16 years R&D experience in the areas mentioned above from a recognized institute, (preferably 5 years in a managerial position to handle R&D projects independently) including 2 years regular service in the Pay matrix level-13-A or equivalence as per DoPT guidelines as amended from time to time**.
Out of above experience, five years should be in Managerial Research position viz., PI or Co-PI of Scientific studies. .

* Regular 2 years Masters of Public Health (MPH) with one year experience or MRCP or subjects approved by MCI/NMC will be considered equivalent to MD/DNB for positions relevant to public health.
* * In case applicants are from Private Sector or Laboratories/Institutions abroad, the Screening Committee shall decide the equivalency of Pay Scale.

Note: Wherever the PG/Ph.D is not awarded with the subjects mentioned above, the screening committee will decide whether degree of the applicant will meet the requirement of the subject mentioned above.

Age limit :
Upper age limit is 58 years. The crucial date for determining the age limit shall be as per the guidelines of Department of Personnel and Training issued from time to time. However, the prescribed age may be relaxed in exceptional cases for experienced and qualified candidates by DG, ICMR.

Duration of the contract:
The initial appointment will be for a duration of 5 years or till superannuation, whichever is earlier. A second term for maximum of 5 years or till superannuation, whichever is earlier may be considered by a review committee, subject to fulfillment of eligibility criteria as per Recruitment Rules. During this tenure, if the incumbent is from ICMR, he/she will hold lien of his / her substantive post at ICMR.

Fee:
Application Fee (non-refundable) of Rs. 1500/- (Rupees one thousand five hundred only) is required. SC/ST/Women/PWD/EWS candidates are exempted from application fee. Application Fee is to be paid by candidates through online link given in the application form separately for each post.

How to apply
i) Candidates should apply online on recruit.icmr.org.in . Separate application has to be submitted for each post, with required application fee.
ii) Following self attested required documents are to be enclosed with the application :-
a) Proof of Date of Birth
b) Educational qualifications
c) Experience

Note:
a) Ph.D. will be considered as four years experience (irrespective of the duration taken to complete the degree).
b) MD/MS/DNB will be considered as three years experience.
c) M.V.Sc. will be considered as 2 years experience.
d) Age relaxation will be in accordance with Government of India instructions.

Other conditions:
(i) Application should be submitted along with online application fees. Application’s hard copy need not be sent to ICMR Hqrs.
(ii) Application received after the closing date for whatever reason is liable to be rejected.
(iii) In the event of any false information furnished or suppression of any material in the application coming to notice, at any time during the recruitment process or thereafter of a person, his/her candidature/ services
/ would be liable to be terminated.
(iv) Incomplete or Application without supportive documents is liable to be rejected. *
(v) At the time of personal discussion, the applicants working in Centre/State Government Department/ Public Sector Undertakings Et Govt, funded research agencies must submit a “No Objection Certificate" from the employer with an undertaking that “the applicant will be relieved within one month of his/her receipt of appointment order”.
(vi) Any outside influence (political or otherwise) brought in by a candidate shall disqualify him/her.
(vii) Any matter for which no specific instruction has been given shall be decided by ICMR and the decision shall be final and binding on the candidates.
(viii) Any further detail/communication shall be displayed on ICMR website only. Candidates are requested to regularly visit ICMR Website, for any updates.
(ix) Any dispute with regard to the recruitment against the advertisement will be under the jurisdiction of New Delhi Court.

Short listing Criteria:-
a) The short listing is based on criteria fixed by ICMR.
b) In the first instance, all the candidates who fulfill minimum eligibility in respect of age, educational qualifications and experience (wherever required) shall be short-listed.
c) If the number of such shortlisted candidates are high and it is not possible to call all of them for interview, then the ICMR shall further shortlist the candidates, on the basis of some suitable shortlisting criteria, as may be fixed by the appointing authority i.e. DG, ICMR. Though this may vary from case to case, depending on merits, ICMR generally prefers to call candidates with higher experience in the relevant fields or candidates with higher educational qualification as the case may be and as decided by Appointing Authority.
