NISCAIR’s journals seek to acquaint young research scientists with frontline research issues apart from providing a platform to the scientific community to publish their research findings. CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR), New Delhi, a multidisciplinary national research laboratory invites eligible Indian citizens for Walk-in-Interview for engagement as Project Staff for a CSIR ULIP project under the various activities (Project Tenure 1 June 2026 to 31 March 2031) with the Essential Qualification(s) and requirement(s) as mentioned below.
Project Title : Traditional Knowledge Communication: Bridging Tradition, Education, and Skills
Project Associate-I (PAT-I) – No. of Positions: 01
Monthly emoluments (Rs.) : • Rs. 25,000/- OR
• Rs. 31,000/- + HRA
Essential Qualifications
• MCA / BE / B.Tech in IT / Computer Science or equivalent degree.
Desirable Qualifications
Working knowledge of the following: Web Development technologies: PERL/Java/JSP/Python/PHP/ASP.NET, OS: Windows, Linux, RDBMS: SQL/MySQL/ PostgreSQL Knowledge of latest web portal development technologies/frameworks, AI/ML tools, experience in working on customization of Open source software including content management systems and others

• Bachelor's degree in any discipline with Diploma/Certificate Course in Graphics Designing & Multimedia from a recognized University or equivalent;

Sr. Project Associate (SPA) cum Audio & Video Editor – 01 Position
Monthly emoluments (Rs.) : Rs. 42,000/- + HRA
Essential Qualifications :
• Master's degree in Natural/Agricultural Sciences/MVSc; OR
• Bachelor's degree in Engineering/Technology/Medicine/Journalism/Mass Communication/Science Communication from a recognized University or equivalent;
• AND Four years' experience in R&D or as a Video Editor in mainstream TV/Film channels/Ad agencies/Production Houses with creative visualization skills, expert-level proficiency in Adobe Premiere Pro, in-depth knowledge of VFX, SFX and latest video editing practices in Industrial & Academic Institutions or S&T Organizations/electronic media.and Scientific activities and services OR Doctoral degree in Science/Engineering/ Technology /Pharma/MD/ MS from a recognised University or equivalent.
Desirable Qualifications :

Monthly Emoluments
PAT-I : Rs. 25000/- OR Rs. 31000/- +HRA (i) (Rs.31000/-+HRA) for those candidates who have qualified CSIR-UGC / ICAR / ICMR NET including Lectureship / Assistant Professorship or GATE or those have qualified National Level Examinations conducted by Central Government Departments like DBT / DST or equivalent and or their Agencies and institutions. (ii) Rs.25000/-+HRA for others who do not fall under (i) above
PAT-II : Rs. 28000/- OR Rs. 35000/- +HRA (i) (Rs.35000/-+HRA) for those candidates who have qualified CSIR-UGC / ICAR / ICMR NET including Lectureship / Assistant Professorship or GATE or those have qualified National Level Examinations conducted by Central Government Departments like DBT / DST or equivalent and or their Agencies and institutions. (ii) Rs. 28000/- +HRA for others who do not fall (i) above
Age Criteria : PAT-I and PAT-II : Maximum age: 35 years age relaxation as per rule
Senior Project Associate / Senior PAT Maximum age: 40 years, age relaxation as per rule
General Guidelines 1. The project staff position is on a contract basis and or co – terminus with the Project(s). However, under no circumstances the tenure of project staff who have CSIR- NIScPR or any other laboratories /Institute of CSIR under contract R&D projects would not be allowed to exceed six-year duration. 2. Candidates are required to come for interview with duly filled application in prescribed format, and bring all certificates, in original and a set of self-attested photocopies of the same, in support of age, qualification and experience for verification. Incomplete application in any from will be rejected. 3. The Upper age limit shall be reckoned as on the date of the interview. 4. Only those candidates who have acquired the essential qualification & result has been declared (should have at least a provisional certificate) are eligible to appear in the Walk-in-interview. 7 5. Result awaited / Final semester appeared candidates are not eligible to appear in the walk-in-interview for the position where such minimum essential qualification requirement is mandatory. 6. Experience, where required, will be counted from the date after acquiring the essential minimum educational qualification. Dissertation/thesis work conducted during the academic period will not be counted as experience. 7. The period of experience rendered by a candidate Part - time, daily wages, visiting/ guest faculty etc. Will not be counted while calculating the valid experience for short listing the candidates for interview. 8. Time spent in acquiring of minimum higher qualification will not be counted as an experience over essential qualification. 9. Mere fulfilling of minimum qualification does not confer any right to a candidate for selection. 10. No up gradation of the project staff shall be done in the same or new project. 11. CSIR – NIScPR reserves the right to cancel or withdraw the offer of engagement in case of any discrepancy of any empanelled candidate at any stage. 12. offer of appointment, after completion of per – appointment formalities like medical examination and character verification etc. 13. Engagement under the new project would be made only after submission of duly completed ‘No Demand Certificate’ and ‘No Dues Certificate’ and submission of resignation from the previous project to administration through the concerned Scientist & head. 14. The Engagement of project staff may be terminated at any time without assigning any reasons, by giving a one-month notice. In case, the person desires to leave the assignment, he/she may also do so by giving one-month notice period or payment of one- month remuneration in lieu of which can be condoned/ curtailed/ extended depending upon the discretion of the competent Authority. 15. The project staff shall have to make their own arrangement for accommodation during their tenure in the project. However, HRA shall be admissible as per the applicable rules of the sponsoring agency. 16. No. of positions may increase or decrease. 17. No TA will be paid to the candidates for appearing in the interview. 18. No claim for the permanent position shall be entertained. 19. Other terms & conditions will be governed as per guidelines issued by the funding agency/ CSIR-NIScPR for the engagement of the above project staff as amended from time to time. 20. The offer letter shall be issued to the candidate initially for a period of 6 months, a review committee will assess the performance of the project staff and recommended for their extension if required, subject to the availability of funds in the project. 21. Canvassing in any from and bringing in influence political or otherwise will be treated as disqualification.
Mode of Selection : Candidates must report at the NIScPR Reception Desk on 03/09/2026 from 9.00 AM to 11.00 A.M. (Candidates will not be entertained after 11.00 A.M.). The selection of the Project staff would be based on (a) Academic records, and/ or (b) Performance in the test, and (c) Interview.
