WHO is the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

OBJECTIVES OF THE PROGRAMME 
The overall mandate of the Department of UHC/Health Systems & Life Course is to strengthen health systems in the Member States in order to make progress towards Universal Health Coverage (UHC) and health related Sustainable Development Goals (SDGs).The Essential Drugs and Other Medicines (EDM) Unit within the Department of UHC/Health Systems & Life Course contributes to two flagship priority areas of work in the South-East Asia Region 1) improved access to essential medicines for UHC and 2) building national capacities for prevention and control of antimicrobial resistance.The main objective of the programme is to promote policies, build health system capacities and provide evidence-based guidance in the WHO South-East Asia Region to improve access and promote rational use of safe, efficacious, quality, and affordable essential drugs and other medicines.

Description of Duties
Under general guidance of the Director, Department of UHC/Health Systems & Life Course and direct technical supervision of the Technical Officer, Essential Drugs and Medicines, the incumbent will carry out the following duties:
1. Provide technical support to the Member States to develop and implement National Medicines Policy, strengthen medicines procurement and supply chain management system and pricing regulations.
2. Provide technical support to the Member States to promote rational use and combat antimicrobial resistance through adoption of Access, Watch and Reserve' (AWaRe) classification of antibiotics, appropriate use and regulation of antimicrobials and medicines, monitoring of antimicrobial consumption and establishment of antimicrobial stewardship programs.
3. Support the development of production of regional and global public goods, regional policies, guidelines and information products based on assessment of needs, monitoring of pharmaceutical situations and lessons learned from the Region.
4. Support organization and delivery of regional and national workshops and meetings related to medicines.
5. Assist collaboration with technical units involved in medicines issues within the Regional Office and WHO country offices and external stakeholders.
6. Contribute to monitoring and reporting on the progress of workplan and budget implementation.
7. Perform other related duties, as assigned.
8. Submit an end of assignment report (mandatory)


Candidate Profile
Education
Essential: University degree (Bachelor's level) in pharmacy or related field from a recognized university.
Desirable: Post graduate degree in pharmacy, public health or public health management.

Experience
Essential: At least five years of experience in development and implementation of pharmaceutical system strengthening including national medicines policies, procurement and supply chain management, quality assurance of medical products, and rational use of medicines in low and middle income countries. Demonstrated exposure at international level.
Desirable: Relevant work experience in WHO or in the UN system would be an asset.

Skills
1. Strong analytical, planning and operational skills.
2. Knowledge and skills in data collection and developing publications.
3. Good interpersonal skills.
4. Good project management skills and ability to manage multiple tasks in complex organizational environment.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1807 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
