Applications are invited from eligible candidates for appointment on Deputation including short-term-contract to the post of Drugs Controller (India) Group ‘A’, Level 14 (Rs. 1,44,200-2,18,200) in the pay matrix in the Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health & Family Welfare.

Post : Drugs Controller

Eligibility Criteria 
Officers of the Central Government or State Government or Union territory Administration or autonomous body or statutory organisation or public sector undertakings or recognised University or recognised research institution,- 
(a) (i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with two years service rendered after appointment to the post on a regular basis in level – 13 A in the pay matrix (Rs. 131100- 216600) or equivalent in the parent cadre or department; or (iii) with three years service rendered after appointment to the post on a regular basis in level – 13 in the pay matrix (Rs.123100- 215900) or equivalent in the parent cadre or department; or (iv) with eight years service rendered after appointment to the post on a regular basis in level – 12 in the pay matrix (Rs.78800- 209200) or equivalent in the parent cadre or department; and 
(b) possessing the following educational qualifications and experience, namely:- 

Essential qualifications :
(A) Master’s degree in Bio-Medical Engineering or Chemical Engineering or Bio-Technology or Mechanical Engineering or Electrical Engineering or Electronics Engineering or Instrumentation Engineering or Polymer Engineering or Computer Science Engineering or Medical Electronics Engineering or Pharmacy or Pharmaceutical Engineering or Pharmaceutical Sciences or Bio- Chemistry or Chemistry or Life Sciences or Medicine with specialisation in Clinical Pharmacology or Medicine with specialisation in Microbiology from a recognised University or institute; and (B) fifteen years’ experience in manufacturing or testing or regulation or clinical trials or clinical investigations either in drugs or medical devices or enforcement of the provisions of the Drugs and Cosmetics Act, 1940 (23 of 1940) and rules made thereunder. 
(ii) Desirable : Doctor of Philosophy in relevant fields as specified in (A) above. 
Note 1 : The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. 
Note 2 : The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding fifty eight years as on the closing date of receipt of applications.

The pay and other terms and conditions of deputation (including short-term-contract) will be regulated in accordance with DOPT’s O.M. No. 6/8/2009-Estt.(Pay-II) dated 17.06.2010 as amended from time to time. Cadre authorities/Heads of Department are requested to forward applications of eligible and willing candidates whose services can be spared for appointment to the post by Deputation (including short-term-contract)] so as to reach the undersigned [Shailender Kaushik, Under Secretary (Drugs Regulation), Ministry of Health & Family Welfare, Work Hall No.01, C Wing, Kartavya Bhawan-I, New Delhi-110001] within 60 days from the date of publication of this advertisement in the Employment News. LIST OF DOCUMENTS TO BE SENT ALONG WITH THE APPLICATION
1. Application in prescribed format - Annexure II duly filled in and signed by the candidate and countersigned with seal by the Cadre/Appointing authority.
2. Attested copies of APAR/ACRs for the last 5 (five) years duly attested on each page by an officer not below the rank of Under Secretary to the Government of India.
3. Integrity Certificate
4. Vigilance Clearance Certificate
5. Statement of major or minor penalties, if any, imposed on the officer during the last 10 years of service.
6. A certificate to the effect that the particulars furnished by the candidate have been verified and found correct as per service records.
7. Cadre Clearance Certificate.
